Deepfakes sind Videos und ähnliche Medien, die mithilfe künstlicher Intelligenz manipuliert worden sind. Sie überschwemmen zurzeit das Internet und verändern die Realität, indem sie Einfluss auf unsere Wahrnehmung bestimmter Ereignisse oder Aussagen nehmen. Außerdem sorgen sie durch künstlich erzeugte Missverständnisse für Spannungen. Es verwundert deshalb kaum, dass mit Deepfakes bereits Straftaten begangen wurden. Doch weil das Internet ein weltweites Netz ist, sind diese Straftaten für das lokale, nationale und übernationale Rechtswesen problematisch. Handlungsbedarf besteht auch auf EU-Ebene.

I deepfake (audio e video manipolati utilizzando l'IA) stanno conquistando la rete e alterando la realtà. Influenzano il modo in cui percepiamo eventi o affermazioni e generano tensioni creando artificialmente convinzioni errate. Questa tecnica è già stata utilizzata per commettere reati. Il fatto che il web operi su scala mondiale rappresenta una sfida per i sistemi giuridici a livello locale, nazionale e sovranazionale. Per questo motivo occorre agire anche a livello di Unione europea.

Questa è la storia di Edith Steinschreiber Bruck nata nel 1931 a Tiszabercel, un piccolo comune dell’Ungheria, quasi al confine con la Slovacchia e l’Ucraina. Scrittrice, poetessa, sceneggiatrice, regista, autrice teatrale e traduttrice, è testimone della Shoah. Centinaia di storie, documenti, foto e video pubblicati da persone di tutta Europa. "La mia storia" è un progetto collaborativo del Parlamento europeo, in cui la Storia si intreccia con la vita dei cittadini europei.

În decembrie 1989, în România aveau loc proteste violente, care au culminat cu evenimentele ce au schimbat țara pentru totdeauna. Pășiți împreună cu Otilia pe străzile Bucureștiului și retrăiți momentele decisive ale Revoluției Române. Sute de povești, documente, fotografii și materiale video publicate de oameni din întreaga Europă. Aceasta este „Povestea mea”, un proiect de colaborare inițiat de Parlamentul European, în care istoria Europei și viețile oamenilor se întrepătrund.

In December 1989, Romania was experiencing violent civil unrest which culminated in the events that changed the country forever. Follow Otilia’s footsteps through the streets of Bucharest and relive the decisive moments of the Romanian revolution. Hundreds of stories, documents, photos and videos published by people from all over Europe. This is ‘My History’, a collaborative project of the European Parliament, where history and the lives of European citizens coincide.

1989 decemberében erőszakba torkollott a társadalmi elégedetlenség Romániában. Az akkori események örökre átírták az ország történelmét. Otilia ezek részese volt. Emlékeiben ott jár Bukarest utcáin, és újra átéli a romániai forradalom döntő pillanatait. Több száz történet, dokumentum, fotó és videó, amelyeket hétköznapi emberek osztottak meg egész Európából. Ez az Európai Parlament „Az én történetem” című, együttműködésen alapuló projektje, amely az európai történelem eseményeibe egyéni sorsokon keresztül nyújt bepillantást.

En décembre 1989, la Roumanie a été le théâtre de violentes manifestations, qui ont bouleversé le cours de son histoire. Suivez les pas d’Otilia dans les rues de Bucarest pour revivre les moments décisifs de la révolution roumaine. Des centaines d’histoires, de documents, de photos et de vidéos publiées par des personnes de toute l’Europe. C’est « Mon Histoire », un projet collaboratif du Parlement européen où se rejoignent l’histoire européenne et les vies de citoyens.

A new set of rules for Audiovisual media services, including digital platforms, will be approved by the EP after an agreement reached by the EU institutions in April this year. 

The revised legislation will apply to broadcasters, but also to video-on-demand and video-sharing platforms, such as Netflix, YouTube or Facebook; as well as to the live streaming on video-sharing platforms. EP negotiators managed to secure enhanced protection for children and at least 30% of European productions (currently at 20%) in the catalogue of TV channels and VOD platforms. Clearer and stricter rules on advertising will apply both for broadcasters and online platforms. Once the revised directive is published, the Member States will have 21 months to implement the directive into national law.

The European Parliament supports media professionals reporting on parliamentary activities, providing both content and technical facilities for video, radio, multimedia and photo production. The EP Audiovisual teams coordinate state of the art studios for TV broadcast, multimedia, and radio in Strasbourg and in Brussels.
