I wish to thank the Commissioner, Miguel Arias CANETE for all his efforts, we indeed expect the rule book to be delivered. And we wanted to include a strong and robust compliance mechanism.</p>

That's highlighted by Elizabeth, we are entering the last stretch of negotiations here in Katowice, and there is still a lot of work ahead of us and time is of the essence. The European Union came to this COP which one main objective, to adopt ambitious clear work program, for implementing the Paris agreement.

To make the European Union climate neutral one or two decades before the rest of the world and it will make the EU climate neutral and CO2 negative by 2050. The European Union we continue to lead and and demonstrate the the transition to net zero greenhouse emissions is possible.

SOUNDBITE (English), Adina-Ioana V&#258;LEAN (EPP, RO), Chair of EP delegation to COP24, This year is crucial because we have to deliver at global stage on the framework put in place by the Paris agreement, if we don't have a concrete result, an operational result here in Katowice, which might be translated by the rule book, that is what we call it, then the whole exercise, the commitments of Paris will be without substance, because we can't make a promise and but then there is no delivery. Of Of course this is not the case of the EU because we are leading, total indisputable leaders in the world in delivering, we put in place sophisticated legislation.

And we know these differences, and Expectations to climate conferences so I hope very much that our hosts the Polish presidency what the help of commission and Council, can really make a deal, a global deal, as we have done in Paris four years ago. Europe is a pioneer, we have a responsibility, we have to have success here in Katowice.
