Moving on now to Mr Spinelli's report on  behalf of the Institutional Affairs Committee

on the draft proposal of a Treaty  establishing the European Union.

Matters of common interest can only  be managed by a real common power.

I believe that if the ideas contained  in this text, draft proposal and resolution,

were not within the spirit  of the great majority in this Parliament,

I would never have succeeded  in including them.

I have just exercised, like Socrates,  the art of Maieutics.

I was the midwife helping this Parliament  to give birth to this child.

Now it is time to help it  stand on its own two feet, thank you.

The vote is open  for the resolution as a whole.
