He is saying that there are around 500 International observers in Tunisia and in all provinces there are 5000 observers coming as well from different national NGO&rsquo;s or are send directly by political parties. He is saying that with an observing system there is no possibility to prepare votes in advance. As it looks here now, it is well organised and democratic; the only &lsquo;unknown&rsquo; figure is how many Tunisians will really participate in the elections.
