The Council of Europe Convention on preventing and combating violence against women, also known as the Istanbul Convention, is the first legally binding international instrument on this issue. It establishes a comprehensive framework of measures for preventing such violence, supporting victims and punishing perpetrators.

The European Parliament first sounded the alarm about the problem of violence against women in a resolution of 11 June 1986. Since then, Parliament has played a particularly important role in the field, including through the work of its Committee on Women's Rights and Gender Equality (FEMM). As of October 2020, it has been signed by all EU Member States, and ratified by&nbsp;21.

Violence against women (2019 - 2020)

EU leaders look at several issues, including climate change and the EU's long-term budget. This is the first EU summit chaired by Charles MICHEL since he was elected President of the European Council by EU leaders on 2 July 2019.

In September 2018, the Article 7(1) TEU procedure was triggered. In this case, the European Parliament voted a resolution calling the Council to determine the existence of a clear risk of a serious breach of EU values in relation to Hungary. This resolution was preceded by numerous others adopted by the Parliament between March 2011 and May 2017 and it made reference to concerns related mainly to judicial independence, freedom of expression, corruption, rights of minorities, and the situation of migrants and refugees in Hungary.

Under Article 2 TEU, the EU is founded on the shared values of democracy, the rule of law and respect for fundamental rights (DRF). Article 7 TEU establishes two mechanisms (preventive and sanctions) to enforce EU values in cases of systemic violations and to sanction Member States departing from them.

Rule of law in Hungary (2019 - 2020)

During the plenary session in November II 2019, Ursula von der Leyen,&nbsp;President-elect of the EC, presents her team and programme. Parliament voted the entire list of candidates proposed by the President-elect and the Council by simple majority in a roll call vote​​​​​​​. The college of Commissioners and their programme is approved. Results of the vote: 461 in favour, 157 against and 89 abstentions ​​​​​​​

Parliament’s Conference of Presidents declared the Commissioner-designate hearings process complete on Thursday 21 November 2019.

The new European Commission officially takes up its duties on 1 December 2019.
