SOUNDBITE (English), Claude MORAES (S&amp;D, UK), Chair of the EP LIBE Committee, opens the vote on the report on the Situation in the Mediterranean and the need for a holistic EU approach to migration: "Today we are voting on this important strategic report that should serve as LIBE's recommendation towards a holistic approach to migration and for which you all and in particular the two co-rapporteurs have been preparing now for more than a year."

Final vote result on screen, the text, drafted by Roberta Metsola (EPP, MT) and Kashetu Kyenge (S&amp;D, IT) is approved by 44 votes to 11, with one abstention. Applause and end of the vote.

SOUNDBITE (Maltese), Roberta METSOLA (EPP, MT), Co-rapporteur, "Today, the European Parliament, and specifically the Committee on Civil Liberties and Immigration, sent a clear message: that this Parliament has a concrete vision as to the point where it wants to see the European Union reach to confront the biggest challenge, the biggest crisis, which this continent is facing since World War II. "We are in a situation where, in every country, immigration is the issue which people are most worried about. Today, in the European Parliament, we have managed to reach an agreement between all political groups and we said: 'Let's see how we are to confront this challenge; how we are to find a balance between offering protection to those who are eligible while returning those who are not eligible for protection; how we can use all the integration measures while helping countries of origin to get back on their feet; how we can ensure that there is solidarity between all Member States, so that through proportionality, which has so far been absent, Member States on the periphery - like Malta - would not have to carry the responsibility by themselves'. "I am very satisfied with the cooperation that there has been among all political groups, and I expect that there will also be a strong vote in the plenary next month."

SOUNDBITE (Maltese), Roberta METSOLA (EPP, MT), Co-rapporteur, "The European Parliament has made it very clear. In the report, we state that responsibility on migration needs to be shared equitably among all Member States. This is not a new call being made by the European Parliament. However, in the report we reaffirm that solidarity needs to be effective. We are aware that some Member States do not want quotas and, in fact, the report clear speaks about solidarity and does not put an obligation on Member States. But ultimately, responsibility sharing needs to be expressed in concrete terms and we expect everyone, every Member State, to shoulder that responsibility."

SOUNDBITE (Italian), Kashetu KYENGE (S&amp;D, IT), Co-rapporteur, "It is a great satisfaction for me that we have shown the courage to state important principles, among those the concrete application of the solidarity principle and the equal repartition of responsibilities through the search and rescue projects englobing all the territory and reaffirming the primacy of life. We have also stated the review and modification of the Dublin regulation, trying to go beyond the &lsquo;first arrival&rsquo; country principle and looking into a more centralised system. We reaffirm even more the free movement of persons, also for those who are asylum seeker. This document also contains a very important point for me, I am proud of it because I want to dedicate this text to all the deceased on their way to Europe; and this text recognises the 3 of October as the day of remembrance of all those who lost their lives during their journey. There are many other points, as the integration being an important tool for the immigration, as well as the importance of a global, holistic approach in order to tackle these phenomena in the short, medium and long term, we need to tackle the roots of migration and invest more in legal migration channels."
