The EU and NATO have founded their long-standing partnership, in an environment shaped by common principles and values. The European Parliament and NATO engage frequently in active dialogue in order to deepen mutual understanding and consolidate cooperation. In an increasingly volatile and unstable geopolitical context, the dynamic of cooperation has intensified to face new threats ranging from terrorism to climate change to hybrid warfare.&nbsp;

EU - NATO relations

With increasing population growth, rapid urbanization, climate change and environmental degradation, a growing number of people and resources are exposed to natural disasters.

MEPs have supported different initiatives to help member states respond faster and more effectively to emergencies and disasters.

The European Parliament is also impelled to aid and supervise reconstruction efforts in regions affected by natural disasters both within the EU and abroad.

Natural disasters

The European Audience Film Award is presented every year by the European Parliament and the European Film Academy, in partnership with the European Commission and Europa Cinemas. A symbol of the European Parliament’s commitment to culture, the Lux award continues to build cultural bridges across Europe, by putting the spotlight on films that go to the heart of the European public debate.

The award aims to strengthen ties between politics and citizens, by inviting European audiences to become active protagonists and cast their vote for their favourite films.

The five films shortlisted for the 2024 LUX European Audience film award were&nbsp;unveiled at the Venice film festival on Friday 1st of September.&nbsp; 20 000 Species of Bees, Fallen Leaves, On the Adamant, Smoke Sauna Sisterhood and The Teachers’ Lounge will compete for the 2024 LUX Audience Award.

On 24 February 2022,&nbsp;Russia&nbsp;began a&nbsp;military invasion&nbsp;of Ukraine, in a major escalation of the conflict that had begun in 2014. Shortly before, on 21 February, Russian President Vladimir Putin recognized the two breakaway regions in eastern Ukraine as independent.&nbsp;

Since then, the EU and its international allies have rallied firmly behind the Kyiv government. This support has resulted in unprecedented levels of financial aid, assistance, weapons deliveries to Ukraine, sweeping sanctions against Moscow, and the granting of EU candidate status to Ukraine and Moldova.

On 1&nbsp;March&nbsp;the European Parliament held an extraordinary plenary session in Brussels to assess Russia’s military assault on Ukraine. Ukrainian President Volodymyr Zelensky&nbsp;and the Speaker of the Ukrainian Verkhovna Rada (parliament) Ruslan Stefanchuk spoke live from Kiev.&nbsp;The European Parliament President Roberta Metsola was in Kyiv on 1 April&nbsp;to express the European Union´s support of&nbsp;the Ukrainian people and to condemn the Russian attack. On&nbsp;8 June&nbsp;Stefanchuk adressed Parliament in the Strasbourg hemicycle.

Following the atrocities carried out by Vladimir Putin’s regime against Ukrainian civilians, the European Parliament has&nbsp;recognised Russia as a state sponsor of terrorism in a resolution on November 2022.

On 9th February 2023, President of Ukraine Volodymyr Zelenskyy&nbsp;addressed the European Parliament during an extraordinary plenary session in Brussels.

Russian aggression against Ukraine

The European Parliament has its seat in Strasbourg in France but the bulk of its political work is done at its site in Brussels where the parliamentary committees should meet as well as additional part-sessions.

Refugee movements and migration are at the centre of global attention.&nbsp; The European Parliament is actively involved, in the adoption of new laws on irregular and regular immigration. It is a full co-legislator together with the Council representing member states on these matters since the entry into force of the Lisbon Treaty in 2009.

On 8 June 2023, the Council reached an agreement on two key asylum &amp; migration regulations:&nbsp;The asylum procedure regulation (APR)&nbsp;establishes a common procedure across the EU&nbsp;that member states need to follow when people seek international protection. Asylum and migration management regulation

The asylum and migration management regulation (AMMR) should replace&nbsp;&nbsp;the current Dublin regulation. Dublin sets out rules determining which member state is responsible for the examination of an asylum application. The AMMR will streamline these rules and shorten time limits. To balance the current system whereby a few member states are responsible for the vast majority of asylum applications,&nbsp;a new solidarity mechanism is being proposed that is simple, predictable and workable.&nbsp;The new rules combine mandatory solidarity with flexibility for member states as regards the choice of the individual contributions.

The EP calls to advance in the reform of EU migration and asylum common policy before the 2024 EU elections.&nbsp;

The European Parliament has its seat in Strasbourg in France where the 12 monthly part-sessions, including the session at which the decision on the annual EU budget is taken, should be held.

The European Parliament has repeatedly advocated press freedom and media pluralism in the EU and abroad. May 3 is World Press Freedom Day. World Press Freedom Day was proclaimed by the UN General Assembly in December 1993, following the recommendation of UNESCO's General Conference.

Since then, 3 May, the anniversary of the&nbsp;Declaration of Windhoek&nbsp;is celebrated worldwide as World Press Freedom Day. Already in 2018 the EP adopted a resolution on media pluralism and media freedom in the EU, noting the political developments in various members states, that have led to increased pressures on and threats against journalists.&nbsp;

The European Parliament has also&nbsp;launched the Daphne Caruana Galizia Prize for Journalism.&nbsp;The prize commends outstanding journalism revolving around the principles and values of the European Union.

On the field of legislation, Parliament wants to reinforce protection of journalists and activists in the EU against unfounded and abusive lawsuits aimed to silence them. Under draft legislation endorsed in July 2023 in plenary, journalists, media organisations, human rights defenders, activists, researchers and artists will be protected in the EU from strategic lawsuits against public participation (SLAPPs), the aim of which are to intimidate and penalise them. With 498 votes to 33 and 105 abstentions, MEPs adopted their negotiating position on new rules to protect those working on matters of public interest like fundamental rights, the activities of public officials or corruption allegations.

Press freedom

The constitutive meetings of the European Parliament's standing committees and subcommittees take place in Brussels on 10 July 2019, following the appointment of their members in the plenary sitting of 3-4 July. During the meetings, each committee and subcommittee will elect its respective bureau, made up of a Chair and Vice-Chairs, for a two-and-a-half year mandate. The newly set up committees will then start holding their regular meetings during the week of 22 July.

The Committee on Economic and Monetary Affairs (ECON) is a committee of the European Parliament which is responsible for the regulation of financial services, the free movement of capital and payments, taxation and competition policies, oversight of the European Central Bank, and the international financial system. It is currently chaired by Irene Tinagli.

EU heads of state or government met&nbsp;in Brussels to discuss the most pressing policy priorities for the European Union.

During the meeting&nbsp;on 29-30 June the discussions&nbsp;focused on recent developements&nbsp;in Russia's war against Ukraine, including the destructive impact of the Nova Kakhovka dam's destruction over the Dnipro river&nbsp;and the significant humanitarian and ecological consequences it caused.&nbsp;

The European Council reiterated&nbsp;its resolute condemnation of Russia’s war of aggression against Ukraine.&nbsp;&nbsp;The European Union will continue to provide strong financial, economic, humanitarian, military and diplomatic support to Ukraine and its people for as long as it takes. The European Council reconfirmed&nbsp;the EU’s readiness to provide sustainable military support to Ukraine for as long as it takes, notably through the EU Military Assistance Mission and the European Peace Facility.

The European Council condemned&nbsp;in the strongest terms the deliberate destruction of the dam at the Kakhovka hydroelectric power plant, which has devastating humanitarian, ecological, agricultural and economic repercussions and puts at risk the safety and security of the Zaporizhzhia nuclear power plant.

The Delegation for relations with Palestine is concerned with developments in the Middle East Peace Process and the European Union's policy and actions concerning the establishment of the two state-solution. The European Parliament has repeatedly expressed its strong support for the two-state solution, with the State of Israel and an independent, sovereign, free, contiguous and viable Palestinian State with living side-by-side in peace. Delegation Members assess the situation in Palestine regularly, meeting with Palestinian authorities, Palestinian Legislative Council counterparts, and political and community leaders as well as NGOs.

EU - Palestine

Since the beginning of the pandemic COVID-19, the EU has developed a wide range of health policy responses, exemplified by the common approach to vaccines through the EU Vaccines Strategy and initiatives across a range of other policies.

A common approach to assessing infection rates in different regions made testing and quarantining much more consistent. EU Digital COVID Certificates were agreed on and implemented in record time, paving the way for the safe resumption of tourism and travel during summer, and beyond.

At the same time, the EU took decisive action to tackle the economic fallout of the pandemic with funds and special economic aid for&nbsp;Member states, entreprises and citizens.

The EU Health Union is underway with&nbsp;reinforcing the mandates of the European Medicines Agency and the European Centre for Disease Prevention and Control, addressing cross-border threats to health and creating a future-proof EU pharmaceutical policy. MEPs obtained better support for the EU4Health programme in the 2022 EU budget, with an additional €51 million to build up a strong Health Union and to make national health systems more resilient.

Effective coordination of national measures as well as solidarity among member states together with the importance of&nbsp;making national health systems more sustainable and resilient are the main challenges of the EU, learned from&nbsp;the&nbsp;COVID-19 pandemic.

EU's response to COVID-19

MEPs and UK MPs met&nbsp;in Brussels on 3 and 4 July for the third EU-United Kingdom Parliamentary Partnership Assembly to discuss, among other issues, the state of play within the Partnership Council, EU-UK common efforts to support Ukraine, and cooperation on trade and industrial policy - including responses to the US Inflation Reduction Act.&nbsp;

EU-UK relations are changed&nbsp;following Brexit and the deal reached at the end of 2020. The United Kingdom (UK) left the European Union (EU) on 31 January 2020, after 47 years of EU membership. The UK has lost all the rights and benefits it had as an EU Member State and is no longer a part of the EU’s Single Market and Customs Union.

The EU-UK withdrawal agreement in force since 1 February 2020, ensured that the UK’s withdrawal from the EU happened in an orderly manner, and protects the rights of EU citizens and UK nationals, the EU’s financial interests, and peace and stability on the island of Ireland.

The EU-UK Trade and Cooperation Agreement between the EU and the UK sets out preferential arrangements in areas such as trade in goods and in services, digital trade, intellectual property, public procurement, aviation and road transport, energy, fisheries, social security coordination, law enforcement and judicial cooperation in criminal matters, thematic cooperation and participation in Union programmes.&nbsp; In April 2021 the European Parliament voted with a large majority in favour of granting also its consent to the agreement.

Close” by Belgian director Lukas Dhont won the 2023 LUX European Audience Film Award on Tuesday, in a ceremony in the European Parliament’s hemicycle in Brussels. The film, co-produced by Belgium, France and Netherlands, tells the story of an intense friendship between two thirteen-year old boys Leo and Remi. When their friendship is suddenly disrupted, Leo approaches Sophie, Remi’s mother, struggling to understand what has happened. “Close” is a film about friendship and responsibility.

Multilingualism Day 2023

Ten years after the Rana Plaza disaster in Bangladesh killed 1,134 garment workers, the European Parliament passed a resolution asking for new minimum standards to make the textile sector sustainable. 
 
MEPs also called for measures to protect workers' rights in third countries and safeguards to limit the environmental impact of industries.  

The collapse of the Rana Plaza factory killed mostly women, producing cheap clothing for well-known western brands.

The 'polluter pays' principle is at the heart of the European Union’s Emissions Trading System (ETS).     
   
In April 2023, the European Parliament passed ambitious laws to update the ETS and reduce greenhouse gas emissions.   
   
The new system will make sure more industries pay for their emissions and encourage greater investment in green technology.     
   
The revised ETS is part of the EU’s Fit for 55 laws to tackle the climate crisis.

On 19 April 1943, Nazi soldiers and police stormed the Jewish ghetto in Warsaw with orders to round up the residents and send them to death camps. Living in appalling conditions, the Jewish civilians had nothing left to lose. Some 700 of them resisted, forcing the Nazis to retreat on the first day. Over the coming weeks, the Nazis intensified their attacks, burning the ghetto to the ground. Some 7,000 Jews were killed and another 7,000 were captured and murdered at the Treblinka death camp.

On 24 February 2022, the Kremlin launched an all-out assault on Ukraine. The unprovoked, unjustified and illegal war on its neighbour shocked the world and changed Europe’s relationship with Russia. One of the EU's greatest successes is the creation of a common economic market and 2023 marks 30 years since its birth. The European Single Market has ensured economic unity across Europe and made the free movement of goods, people, services and capital possible. Timeline: 30 years of the European Single Market

In its first sitting of 2023, Parliament will discuss Sweden’s priorities in the Council of the EU. Members will examine the merits of establishing a tribunal to try Russia’s leaders for the crime of aggression against Ukraine.
 
Plenary is expected to call on the Commission for more stringent proposals for reducing and regulating the tens of millions of tonnes of waste shipped within the EU every year.
 
Parliament will also mark the 30th anniversary of one of the cornerstones of the EU – the European Single Market. All that and more, coming up in Parliament.

MEPs are due to finalise measures to speed the green transition and ensure the EU becomes carbon-neutral by 2050.  
 
Europe’s climate goals will be high on Parliament’s agenda in the first half of 2023, with members set to sign off on a ban on polluting vehicles and a tougher emissions trading system.   
 
New rules to boost green fuels and increase energy efficiency will be put to the vote.

The brave People of Ukraine, represented by their president, elected leaders and civil society have been awarded the 2022 Sakharov Prize for Freedom of Thought. MEPs honoured Ukrainians for their commitment to fighting for rights and freedoms. Ukrainian President Volodymyr Zelenskyy thanked Parliament by video link, as MEPs repeated their call for an international tribunal to investigate Russian war crimes.
