Inclusion of the right to abortion in the EU Charter of Fundamental Rights: MEPs debate

MEPs discuss with the Council and Commission how to address the urgent concerns surrounding Ukrainian children being forcibly deported to Russia. Since Russia’s war of aggression against Ukraine began in February 2022, international organisations have documented a wide range of serious human rights violations affecting children. Reports of children forcibly deported or displaced by Russian authorities, combined in many cases with them being subjected to re-education programmes and forced adoption, have raised concern. According to the Children of War initiative of the Ukrainian National Information Bureau (NIB), more than 19 500 children have been deported or forcibly displaced, and only 388 have been returned. In March 2023, the International Criminal Court issued arrest warrants against President Putin, and Maria Lvova-Belova, the Russian Commissioner for Children’s Rights.

Plenary discusses the latest ruling by the International Court of Justice regarding Israel and the alleged involvement of UNRWA staff in the 7 October attacks The International Court of Justice ordered Israel to take a series of measures to prevent any acts of genocide against Palestinians in Gaza, after South Africa filed an application against Israel at the court in December 2023. It also ordered Israel to take immediate and effective measures to ensure aid can reach people in Gaza. During the debate with the Council and the European Commission on Tuesday afternoon, MEPs also discuss the allegations that 12 staff members of the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA ) were involved in the 7 October attacks against Israel. While several donor countries have suspended their UNRWA funding, the EU said it will take a decision in light of the outcome of the investigation announced by the UN and its subsequent actions.

Parliament calls on the Council to finally act to tackle hate speech and hate crime in the EU. The draft report asks for progress on classifying hate speech and hate crime as “EU crimes” - a process stalled in Council since 2022. MEPs highlight the need to ensure all individuals and groups that can become targets of hate are protected, and to ensure that freedom of expression is not exploited to protect hate speech and hate crimes. They are also set to call for an “open-ended” approach whereby incidents would be assessed based on their contextual circumstances. MEP's debate

MEPs debate the impact of the announced reform of the criminal code on Slovakia’s efforts to fight corruption. On 6 December, the new Slovak government tabled a draft law to overhaul the country’s penal code. If approved by its parliament, the special prosecutor’s office dealing with the most serious crimes and corruption would be dismantled. The government also intends to soften penalties for corruption offences. Several investigators and police officers looking into corruption charges have already faced repercussions from the new government, such as being dismissed, suspended or sidelined from these investigations.

Parliament wants to take stock of the implementation of the Digital Services Act, after the first 19 platforms and search engines that have to comply with its obligations since 25 August were named. Platforms including X (formerly Twitter), Facebook, Tiktok and Instagram are now required to take concrete measures to assess and mitigate system risks related to the spread of disinformation or harmful content on their services. MEPs debate the proposal to extend the authorisation to use glyphosate in the EU for ten more years.Glyphosate is currently approved in the EU until 15 December 2023 and can therefore be used as an active substance in plant protection products (pesticides) until that date, if authorised by national authorities. On 19 September 2023, the Commission put forward a draft regulation proposing to renew the approval of glyphosate, subject to certain conditions, for another ten years with a view to making a final decision by 15 December 2023. MEPs call on the EU to boost its food security and strategic autonomy. In the light of the Russian war of aggression against Ukraine and the impact of the COVID-19 pandemic, the draft text calls for the use of the EU’s strategic food stocks, a protein and feed strategy to allow farmers to become less reliant on third countries, new breeding techniques to decrease the use of synthetic fertilisers and pesticides, and investments in digital technologies in agriculture. It also demands a dedicated EU programme for water management, the reduction of food waste and reciprocity in trade of agricultural products with third countries.
