On Wednesday, 18 May, Facebook whistleblower Frances Haugen will discuss with the Internal Market and Consumer Protection Committee (IMCO) the impact of the recently agreed Digital Services Act (DSA) and the Digital Markets Act (DMA) in preparation of IMCO’s delegation to Silicon Valley (23-27 May). Beforehand, MEPs will discuss the main achievements of the DSA and DMA negotiations with France’s Secretary of State for the Digital Transition and Electronic Communications Cedric O.

The Digital Services Act (DSA) and the Digital Markets Act (DMA) have two main goals: to create a safer digital space in which the fundamental rights of all users of digital services are protected and to establish a level playing field to foster innovation, growth, and competitiveness, both in the European Single Market and globally.

On 15 December 2020, the European Commission tabled a new legislative proposal on a Digital Services Act (DSA) to update the current EU legal framework governing digital services. In parallel, the Commission unveiled a proposal for a Digital Markets Act (DMA).

Digital Markets Act&nbsp;&nbsp;sets rules on what big online platforms will be allowed to do and not do in the EU. It&nbsp;blacklists certain practices of large platforms acting as “gatekeepers” and enables the Commission to carry out market investigations and sanction non-compliant behaviour.

The&nbsp;Digital Services Act&nbsp;aims to create a safer digital space in which users rights are protected, including rules to tackle illegal content online, enhance the accountability and transparency of algorithms, and dealing with content moderation and targeted advertising. On 23 April EU negotiators reached an agreement on DSA.

Digital Services and Digital Markets Act

A Digital Single Market (DSM) is one in which the free movement of persons, services and capital is ensured and where the individuals and businesses can seamlessly access and engage in online activities under conditions of fair competition, and a high level of consumer and personal data protection, irrespective of their nationality or place of residence.

On 17 May, members of Constitutional Affairs Committee will hold a an Interparliamentary Committee Meeting (ICM), European Parliament – National Parliaments on "First results of the Conference on the Future of Europe".

Almost one year after the launch of the Conference on the Future of Europe, its Plenary met to conclude its work on 29 and 30 April. A consensus was reach a consensus on the final set of proposals prepared by the nine Working Groups.

The Conference on the Future of Europe is a citizen-led series of debates and discussions enabling&nbsp;people from across Europe to share their ideas and help shape a common European future.

In April 2021 the multilingual digital platform was launched, available in 24 languages, allowing citizens from across the Union to share and exchange their ideas and views through online events. The key ideas and recommendations from the platform will be used as input for the European citizens' panels and the Plenaries, where they will be debated to produce the Conference&nbsp;conclusions.

The first sessions of the four European Citizens' Panels took place at the European Parliament in Strasbourg in September and October 2021. In each Panel, around 200 citizens from across the Member States (a third of them younger than 25) debated topics within their respective remit.&nbsp;80 representatives of the European Citizens’ Panels&nbsp;have been selected.

The&nbsp;recommendations of the Citizens´Panels are&nbsp;presented to the Conference Plenary-composed by the representatives of the EU institutions, national parliaments, civil society and citizens.&nbsp;

The inaugural plenary session took place on 19 June in Strasbourg. More sessions&nbsp;follow to discuss the proposals coming from the Citizens’ Panels.&nbsp; Between 22-23 October the Conference Plenary&nbsp;discussed&nbsp;reports from the&nbsp;Citizens’ Panels, national panels and events:&nbsp;the EYE and the Platform.

The executive board is responsible for the functioning of the Conference. It consists of representatives of the European Parliament, the Council and the Commission, as well as observers.&nbsp;The final report will be drawn up by the executive board based on proposals approved by the Conference Plenary. It will then be submitted for follow-up to the European Parliament, the Council and the Commission.

Conference on the Future of Europe

On Tuesday, 17 May, AGRI Committee Members will discuss the situation of global food markets with FAO s Chief Economist; Mr Máximo Torero, to discuss the situation of global food markets.

The EU strategy related to food security aims to build resilience to food crises in the production chain. The EU is working towards increasing the resilience of individuals, communities and countries to cope with, adapt and recover quickly from the impact of a disaster, violence or conflict. A resolution on the need for an urgent EU action plan to ensure food security in and outside the EU following the Russian invasion of Ukraine was adopted during March plenary session. In the text, MEPs call for immediate help in the form of food supplies for Ukraine, and for a reboot of the EU’s food production strategy. Given the severe impact the Russian attack on Ukraine will have on food security for Ukrainians, Parliament calls for robust long-term humanitarian food aid for Ukraine from both the EU and at the international level. MEPs say the COVID-19 pandemic and the war in Ukraine have made it apparent that the EU needs to reduce its dependence on imports from too few suppliers. They call for a diversification of supply from third countries, and demand in the short term that the Commission assess how to cushion the impact of high fertiliser prices on farmers. To reduce the dependence on fertiliser imports in the long term, Parliament proposes a switch to alternative organic sources of nutrients for agriculture and support for agricultural innovation.

Europe Day is celebrated on or around 9 May every year to commemorate a speech by French Foreign Minister, Robert Schuman, on 9 May 1950 which led to the creation of the European Coal and Steel Community the following year and became the forerunner of the European Union of today.
