SOUNDBITE (English), Michael GAHLER (EPP, DE), I think it is obvious that there is a link between security and development meaning unless there is a sufficient degree in the given country, security meaning external security, but also human security inside the country, unless that is existing there is no sustainable development because you can never be sure that the objectives you defined can be reached unless there is this degree of stability that is also achieved by a certain amount of accountability by the authorities by the ability of authorities to guarantee the public order. That is why the Commission has come forward with a proposal to enlarge the scope of the political instruments that provides this peace and stability by adding this notion of capacity building for security and development which is supported by the European Parliament.

SOUNDBITE (French), Ricardo SERR&#195;O SANTOS (S&amp;D, PT), How can we say that the economic situation in the ocean countries is already a reality, if we see the circulation of the products, 70% is already transported on sea. Inside of Europe it is already 35%. The sea and the ocean are a large part and it has a large challenge that it brings within it. I think we can boost our economies, if we speak about 'blue growth' and it is based in the resources of our ocean, their capacity. There are desserts that are a priority for the European Union. The conclusion, the fishery, the mineral resources of the ocean, the genetic resources and the tourism. So if we speak about the ACP, some of these countries have large coastal areas, there are task to be tackles. There is a tourism related to the ocean, the tourist wants a sea that is clear and we need a balance here and sustainability aspect if we want to promote activities in the ocean areas.

SOUNDBITE (French), Ricardo SERR&#195;O SANTOS (S&amp;D, PT), This is something the EU takes very seriously. The resources touched by fishery, this is the last sector of human activity where we explore the wild resources. The resilience of fishery resources is very dependent on efficient control of the fisheries behaviour.So when we know that there is a proportion of the fishery fishery fleet that fishes in a non-reglementary manner, non-declared and even illegal, we need to intensify the control and fight with legal and commercial instruments so that we can stop these illegal fisheries. It constitutes a danger to food security, and to the oceans and the sea bottom.

SOUNDBITE (French), Ricardo SERR&Atilde;O SANTOS (S&amp;D, PT), The sea and the Oceans attract many tourists and this can be a big source of income for countries with shores. But tourist want to enjoy the coast as a whole, they want it to be clean, they want to taste the gastronomy of the area based on local products; so there needs to be sustainable way to use marine resources, a balanced economy between the economic exploitation of the sea, the fisheries and tourism. Because tourists want to see marine life, biodiversity, observe the sharks, the birds, etc... All activities around the coastal areas need to take into account the tourism factor. If the seek for mineral resources is going to affect the whales life for example, we need to be cautious, because right now you can win more from preserving the whales and let tourist to observe them rather than killing them; the observation of whales is a big market.
