Kui veel 1980ndatel oli HIV surmaga lõppev haigus, siis tänu üleilmsele ravi ja ennetustöö arengule allub see haigus tänapäeval ravile. Aja jooksul on HIViga nakatunud üle 88 miljoni inimese ja sellesse surnud vähemalt 42 miljonit inimest. Praegu elab maailmas ligikaudu 40 miljonit HIViga nakatunut, kellest üle 800 000 elab ELis. Iga liikmesriik vastutab oma tervisehoiusüsteemi korralduse eest ise. EL toetab riike piiriüleste programmide kaudu, näiteks toetab rahvatervise kampaaniaid ja rahastab teadusuuringuid programmist „Euroopa horisont“. Liit on pühendunud ka ÜRO HIV- ja AIDSi-vastase ühisprogrammi nn „95-95-95“ eesmärkidele. Nende järgi peaks 2025. aastaks 95% HIV-positiivsetest teadma, et on viirusega nakatunud; neist omakorda vähemalt 95% saama ravi ja ravi saajatest 95%-l olema viirus taandumas. Saatesarja „Suuremad eesmärgid – parem õigusloome“ selles osas uurime, milline on ELi roll HIVi ennetamisel, sellega seotud häbimärgistamise vastu võitlemisel ja HIV-positiivsete elutingimuste parandamisel ELi liikmesriikides. Eesmärk on HIVi epideemia 2030. aastaks lõpetada.

The constitutive meetings of the European Parliament's standing committees and subcommittees take place in Brussels on 10 July 2019, following the appointment of their members in the plenary sitting of 3-4 July. During the meetings, each committee and subcommittee will elect its respective bureau, made up of a Chair and Vice-Chairs, for a two-and-a-half year mandate. The newly set up committees will then start holding their regular meetings during the week of 22 July.

It is incumbent upon the European Parliament to ensure that its legislative and non-legislative work is informed to respect, promote and safeguard the rights of the child and to advance children’s lives both within the EU and in its relations with the outside world.

Article 3(3) of the Treaty on European Union establishes the objective for the EU to promote protection of the rights of the child. The EU Charter of Fundamental Rights guarantees the protection of the rights of the child by the EU institutions and by EU countries when they implement EU law.

Children’s rights (2019 - 2020)

The rights of the child are part of human rights: rights that the EU and its Member States must respect, protect and fulfil. The Treaty on European Union establishes the objective for the EU to promote protection of the rights of the child. The Charter of Fundamental Rights of the EU guarantees the protection of the rights of the child by the EU institutions and by EU countries when they implement EU law. Over the years the European Parliament has been instrumental in pushing children's rights to the core of European policies, particularly through its Intergroup on Children's Rights.

On 14 November 2023, the Civil Liberties Committee adopted its position on new measures to protect children online by preventing and stopping child sexual abuse. The draft Parliament position was adopted by the Committee on Civil Liberties, Justice and Home Affairs with 51 votes in favour, 2 against, and 1 abstaining. Inter-institutional negotiations were authorised with 48 in favour, 2 against, and 4 abstaining.

To protect children online, the new rules would mandate internet providers to assess whether there is a significant risk of their services being misused for online child sexual abuse and to solicit children, and to take measures to mitigate these risks. MEPs want mitigation measures to be targeted, proportionate and effective, and providers should be able to decide which ones to use.

They also want to ensure that pornographic sites have adequate age verification systems, flagging mechanisms for child sexual abuse material (CSAM) and human content moderation to process these reports. To stop minors being solicited online, MEPs propose that services targeting children should require by default user consent for unsolicited messages, have blocking and muting options, and boost parental control.

Children’s rights

Parliament’s Conference of Presidents (President Metsola and political groups’ leaders) travel to Warsaw to meet with Poland’s government well as political group members of the Sejm to prepare the upcoming Polish Presidency of the Council of the EU, which will run from January to June 2025. EP President Metsola also has a bilateral meeting with Polish Prime Minister Donald Tusk (Thursday).

Members of the Economic and Monetary Affairs Committee hear from Christine Lagarde, first in her capacity as President of the European Central Bank and then as Chair of the European Systemic Risk Board. Economic governance, geo-political risks, and the cost of living are all expected to feature prominently in the discussions. The hearings are followed by another debate with Dominique Laboureix, Chair of the Single Resolution Board (Wednesday).

The Internal Market and Consumer Protection (IMCO) Committee meets with TikTok representatives to discuss the platform's adherence to the EU's Digital Services Act (DSA), particularly in the context of recent European elections. Caroline Greer, TikTok’s Director of Public Policy, and Brie Pegum, Global Head of Product, Authenticity and Transparency, will address questions on how the company ensures a safe and transparent online space during election periods.

MEPs focus on TikTok's risk management strategies to combat disinformation, manage recommender systems, and provide third-party data access, especially concerning Romania's ongoing elections. The DSA, in full effect since February 2024, requires platforms to tackle illegal content and societal risks proactively. This exchange reflects Parliament's commitment to ensuring compliance with EU rules and safeguarding democratic processes.

The European elections are the largest transnational elections in the world. There are some common rules that apply in all EU countries but many details vary by country.


Election days range from Thursday 6 June to Sunday 9 June and it is up to each country to decide when and how they organise the vote.


The number of MEPs elected varies between countries: bigger countries get more seats than smaller ones. Due to changes in the size of the population, some EU countries will get extra seats in the upcoming elections compared to the outgoing Parliament. In total 15 seats will be added.


There are also differences in other aspects of voting, for example regarding the minimum voting age or the rules about voting from abroad.

Voting session

MEPs outline proposals to improve the protection of EU citizens against exposure to second-hand smoke and aerosols, including from electronic cigarettes. In Europe’s Beating Cancer Plan, the Commission has previously announced its intention to update the current Council Recommendation on smoke-free environments, which dates back to 20019. A revision was needed to extend its scope to certain emerging products, such as electronic cigarettes and heated tobacco, due to the rapid market growth and appeal of such products in recent years, especially among young people. The Commission recommends EU countries reduce the risk of second-hand exposure by banning the use of all tobacco products in certain outdoor spaces, such as public playgrounds and amusement parks, areas related to restaurants/cafés, public transportation, healthcare and education establishments, as well as workplaces.
