SOUNDBITE (English), Deirdre CLUNE (EPP, IE), We want small enterprises to scale up and we really we want to have clear rules and obligations. And that's very important if you want to give certainty to to developers and to users. I think you could say finance a clear regulatory approach and, you know, no fragmentation. One EU approach is really important.

SOUNDBITE (English), Deirdre CLUNE (EPP, IE), There are high risks, similarly, in medical care, you know, theatres, operating theatres, something like that. But there's a risk to life would be would be high risk. And so we need to be calling for a proportionate response and not to overregulate, but certainly recognise that there are high risks and we have to develop consumer confidence, it is going to be really important that those type of areas are regulated.

SOUNDBITE (English), Deirdre CLUNE (EPP, IE), rapporteur, We've seen this how it's happened with privacy, with data protection to GDPR regulation. And this is another opportunity for Europe. And as regards to loopholes, I think we have to bear in mind that the A.I. in Europe is already subject to legislation, fundamental rights, data protection, privacy, non-discrimination and consumer protection as well. Products and safety liability rules there. They're all there. So we don't want to we'd want an overlap, which is very cognisant that those regulations, those rules are in place and must be recognised, but at the same time recognise that consumers expect and will demand a certain level of safety.

SOUNDBITE (English), Deirdre CLUNE (EPP, IE), And so but but also what's not there is there's not regulations regarding transparency, traceability, human oversight needs to be important, needs to be recognised as well. And they're not covered in regulation. So they're kind of the gaps that we would see. And also, you know, we don't want to have, again, overregulation. But we've seen that Germany has proposals in this area, Denmark, Malta, they're all very good and they will all stand on their own I'm sure. But that doesn't help if we want to encourage developers and others to engage. Doesn't have to be just 27 different approaches. We need more approach so that we can have certainty for A.I. developers, for industry and as well for our consumers.

SOUNDBITE (English), Axel VOSS (EPP, DE), I understand that member states would like to have their own regime on something, but it's now really necessary for competitive reasons that we are coming with a European approach.

SOUNDBITE (German), Axel VOSS (EPP, DE), rapporteur , (giving feedback on the media press briefing) What are we actually getting out of Europe now when making rapid progress with the development of artificial intelligence. Here we have to say everyone who has an idea should start with it, regardless of whether the legislature is ready. The secondly, there was a very special question about responsibility and liability, and here it was more about the demarcation of how one should actually get from a high risk system to a normal risk system. And thirdly, which was again particularly focused on mass unemployment and employee rights, the scenario when a world evolves more into robotics and A.I. We do not yet have a final statement on this as a Parliament, but we will also think about it.

Just as the member states already have a liability regime, so we can say that an artificial intelligence system should also include a high level of liability if it is able to harm someone.
