EU heads of state or government met at the 17-18 April special European Council and&nbsp;adopted conclusions on Ukraine, the Middle East, Türkiye and a new European competitiveness deal.

The 1979 European elections were parliamentary elections held across all 9 (at the time) European Community member states.

They were the first European elections to be held, allowing citizens to elect 410 MEPs to the European Parliament, and also the first international election in history. Seats in the Parliament had been allocated to the states according to population, and in some cases were divided into constituencies, but members sat according to political groups.

The European Parliament’s last Eurobarometer survey before the elections in June reveals awareness among citizens and concern for the current geopolitical context. The&nbsp;pre-electoral publication reveals a positive, upward trend on key election indicators with just a few weeks to go until EU citizens cast their ballots 6-9 June.

Interest in the election, awareness of when it will take place as well as likelihood to vote are all on the rise since the last survey in autumn 2023, when they were last measured. Increases are even more striking in comparison to the Spring 2019 survey (three months prior to the previous European elections). 60% now say they are interested in voting in June (+3 pp compared to autumn 2023 and +11 pp compared to February/March 2019). 71% say that it is likely that they will vote (7 to 10 on a scale from 1-10), representing +3 pp in comparison to autumn 2023 and +10 pp compared to February/March 2019.

Findings suggest that EU citizens are very much aware of the importance of the elections in the current geopolitical context, with eight in ten (81%) respondents agreeing that it makes voting even more important. Large majorities in all Member States endorse this statement

Ukrainian President Volodymyr Zelenskyy addressed MEPs in a formal sitting in Brussels on 9th of February 2023.

In his speech, President Zelenskyy stressed how Russia is trying to annihilate not only sovereign Ukraine, but also the European “way of life”. He outlined how he sees Europe as a continent steeped in rules, values, equality and fairness, and (...) a place where Ukraine is firmly at home. The Kremlin, on the other hand, is doing its utmost to destroy European values, President Zelenskyy said, stressing how Ukraine is fighting for and protecting Europe from this anti-European force.

Opening the session, European Parliament President Roberta Metsola said to President Zelenskyy: “We understand that you are fighting not only for your values, but for ours.”

This was&nbsp;the first time that President Zelenskyy came to the European Parliament in person, after addressing MEPs remotely during an&nbsp;extraordinary session on 1 March, shortly after Russia started its war against Ukraine, and on&nbsp;14 December&nbsp;when Parliament’s 2022 Sakharov Prize was awarded to the brave people of Ukraine.

Over the course of a two-day summit, EU leaders&nbsp;discussed continued support for Ukraine in the face of Russia’s war of aggression, security and defence, the unfolding situation in the Middle East, enlargement, external relations, migration, agriculture and the European Semester.&nbsp; Concerning Ukraine&nbsp;the European Union and Member States will speed up and intensify the delivery of all the necessary military assistance.

The European Council welcomes all recent initiatives in this regard, including the one launched by Czechia to urgently procure ammunition for Ukraine, which will enable the swift fulfilment of the EU’s commitment to provide Ukraine with one million rounds of artillery ammunition.

The European Council discussed the latest developments in the Middle East. It is appalled by the unprecedented loss of civilian lives and the critical humanitarian situation. The European Council calls for an immediate humanitarian pause leading to a sustainable ceasefire, the unconditional release of all hostages and the provision of humanitarian assistance. The European Council is deeply concerned about the catastrophic humanitarian situation in Gaza and its disproportionate effect on civilians, particularly children, as well as the imminent risk of famine caused by the insufficient entry of aid into Gaza. Full, rapid, safe and unhindered humanitarian access into and throughout the Gaza Strip via all routes is essential to provide the civilian population with life-saving assistance and basic services at scale.

The 7th Ordinary Session of the Euronest Parliamentary Assembly is scheduled to take place from Monday, 25 June 2018 to 27 June 2018 in Brussels.

The Euronest PA was established on 3 May 2011 in Brussels, when the Presidents (or their representatives) of the Armenian, Azerbaijani, Georgian, Moldovan, Ukrainian and European Parliaments signed the Assembly's Constitutive Act.

The mission of the Euronest Parliamentary Assembly is to promote the conditions necessary to accelerate political association and further economic integration between the European Union and the Eastern European Partners, as well as to strengthen cooperation within the region and between the region and the EU. The multi-lateral Assembly contributes to strengthening, developing and making visible the Eastern Partnership.

The European elections of 22-25 May 2014 gave voters the chance to influence the future political course of the European Union when they elected the 751 Members of the European Parliament (MEPs) to represent their interests for the next five years.

One major new development introduced by the Treaty was that, when the EU Member States have nominated the next president of the European Commission in autumn 2014, they had for the first time - have to take account of the European election results. The new Parliament endorses this candidate: it 'elects' the Commission president, in the words of the Treaty. This means voters now have a clear say in who takes over at the helm of EU government.

The Constitutional Affairs Committee proposes a reform of the European Electoral Act defining common minimum electoral standards and a Union-wide constituency.

With 19 votes to 9 and without any abstentions, the EP Committee on Constitutional Affairs backed on 29 March a legislative initiative to replace the current European Electoral Act that defines how Members are elected to the European Parliament.

European political parties were established before the first direct European elections and have since gradually developed their infrastructure and influence. They represent transnational political federations of national political parties from several Member States sharing a political affiliation.

Since 2004, European parties have been entitled to funding from the EU general budget&nbsp;to finance their activities, albeit under strict conditions.

In September 2020, the Commission&nbsp;announced the revision of the Regulation on the statute and funding of the European political parties and European political foundations as one of the key initiatives in 2021.&nbsp;

According to&nbsp;its Communication&nbsp;on the European democracy action plan, Commission will propose a review of the legislation on the funding of European political parties with a&nbsp;view to addressing the financing of European political parties from outside the EU, revising the audit requirements, strengthening the links between European financing and national&nbsp;campaigns, and facilitating transparency and auditing. The goal is to have the new rules in&nbsp;place in sufficient time ahead of the May 2024 European Parliament elections.

In November Parliament proposed several ways to strengthen European democracy in a report assessing the existing rules on the statute and funding of European political parties.&nbsp;MEPs suggest improved donation monitoring, withholding funds when member parties do not comply with EU values, and reducing unnecessary administrative obstacles.

Funding of European political parties

Every year the European Central Bank publishes an annual report on how it has carried out its supervisory responsibilities, it describes the tasks and activities of the European System of Central Banks (ESCB) and reports on the Eurosystem’s monetary policy. The report is usually published in April of the following year. The Chair of the Supervisory Board of the ECB presents the report to the European Parliament at a public hearing and then during a debate in plenary.

The Romanian President addresses MEPs on Wednesday at 11.00 to outline his vision on Europe’s challenges and future.

EP President Metsola and President Iohannis have a bilateral meeting before his speech in plenary. A short press point with both is scheduled for 10.50. 

This will be the thirteenth “This is Europe” plenary debate and the first in 2024. On Tuesday morning, MEPs discuss the results of the latest EU summits, particularly the Special European Council of 1 February, with Presidents Michel and von der Leyen. The special summit agreed on a €50 billion financial aid package for Ukraine within the EU budget. As regards the mid-term review of the EU’s long-term 2021-2027 budget (multiannual financial framework, MFF), MEPs set out their position emphasizing the urgency of future-proofing the EU budget, on 3 October. Following the Commission’s proposal, Parliament endorsed an extra €10 billion for the years 2024-2027, in addition to the €65.8 billion proposed by the Commission.

MEPs discuss the December European Council, the 1 February Special summit and assess the situation in Hungary with Presidents Michel and von der Leyen. During their meeting on 14 - 15 December, heads of state or government agreed, among other things, to open accession negotiations with Ukraine and Moldova and grant candidate status to Georgia. Leaders failed to find an agreement on the mid-term review of the EU’s long-term 2021-2027 budget (multiannual financial framework, MFF) and a €50 billion financial aid package for Ukraine. Discussions will continue during a special European Council on 1 February 2024.
