The European Audience Film Award is presented every year by the European Parliament and the European Film Academy, in partnership with the European Commission and Europa Cinemas. A symbol of the European Parliament’s commitment to culture, the Lux award continues to build cultural bridges across Europe, by putting the spotlight on films that go to the heart of the European public debate.

The award aims to strengthen ties between politics and citizens, by inviting European audiences to become active protagonists and cast their vote for their favourite films.

The five films shortlisted for the 2024 LUX European Audience film award were&nbsp;unveiled at the Venice film festival on Friday 1st of September.&nbsp; 20 000 Species of Bees, Fallen Leaves, On the Adamant, Smoke Sauna Sisterhood and The Teachers’ Lounge will compete for the 2024 LUX Audience Award.

Cancer is the second leading cause of mortality in the EU, after cardiovascular diseases. Each year there are 3.5 million new diagnoses; and every year 1.3 million people die from cancer, accounting for 25% of all deaths. If the current trend continues, the projection is that by 2035 cancer cases will have doubled in number, and cancer will have become the leading cause of death in the EU.

Though public health is the primary responsibility of the Member States, the EU has a strong role in supporting, coordinating and complementing Member States’ efforts. On 4 February 2020 – World Cancer Day – the European Commission started its outreach on Europe’s Cancer Plan at an event in the European Parliament in Brussels.

The Plan aims to reduce the cancer burden for patients and families, and health care systems. The Plan is ambitious in addressing cancer-related inequalities between and in the Member States. The European Parliament, as law-maker and policy-maker, plays an active role in shaping the new Cancer Plan and related legislative proposals and policy initiatives.

Between&nbsp;6-9 June 2024, European citizens will decide again on the shape of the next Parliament and the direction of the European Union in the coming years. During this legislation period it has delivered on many legislative files and priorities.

The EP, as the only directly elected EU institution,&nbsp;is the&nbsp;representative of EU citizens. It&nbsp;embodies European democracy by nature and process,&nbsp;protects and enhances democratic rights and values in the EU and the world and&nbsp;takes up citizens´ demands in the EU decision making process.&nbsp;

Through the very nature of its functions, it embodies European parliamentary democracy and lends democratic legitimacy to the European Union. As an&nbsp;inclusive decision-maker, the Parliament listens to citizens' concerns,&nbsp;and takes action based on these concerns. It&nbsp;&nbsp;stands up for peace, democracy, freedom and prosperity for all citizens.&nbsp;Besides,&nbsp;Parliament&nbsp;fights for&nbsp;democracy and accountability through its political and legislative work, including the budget.&nbsp;And finally,&nbsp;it offers&nbsp;the opportunity to take action&nbsp;(voting, getting in touch with local MEPs, COFOE).

The Euroscola programme in Strasbourg brings together pupils aged 14 and over from the 27 EU Member States, candidate countries and former Member States to simulate the work of the European Parliament by debating, taking sides, negotiating, amending and voting on real European issues. Pupils get an opportunity to exchange views with Members of the European Parliament and experts from this institution, to familiarise themselves with the workings of the European Union, to discuss democracy, fundamental rights, European values and to express their personal opinions on the decisions taken at the European Union level.

Environment Committee MEPs assessed&nbsp;the skills, experience and suitability of Commissioner-designate for Climate Action Wopke Hoekstra on 2 October. He is set to replace Frans Timmermans, who resigned on 22 August to run as a candidate in the forthcoming general elections in the Netherlands.

During his&nbsp;introductory speech, Mr Hoekstra stressed that the Green Deal lays the foundation for the EU’s green transition and underlined that it is of utmost importance to maintain continuity in the EU’s climate ambitions. He hopes to ensure this by swiftly concluding pending climate negotiations and by proposing an ambitious climate target for 2040 in the first quarter of 2024, he said. Mr Hoekstra emphasised that the EU “cannot reach climate neutrality alone”. Global cooperation and climate finance are key during the upcoming UN climate change conference&nbsp;COP28, he stressed, vowing to work “non-stop for success in Dubai”.

He underlined that building a global “Loss and Damage coalition” is crucial to raise finance for developing countries and build trust. Finally, Mr Hoekstra stressed the importance of phasing out fossil fuels, as well as fossil fuels subsidies. “The sooner fossil fuels become history, the better”, he said, as they are “counterproductive for the EU’s energy transition”.

Based on the committee’s recommendations and the assessment by the Conference of Committee Chairs, the Conference of Presidents will conduct the final evaluation and decide whether to close the hearing process and hold a plenary vote.

COP28 takes place from 30 November to 12 December 2023 in Dubai (United Arab Emirates). A Parliament delegation will attend COP28 between 8 and 12 December.

The Environment Committee adopted its demands for the UN Climate Change Conference COP28, which include&nbsp;a call on developed countries, including the EU and its member states, to ensure that the annual climate finance goal of 100 billion USD is met in 2023 and to work on a post-2025 goal that would go beyond this amount.

MEPs also want COP28 to make the&nbsp;loss and damage fund&nbsp;operational, and to increase&nbsp;efforts globally in a variety of sectors: combating plastic pollution; addressing the climate and environmental impact of the textiles industry; further reducing methane emissions, emissions from international shipping and aviation, agriculture, defence.

COP 28

Italy is a parliamentary republic with a head of government - the prime minister - appointed by the president and a head of state - the president. The Parliament is composed of 2 houses: the Chamber of Deputies and the Senate of the Republic.

Italy is a member of the eurozone since 1 January 1999 and of the Schengen area since 26 October 1997. There are 75&nbsp;members of the European Parliament from Italy.

EU - Italy

MEPs elected Roberta Metsola (EPP, MT) on January 2022 as President of the European Parliament until 2024.

Roberta Metsola won the election in the first voting round, where she received an absolute majority of 458 votes out of 690 cast in the remote secret vote, among three candidates.&nbsp;

President Metsola is leading the Parliament in the second half of the current legislative term, until a new Parliament is constituted following the 2024 European Elections.

Born in Malta in 1979,&nbsp; Roberta Metsola who has been an MEP since 2013, is the youngest EP President ever elected. She became First Vice-President in November 2020, and was Parliament’s acting President after President Sassoli passed away on 11 January.

She is the third female President of the European Parliament, after Simone Veil (1979-1982) and Nicole Fontaine (1999- 2002).

As part of the European Green Deal, with the European Climate Law, the EU has set itself a binding target of achieving climate neutrality by 2050. This requires current greenhouse gas emission levels to drop substantially in the next decades. As an intermediate step towards climate neutrality, the EU has raised its 2030 climate ambition, committing to cutting emissions by at least 55% by 2030.

On 18 April 2023, MEPs&nbsp; adopted the reform of EU´s Emissions Trading System including for aviation and the maritime sector, the Carbon Border Adjustment Mechanism and a new Social Climate fund. The&nbsp;deal on the reform of the Emissions Trading System (ETS)&nbsp;increases the ambition for 2030, phases out free allowances to companies and creates a separate new ETS II for fuel for road transport and buildings that will put a price on emissions from these sectors by 2027.

According to the&nbsp;agreement with EU countries, an EU Carbon Border Adjustment Mechanism (CBAM) will be set up to ensure that importers of goods covered by the EU ETS would have to pay any price difference between the price paid for carbon in the country of production and the price of carbon allowances in the EU ETS. This will incentivise non-EU countries to increase their climate ambition and ensure that EU and global climate efforts are not undermined by production being relocated from the EU to countries with less ambitious policies.

A separate deal with member states&nbsp;sets up an EU Social Climate Fund to ensure that the climate transition will be fair and socially inclusive. Vulnerable households, micro-enterprises and transport users who are particularly affected by energy and transport poverty will benefit from the fund. When fully in place, it will be funded from auctioning ETS II allowances up to an amount of €65 billion, with an additional 25% covered by national resources (amounting to an estimated total of €86.7 billion).

Fit for 55

Climate change and environmental degradation are an existential threat to Europe and the world. Therefore in December 2019 the Commission presented a communication on a European Green Deal that sets out a detailed vision to make Europe the first climate-neutral continent by 2050, safeguard biodiversity, establish a circular economy and eliminate pollution, while boosting the competitiveness of European industry and ensuring a just transition for the regions and workers affected.

Parliament has played an important role in pushing for more ambitious EU climate legislation and declared a climate emergency on 28 November 2019.&nbsp;

The European Climate Law writes&nbsp;into law the goal to become climate neutral by 2050 and attain the intermediate target of reducing net greenhouse gas emissions by at least 55% by 2030 (compared to 1990 levels).&nbsp;After 2050 the EU will aim for negative emissions. In July&nbsp;2021 the European Commission presented its “Fit for 55 in 2030” package-the legislative tool to deliver on the targets agreed in the European Climate law.

The Commission proposed in&nbsp;June 2022 a regulation on nature restoration to contribute to the long-term and sustained recovery of damaged nature across the EU’s land and sea areas and to achieve EU climate and biodiversity objectives.&nbsp; Parliament &nbsp;adopted its position on the&nbsp;EU nature restoration law in July 2023&nbsp; with 336 votes in favour, 300 against and 13 abstentions. A vote to reject the Commission’s proposal did not pass (312 votes to 324 and 12 abstentions).&nbsp;

The EU must have restoration measures in place by 2030 covering at least 20% of its land and sea areas, accprding to the vote. MEPs underline that restoring the ecosystem is key to combating climate change and biodiversity loss, and reduces risks to food security. They stress that the draft law does not impose the creation of new protected areas in the EU nor block new renewable energy infrastructure as they added a new article underlining that such installations are overwhelmingly in the public interest.

European Green Deal

The constitutive meetings of the European Parliament's standing committees and subcommittees take place in Brussels on 10 July 2019, following the appointment of their members in the plenary sitting of 3-4 July. During the meetings, each committee and subcommittee will elect its respective bureau, made up of a Chair and Vice-Chairs, for a two-and-a-half year mandate. The newly set up committees will then start holding their regular meetings during the week of 22 July.

The European Parliament released on 6 of December its Parlemeter 2023 survey showing citizens’ continued support for the EU and a higher interest in the upcoming European elections. Over seven in ten citizens believe their country has benefited from being a member of the EU.

The main reasons cited by this survey’s respondents are the EU’s contribution to maintaining peace and strengthening security (34%) and the improved co-operation between countries of the Union (34%). Likewise, the image of the EU has remained stable since March 2023, with 45% of EU citizens having a positive image of the bloc, 38% have a neutral image and 16% have a negative image.

European Parliament President Roberta Metsola, commenting on the results of the survey, said: “This Eurobarometer shows that Europe matters. In this difficult geopolitical and socio-economic context, citizens trust the European Union to find solutions. A vast majority of Europeans believe that EU actions have had a positive impact on their daily lives.” Far from the notion of being distant from people’s everyday life, 70% of EU citizens believe that EU actions do have an impact on their daily life. More than one third of EU citizens see the fight against poverty and social exclusion (36%) and public health (34%) as the main topics for the European Parliament to prioritise.

Action against climate change as well as support to the economy and creation of new jobs (both 29%) follow closely while migration and asylum (18%), currently on ninth position, has increased by seven percentage points since autumn last year. Eurobarometer surveys are the official polling instrument used by the European Parliament, the European Commission and other EU institutions and agencies to regularly monitor the state of public opinion in Europe on issues related to the European Union, as well as attitudes on subjects of political or social nature.

The Eurobarometer provides quality and relevant data for experts in public opinion, researchers, media and the public. The Eurobarometer project was initiated in 1974 by the European Commission as a means to “reveal Europeans to themselves”. Since then, it has evolved and expanded significantly with different survey tools. In 2007, the European Parliament started its own regular series of Eurobarometer surveys, focussing on topics specific to the European Parliament, including the European elections.

On 29 March 2017, Theresa MAY, British Prime Minister, triggered Article 50 of the Lisbon Treaty.

The right of a Member State to withdraw from the European Union was introduced for the first time with the Lisbon Treaty; the possibility of withdrawal was highly controversial before that. The Article 50 provides for the negotiation of a withdrawal agreement between the EU and the withdrawing state, defining in particular the latter's future relationship with the Union. If no agreement is concluded within two years, that state's membership ends automatically, unless the European Council and the Member State concerned decide jointly to extend this period.

Brexit - 8th Parliamentary term

Mr TAJANI was elected President of the European Parliament on 17 January 2017. 

The President chairs the plenary sittings of Parliament, the Conference of the Presidents of Political Groups and the Bureau of Parliament. The President is responsible for the application of the Rules of Procedure of Parliament, and, to this end, oversees all the activities of Parliament and its bodies. The President represents Parliament in all legal matters. He addresses the European Council prior to each of its meetings, stating Parliament's viewpoint on the subjects on the agenda in the framework of a debate with the heads of state and government. The President represents Parliament in its international relations, and, in this connection, undertakes official visits within and outside the EU. The President signs the EU budget into being following Parliament's vote on it at second reading. During the procedure, the President chairs the EP/Council conciliation delegations. The President may, under the EP/Council codecision procedure, chair the EP/Council conciliation committee.

In March 2012 Serbia was granted EU candidate status.

On 19 April 2013, after ten rounds of often grueling talks in the EU-facilitated Dialogue in Brussels, the intervenants reached a landmark agreement aimed at normalising relations between Serbia and Kosovo. Concrete results in the implementation of this agreement will bring about a brighter future and lasting stability to the region. In line with the decision of the European Council in June 2013 to open accession negotiations with Serbia, the Council adopted in December 2013 the negotiating framework and agreed to hold the 1st Intergovernmental Conference with Serbia in January 2014. On 21 January 2014, the 1st Intergovernmental Conference took place, signaling the formal start of Serbia’s accession negotiations.

With war having returned to the European continent, measuring the level of threats to peace, security and democracy around the world – as the 'Normandy Index' does – is more important than ever. The annual Index was presented for the first time at the Normandy Peace Forum in June 2019, as a result of a partnership between the European Parliament and the Region of Normandy. The Index has been designed and prepared by the European Parliamentary Research Service (EPRS), in conjunction with and on the basis of data provided by the Institute for Economics and Peace. This paper sets out the findings of the 2023 exercise, which draws on data compiled in 2022, and explains how the Index can be used to compare peace – defined on the basis of a given country's performance against a range of predetermined threats – across countries and regions. Over the past 30 years the single market has brought unity and opportunities to Europeans. MEPs believe it has to be adapted further to respond to current challenges.
During the plenary session in mid-January 2023, MEPs discussed how the single market has transformed Europe since its launch in 1993 and what else should be done to make full use of its potential.
Parliament adopted a resolution saying the single market's accomplishments could not be taken for granted and its further development would require renewed commitment and political will from EU countries and institutions.

So where do we stand? Progress has been made, but inequality between men and women persists, including on the labour market. On average, women in the EU are paid less than men.

Gender pay gap in Europe: facts and figures

Every year 2.2 billion tonnes of waste are generated in the EU. More than a quarter of it (27%) is municipal waste: everyday waste collected and treated by municipalities, which is mainly generated by households. Data shows that the amount of waste and the way it is managed varies a lot across EU countries, but there has been a shift to more recycling and less landfilling.

To reduce waste and its impact on the environment, the EU has adopted ambitious targets on recycling and landfill and is working on packaging waste. The goal is to promote the shift towards a more sustainable model known as the circular economy.
