Future of the CAP after 2013: extracts from the debate

SOUNDBITE (English), George LYON (ALDE, UK), rapporteur, The reform should also encourage Green growth through small scale renewables such as wind, biomass and biogas and second generation bio fuels. That would help to create jobs and offer real opportunities for farmers to diversify and to earn extra income.

SOUNDBITE (English), George LYON (ALDE, UK), rapporteur, Fairness also must be a key driver of the reform. Fair to all MS, as well as new MS in the distribution of the direct payment and envelops across the EU. A fair distribution among farmers and MS by brining historic payments to an end by 2020, it cannot be justified to continue making payments based on how you farmed some 10 years ago.

SOUNDBITE (French), Dacian CIOLO&#350;, European Commissioner for Agriculture, I think that this reform is an opportunity for us, an opportunity to adapt CAP to the expectations of our citizens going beyond our traditional objectives, namely food security, making sure that we have enough supply on the market.

SOUNDBITE (French), Dacian CIOLO&#350;, European Commissioner for Agriculture, (on food production) It is seems to me that is of course an important objective of the CAP, we are talking about food production which is remunerated firstly directly through the market, but in addition we should take into a account public goods which are not necessarily remunerated by the market, there should be therefore some public financial contribution.

SOUNDBITE (French), Michel DANTIN (EPP, FR), The policy has to be fairer and I stress the word fair because it should be fair between the countries and farmers themselves. We have to be able to reinstall hope to the 14 million farmers and their families in such a way that we can do something to replace the 4.5 million farmers who are over 60 years of age and make sure that there is some kind of future generation and I think that is one of our mayor concerns in the future.

SOUNDBITE (Romanian), Wojciech Micha&#322; OLEJNICZAK (S&amp;D, PL), This policy needs to meet our social expectations, it should create jobs, it should also involve women and young people, trying to promote their role in agriculture. As for farmers, farmers need to have an acceptable level of income, which is proportionate to the very hard work that they do and the fact that they do provide us with public goods.

SOUNDBITE (German), Martin H&#196;USLING (Greens/EFA, DE), We want a CAP which moves away from industrialisation with more concentration, purely focused on a competition orientated market policy. We want to have a CAP with a real future, which is aimed at rural areas, food safety, looking after water, land and bio diversity. And we want a CAP used for the fight against climate change and last but not least to secure jobs as an important instrument.

SOUNDBITE (Portuguese), Jo&#227;o FERREIRA (GUE/NGL, PT), What we want now is a reform of the CAP that guarantees food security and also trying to maintain a production in regions in order to be able to satisfy their own needs and obviously we want to promote environmental sustainability. We want to modernize production, diversify production and make sure that we can introduce some form of modulation of support, so that there aren't these imbalances between different producers and countries.
