Dubravka Suica, born on 20 May 1957 in Dubrovnik, is a Croatian politician who has been a member of the European Parliament since 2013.

After the hearing by the Committee on Constitutional Affairs (AFCO) of the European Parliament, the committee prepares an evaluation letter on the candidate. Parliament is expected to vote on the new Commission as a whole on 23 October.

On 16 December 2021, EU leaders met in Brussels to discuss COVID-19, crisis management and resilience, energy prices, security and defence and external relations.

The European Council discussed the current epidemiological situation in the context of the COVID-19 pandemic and the emergence of a new variant. In this regard, EU leaders discussed continued coordinated efforts to respond to the developments, keeping in mind that any restrictions should not undermine the functioning of the single market or hamper travel between EU member states and to Europe.

The European Council also touched upon the importance of vaccination in the fight against the pandemic, including the importance of rolling out vaccines to all and to deploy booster doses.

Participants exchanged views on how best to tackle vaccine hesitancy and disinformation, and on the effectiveness of various measures and strategies in this respect.

Leaders also discussed the situation at the EU’s border with Belarus and Russia's military build-up at the border with Ukraine.

European Council, 16 December 2021

Rule of law is laid down in the EU treaties as one of the values on which the Union is based. It means that governments should be bound by law, that they should not take arbitrary decisions and that citizens should be able to challenge their actions in independent courts.

In view of possible democratic backsliding in Poland and in particular due to the threat to judicial independence, the European Commission initiated in December 2017 an Article 7 procedure to address a possible risk of breach of EU common values.

The Parliament has ever since repeatedly asked the Council to act and in September 2020 warned about the continuous deterioration of the situation in the country, pointing to “overwhelming evidence” of those breaches. Following the October 2021 ruling by the Polish Constitutional, the Polish government’s challenge of the established primacy of EU law was added to Parliament’s long list of concerns.

These include the powers to revise the constitution taken on by the Polish parliament since 2015, expedited legislative procedures and electoral law changes; the broad changes to the country’s judiciary, including appointments and disciplinary procedures; the situation of freedom of expression, media freedom and pluralism; and the criminalisation of sexual education and the de facto ban on abortion.

&nbsp;An EP delegation visited Warsaw between 21-23 February.&nbsp;MEPs met politicians, judges, civil society and journalists to assess the rule of law situation, in the framework of the ongoing Article 7 procedure.

European Parliament President Metsola, European Council President Michel and Commission President von der Leyen commemorate the signing of the 1998 Agreement during a ceremony. This clip broadcast during the event trace the history of the peace process in Northern Ireland. The GFA, also known as the Belfast Agreement, was signed on 10 April 1998 by the British and Irish governments, and confirmed by referendums in Ireland and Northern Ireland in May the same year. The agreement established devolved political power-sharing structures for the nationalist and unionist communities in Northern Ireland, and brought the 30-year period of violent conflict in Northern Ireland, known as The Troubles, to an end.
