<p>Launched in 1962, the EU’s common agricultural policy (CAP) is a partnership between agriculture and society, and between Europe and its farmers. It aims to: support farmers and improve agricultural productivity, ensuring a stable supply of affordable food; safeguard European Union farmers to make a reasonable living; help tackle climate change and the sustainable management of natural resources; maintain rural areas and landscapes across the EU; keep the rural economy alive by promoting jobs in farming, agri-food industries and associated sectors.</p>

<p>The CAP is a common policy for all EU countries. It is managed and funded at European level from the resources of the EU’s budget. CAP 2023-27 To consolidate the role of European agriculture for the future, the CAP has evolved over the years to meet changing economic circumstances and citizens’ requirements and needs.</p>

<p>The CAP 2023-27 entered into force on 1 January 2023.&nbsp;Support for farmers and rural stakeholders across the 27 EU countries is based on the CAP 2023-27 legal framework and the choices detailed in the&nbsp;CAP Strategic Plans, approved by the Commission. The approved Plans are designed to make a significant contribution to the ambitions of the&nbsp;European Green Deal,&nbsp;Farm to Fork Strategy&nbsp;and&nbsp;Biodiversity Strategy.</p>

Common agricultural policy (CAP)

<p>GMO stands for genetically modified organisms. They are organisms whose genetic material has been artificially modified in order to give it a new property. For example, this could be to make it easier for a plant to resist a disease, insects or drought, or to increase crop productivity.</p>

<p>The EU's GMO legislation stems from 1990 when the first two directives concerning GMOs came into force. Both original directives have since been updated, but the definition of a GMO has remained unchanged. This is causing problems for new techniques developed since then. New plant genetic modification techniques, referred to as 'gene editing' or 'genome editing', have evolved rapidly in recent years, allowing much faster and more precise results than conventional plant-breeding techniques. They are seen as a promising, innovative field for the agri-food industry, offering great technical potential.There is, however, considerable debate as to how these new techniques should be regulated, and whether some or all of them should fall within the scope of EU legislation on genetically modified organisms (GMOs).</p>

<p><strong>When the Treaty of Rome established the common market in 1958, State intervention was a major feature of agriculture in the six founding Member States. The foundations of the common agricultural policy (CAP) have remained unchanged since then, with the exception of rules relating to the decision-making procedure.</strong></p>

<p>The Lisbon Treaty recognised codecision as the ‘ordinary legislative procedure’ for the CAP, in place of the consultation procedure.<br />
If the principle of the free movement of goods was to apply to agricultural produce, ongoing State intervention notwithstanding, national intervention mechanisms which were incompatible with the common market had to be transferred to Community level: this is the basic rationale behind the establishment of the CAP.</p>

Common Agricultural Policy - 8th parliamentary term

<p>The common agricultural policy (CAP) is one of the oldest common policies in the EU. Its significance is reflected in the proportion of the EU's budget devoted to it, representing approximately 40% of the total. Developed at a time when Europe was unable to meet most of its own food needs, it was necessary to encourage farmers to produce food by means of guaranteed prices. The policy has undergone regular reform and has evolved over the years.</p>

<p>As part of the preparation of the EU budget for 2021-2027, the European Commission put forward a new set of regulations to shape the future CAP on 1 June 2018. The proposal for a regulation on the financing, management and monitoring of the CAP provides the legislative framework for adapting the financing, management and monitoring rules to a new CAP delivery model.</p>

<p>Janusz Wojciechowski, born on 6 December 1954 in Rawa Mazowiecka, is a Polish politician. He was a Member of the European Parliament from 2003 until 2016.</p>

<p>After the hearing by the Committee on Agriculture and Rural Development (AGRI) of the European Parliament, the committee prepares an evaluation letter on the candidate. Parliament is expected to vote on the new Commission as a whole on 23 October.</p>

On Thursday MEPs debate how droughts and extreme weather events pose significant threats to local communities and EU agriculture amid climate change. Increasingly frequent and severe droughts are straining water resources, impacting crop yields, and threatening food security across Europe. Extreme weather events, such as heatwaves and heavy rainfall, further exacerbate these challenges by causing crop failures, soil erosion, and damage to infrastructure.

Addressing these issues is essential not only for protecting the livelihoods of communities dependent on farming and rural economies but also for safeguarding agricultural productivity.

In January 2024, the EU launched the Strategic Dialogue on the Future of Agriculture, following EC President von der Leyen's announcement in her September 2023 State of the Union address. The initiative brought together 29 key stakeholders from the agri-food sector, rural communities, and academia to shape a shared vision for EU farming and food systems.

On 4 September 2024, EC President von der Leyen received the group's final report, "A Shared Prospect for Farming and Food in Europe," from Chair Professor Peter Strohschneider. The report outlines challenges, opportunities, and recommendations that will guide the European Commission's Vision for Agriculture and Food during von der Leyen's second term.

MEPs call on the EU to use frozen Russian assets to support Ukraine and accelerate the phase-out of Moscow’s energy. During the first debate with representatives of the Polish Council Presidency and the European Commission MEPs are set to renew their calls to move from freezing Russian assets to seizing them and using them to support and rebuild war-torn Ukraine. Following Russia’s full-scale invasion of Ukraine in 2022, the EU, the U.S. and its allies froze over 300 billion U.S. dollars in Russian sovereign assets, with roughly 200 billion dollars held in the Belgium-based securities depository Euroclear. In July 2024, the EU made available the first €1.5 billion transfer of interest generated from immobilised Russian assets to support Kyiv, which was channelled through the European Peace Facility and to the Ukraine Facility to support Ukraine's military and reconstruction efforts.
