The European Union's outermost regions (ORs) qualify for special treatment owing to structural difficulties – such as remoteness, difficult topography and economic dependence on a few products – that can severely hamper their development. In addition, the coronavirus pandemic has hit their economies particularly hard. While these regions are quite different from one another, they have levels of unemployment and GDP significantly worse than EU and national averages. Article 349 of the Treaty on the Functioning of the European Union provides for specific measures to support the ORs, including the tailored application of EU law and access to EU programmes.

Culture plays a fundamental role in human life. It is also an essential source of identity, at local, regional, national and European levels, while making a significant contribution to the EU economy. EU cultural policy relates to cultural heritage, but also to the cultural and creative sector. The EU supports culture through a variety of initiatives, including the European Capitals of Culture scheme. A number of EU programmes also offer funding for cultural projects, for instance the Creative Europe programme, Horizon Europe and New European Bauhaus. As one of the sectors of the economy worst affected by the COVID-19 pandemic, the EU included culture in its coronavirus response investment initiatives and the REACT-EU programme aimed at dealing with the consequences of the pandemic. The European Parliament has called for increased support for culture as part of the post-pandemic recovery efforts.

SDG 14 on 'life below water' focuses on the sustainability of the oceans, recognising their essential role in life on our planet. Oceans contain 80 % of all life forms, produce more than 50 % of the Earth's oxygen and play a central role in regulating the climate. In addition, the 'blue economy' provides 4.5 million direct jobs in the EU. To manage maritime activities sustainably and cope with different environmental pressures, the EU has implemented a wide range of policies, such as the common fisheries policy, the marine strategy framework directive and the maritime spatial planning directive, as well as specific legislation related to marine litter. Other new initiatives under the European Green Deal also play an important role in relation to ocean governance and sustainable blue growth, such as the 2030 biodiversity strategy, the offshore renewable energy strategy, the 'Fit for 55' package and the new guidelines on aquaculture.

The European Commission has announced 'right to repair' legislation, with the objective of cutting consumer costs and promoting a circular economy. 'Right to repair' legislation can refer to a variety of issues and circumstances: for example, the right to repair during the legal guarantee, the right to repair after the legal guarantee has expired, and the right for consumers to repair products themselves.

On 17 November 2021, the European Commission tabled a proposal to revise EU rules governing shipments of waste. The proposed regulation aims at easing shipments of waste for reuse and recycling in the EU, to support the transition to a circular economy; ensuring that waste exported from the EU is managed in an environmentally sound manner in the destination countries; and stepping up enforcement to counteract illegal shipments of waste. While supporting the proposed streamlining and digitalisation of procedures, stakeholders have stressed the need for significant improvements to ensure that the new regulation fulfils its objectives, in particular as regards exports of waste.

European industry is central when it comes to achieving the twin green and digital transition of the EU's economy and society, and making Europe the first climate-neutral continent by 2050. EPRS policy podcast - Future shocks: Establishing greater strategic autonomy for European industry

Worldwide, forests are being lost at the alarming rate of 800 football fields per hour. With deforestation being a critical contributor to climate change and a leading cause of biodiversity loss, it is becoming increasingly clear that a sustainable future cannot be achieved without tackling deforestation and taking measures to protect- and sustainably manage forests.&nbsp; The UN Food and Agriculture Organization (FAO)&nbsp;estimates&nbsp;that 420 million hectares of forest — an area larger than the EU — were lost to deforestation between 1990 and 2020. It is estimated that&nbsp;EU consumption represents around 10% of global deforestation.

&nbsp;In October 2020, Parliament made use of its&nbsp;prerogative in the Treaty&nbsp;to ask the Commission to&nbsp;come forward with legislation to halt EU-driven global deforestation.

MEPs have already called for strengthening the overall climate benefits from forests and the forest-based value chain, namely CO2 absorption and carbon storage in wood-based products. Parliament also emphasises the need to increase funding for research into the substitution of fossil fuels and fossil-fuel materials. Forests and the entire forest-based value chain are fundamental to further develop of the circular bio-economy, which delivers important climate change mitigation and adaptation services.Parliament wants binding targets to protect and restore forest ecosystems, especially primary forests (those that have not been been affected by people's actions in recent times).

The global economy is changing rapidly, requiring decisive action to safeguard and strengthen Europe's competitiveness, prosperity, and fairness, including in relation to other global actors. The recently-proposed&nbsp;Automotive Industry Plan, announced on 5 March 2025, it is intended to support the European automotive sector as it deals with high manufacturing costs, the low-carbon transition, and increased competition from China.&nbsp;

Parliament reviews recent Commission proposals to support the EU steel and metals industries, and the EU’s approach to other energy-intensive industries.The sector, which is critical for the EU's security of supply, is facing high energy costs and unfair global competition at a time when money is needed to pay for decarbonisation.

European competitiveness

Candidate countries include Montenegro, Albania, Serbia and the former Yugoslav Republic of Macedonia. Kosovo and Bosnia and Herzegovina are considered potential candidates.

In order to apply for EU membership a country has to be European and respect the EU’s democratic values. It also needs stable institutions guaranteeing democracy and the rule of law; a functioning market economy; and the ability to take on and carry out the obligations of EU membership.

EU Enlargement - Western Balkans (2019-2020)

The EU has developed a policy to support the gradual integration of the Western Balkan countries with the Union. The EU aims to promote peace, stability and economic development in the region&nbsp;and open up the prospect of EU integration.

In order to apply for EU membership a country has to be European and respect the EU’s democratic values. It also needs stable institutions guaranteeing democracy and the rule of law; a functioning market economy; and the ability to take on and carry out the obligations of EU membership.

Parliament is fully involved in the Stabilisation and Association Process &nbsp;and must also consent to any new accession to the EU. In addition, through its budgetary powers, it has direct influence over the amounts allocated to the Instrument for Pre-accession Assistance. Parliament’s Committee on Foreign Affairs appoints standing rapporteurs for all candidate and potential candidate countries. Parliament expresses its positions on enlargement in the form of annual resolutions responding to the Commission’s latest annual country reports.

On 1&nbsp;July&nbsp;2013, Croatia became the first of the seven countries to join, and Montenegro, Serbia, the Republic of North Macedonia and Albania are official candidates. Accession negotiations and chapters have been opened with Montenegro and Serbia, and Bosnia and Herzegovina and Kosovo are potential candidate countries.

EU Enlargement - Western Balkans

EP President Metsola made&nbsp;a statement at the opening of the February session, followed by a full debate on the emergency humanitarian aid the EU can provide to Türkiye and Syria after the catastrophic earthquake, which cost the lives of more than 30 000&nbsp;people and destroyed tens of thousands of buildings, leaving hundreds of thousands homeless.

Turkey has been candidate for EU membership since 1999. Accession negotiations started in 2005. In recent years the EU is often criticizing the backsliding of the country in certain areas. As a major emerging economy and a member of NATO and G20, Türkiye&nbsp;is recognised as an active regional foreign policy player, with a strategic location, including for the EU's energy security. Turkey is a key strategic partner of the EU on issues such as migration, security, counter-terrorism, and the economy, but according to the EU has been backsliding in the areas of democracy, rule of law and fundamental right.

The problem of disinformation is globally recognised as disruptive to the normal functioning of democratic societies, economies and political systems. In recent years, ‘fake news’ and coordinated disinformation campaigns have an instrument of geopolitical influence.

They have afflicted elections in both established and new democracies, and undermined social and political solidarity in response to global challenges. It is with these and other instances in mind that the European Union (EU) identified ‘the exposure of citizens to large scale disinformation’ as ‘a major challenge for Europe’ in 2018, undertaking an increasingly ambitious programme of action to counter this evolving threat since. The outbreak of the coronavirus has led to disinformation that hampers efforts to contain the pandemic.

The World Health Organization (WHO) said false claims “are spreading faster than the virus” and has already termed it an “infodemic of planetary proportions”. The Russian aggression against Ukraine is also a source of many disinformation.&nbsp;

Special Committee for foreign interference in all democratic processes in the EU, including disinformation (INGE) was created in the European Parliament to tackle these challenges

Fight against disinformation

The European Union and the United States have the largest bilateral trade and investment relationship and enjoy the most integrated economic relationship in the world. EU and US investments are the real driver of the transatlantic relationship, contributing to growth and jobs on both sides of the Atlantic.

Although overtaken by China in 2021 as the largest EU import source for goods, the US remains the EU’s largest trade and investment partner by far. It is estimated that a third of the trade across the Atlantic actually consists of intra-company transfers.

The transatlantic relationship also defines the shape of the global economy as a whole. Either the EU or the US is the largest trade and investment partner for almost all other countries in the global economy. Taken together, the economies of both territories amount to more than 40% of world GDP and more than 40% of global trade in goods and services.

In June 2021 both entities agreed to take decisive steps to end the longest running dispute in the history of the World trade organisation: dispute on Large Civil Aircraft (also known as Airbus-Boeing dispute).

EU - US Trade relations

Cuba is the largest island in the Caribbean. It has been a Member of the African, Caribbean and Pacific (ACP) group since 2000, despite not being a signatory of the Cotonou Agreement. The country is immersed in a process of reforms, as outlined in the Lineamientos, the Cuban government's economic and social policy guidelines.

Relations between the European Union and Cuba are based on a political dialogue that promotes cooperation, respect for human rights, the modernisation of the Cuban economy, and the development of joint responses to global challenges.&nbsp;

Several Cuban personalities became laureates of the EP Sakharov Prize for Freedom of Thought:&nbsp;the founder of the Varela Project, Oswaldo Payá -fighter&nbsp;for civil rights, free pluralist elections, the release of political prisoners, and economic and social reform in Cuba; the Damas de Blanco (Ladies in White); and doctor in psychology, journalist and political dissident Guillermo Fariñas.

The EP has also voted a number of resolutions on the human rights and political situation in the country. In June 2021 MEPs condemned the existence of political prisoners, the persistent and permanent political persecution, acts of harassment and arbitrary detentions of dissidents in Cuba.

The EU has made 2018 the European Year of Cultural Heritage to highlight the diversity, shared history and rich cultures that make Europe today.

The aim of the European Year of Cultural Heritage is to encourage more people to discover and engage with Europe's cultural heritage, and to reinforce a sense of belonging to a common European space. The slogan for the year is: Our heritage: where the past meets the future.

Cultural Heritage

In March 2021, the European Commission adopted the Strategy for the rights of persons with disabilities 2021-2030. The Strategy builds on the results of the previous European Disability Strategy 2010-2020, which paved the way to a barrier-free Europe and to empower persons with disabilities so they can enjoy their rights and participate fully in society and economy.

Despite the progress made in the past decade, persons with disabilities still face considerable barriers and have a higher risk of poverty and social exclusion.

The objective of this Strategy is to progress towards ensuring that all persons with disabilities in Europe, regardless of their sex, racial or ethnic origin, religion or belief, age or sexual orientation enjoy their human rights, have equal opportunities, equal access to participate in society and economy, are able to decide where, how and with whom they live, move freely in the EU regardless of their support needs and no longer experience discrimination.

The EU and its Member States are committed to improving social and economic situation of disabled people building on the Charter of Fundamental Rights of the EU and on the Treaty on the Functioning of the EU. The European Union and all its Member States are party to the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).

European Disability Strategy

Since its creation in 1993, the single market has helped to make everyday life easier for people and businesses, fuelling jobs and growth across the EU. In 2023, the EU commemorated&nbsp;the 30th anniversary since its creation.&nbsp;

Three decades since its creation,&nbsp;&nbsp;MEPs called for renewed commitment and political will from member states and EU institutions, as well as a specific action plan for 2030 and beyond, in order to further strengthen and develop the single market, especially in areas such as services, energy, telecommunications and the digital single market.

The single market is generally considered to be the cornerstone of the EU economy and one of the greatest achievements of the European Union. Comprising nearly 450 million people and 20 million enterprises, it constitutes the largest integrated market in the world, worth €14 trillion in 2018.

The free movement of persons, goods, services and capital is the pillar on which the single market is built. The cross-border movement of the first three has been severely affected by the pandemic of Covid-19. Soon after its outbreak, the majority of Member States reintroduced internal border controls on grounds of an immediate threat to public health. These have been accompanied by restrictions or bans on international passenger transport and bans on entry and exit.&nbsp;

Single market

Climate change remains a key challenge. The EU and the European Parliament are working to ensure a more sustainable society and economy through ambitious policies at home and close cooperation with international partners. It is already on track to meet its greenhouse gas emissions reduction target for 2020, and has put forward a plan to further cut emissions by at least 55% by 2030.

By 2050, Europe aims to become the world’s first climate-neutral continent. Alongside reducing greenhouse gas emissions, the EU is also taking action to adapt to the impacts of climate change. By 2050, Europe aims to be a climate-resilient society. Climate action is at the heart of the European Green Deal – an ambitious package of measures ranging from drastically cutting greenhouse gas emissions, to investing in cutting-edge research and innovation, to preserving Europe’s natural environment.

Climate change

Portugal entered the European Economic Community on 1 January 1986, together with Spain. In the following years the economy of the Portugal progressed considerably as a result of the EU structural and cohesion funds.

On 1 December 2009, the Treaty of Lisbon, signed by European Member States on 13 December 2007 in the Jeronimos Monastery in Lisbon, entered into force. Portugal has 21 MEPs in the EP and has 12 votes in the European Council.

Economic Dialogues are held in order to enhance the dialogue between the EU institutions on the application of economic governance rules and with Member States, if appropriate, to ensure greater transparency and accountability.

Representatives of Member States, the European Commission, the President of the Council, the President of the European Council and the President of the Eurogroup can be invited to discuss economic and policy issues before the competent Committee of the European Parliament.

The European Semester is the framework for integrated surveillance and coordination of economic and employment policies across the EU. Since its introduction in 2011, it has become a well-established forum for discussing EU countries’ fiscal, economic and employment policy challenges under a common annual timeline. It's being adapted to take into account the creation of the Recovery and Resilience Facility. The implementation of Member States’ recovery and resilience plans will drive their reform and investment agenda for the years ahead. The European Semester, with its broader scope and multilateral surveillance, will usefully complement the implementation of the recovery and resilience plans.

During the last economic dialogue, on 7 February 2022, Valdis Dombrovskis, Executive Vice-President for An Economy that Works for People, and Paolo Gentiloni, Commissioner for Economy, debated with Members from the Committee on Economic and Monetary Affairs ECON the fiscal part of the Autumn Package of the 2022 European Semester and in particular overall assessment of the 2022 draft budgetary plans and policy guidance on the appropriate fiscal stance.

EU - US Trade relations - 8th parliamentary term

Launched in 1962, the EU’s common agricultural policy (CAP) is a partnership between agriculture and society, and between Europe and its farmers. It aims to: support farmers and improve agricultural productivity, ensuring a stable supply of affordable food; safeguard European Union farmers to make a reasonable living; help tackle climate change and the sustainable management of natural resources; maintain rural areas and landscapes across the EU; keep the rural economy alive by promoting jobs in farming, agri-food industries and associated sectors.

The CAP is a common policy for all EU countries. It is managed and funded at European level from the resources of the EU’s budget. CAP 2023-27 To consolidate the role of European agriculture for the future, the CAP has evolved over the years to meet changing economic circumstances and citizens’ requirements and needs.

The CAP 2023-27 entered into force on 1 January 2023.&nbsp;Support for farmers and rural stakeholders across the 27 EU countries is based on the CAP 2023-27 legal framework and the choices detailed in the&nbsp;CAP Strategic Plans, approved by the Commission. The approved Plans are designed to make a significant contribution to the ambitions of the&nbsp;European Green Deal,&nbsp;Farm to Fork Strategy&nbsp;and&nbsp;Biodiversity Strategy.

Common agricultural policy (CAP)

Parliament reviews recent Commission proposals to support the EU steel and metals industries, and the EU’s approach to other energy-intensive industries.

On Wednesday morning, MEPs hold an initial debate with the European Commission on its new action plan to transition to a competitive and decarbonised steel and metals industry in Europe. The sector, which is critical for the EU's security of supply, is facing high energy costs and unfair global competition at a time when money is needed to pay for decarbonisation.

Energy-intensive industries

In a separate debate on Wednesday, MEPs are set to highlight the crucial role energy-intensive industries, such as chemicals, steel, paper, cement and glass, play in the EU economy.

In a draft resolution on which MEPs vote on Wednesday, they propose faster permit-granting processes for clean energy projects and the swift implementation of electricity market design legislation, to lower energy costs, improve energy system integration and increase investment in grid infrastructure. Simplifying administrative procedures and securing the availability of critical and secondary raw materials are essential, the draft text says, to attract private investment and support decarbonisation.

The Committee on Economic and Monetary Affairs holds its regular debate with European Central Bank (ECB) President Christine Lagarde. MEPs are likely to question her on the US shift to protectionism and its impact on the euro area economy, and on the recent decision to lower interest rates, among other issues

Four women fighting for freedom, peace and justice in their home countries – from Belarus, leader of the country's democratic forces Sviatlana Tsikhanouskaya, and Palina Sharenda Panasiuk; and Lenie Umerova and Tata Kepler from Ukraine – have all been invited to address plenary., Sviatlana Tsikhanouskaya, leader of Belarus’ democratic forces, 

will speak to MEPs at a solemn session on Tuesday at noon. 

In the early afternoon, MEPs and Council and Commission representatives will debate the Commission’s “Roadmap for Women’s Rights” (expected to be adopted by the Commission on Friday 7 March). The discussion is expected to focus on the EU’s role in safeguarding and advancing women’s rights and the principles and measures outlined in the Roadmap. Key issues will include the implementation of EU legislation, such as the first ever EU rules to combat violence against women, the rules on improving gender balance on corporate boards, and binding pay transparency measures. MEPs are also likely to discuss the need for women’s equal participation in the economy and society, including in politics, and the impact of shifting political dynamics on women’s rights and gender equality.

International Women's Day Celebration

EU leaders are meeting for a special summit to discuss continued support for Ukraine and European defence and exchange views on European contributions to the necessary security guarantees required to ensure a lasting peace in Ukraine.

The President of Ukraine, Volodymyr Zelenskyy, is invited to the meeting.

Since the start of Russia’s military aggression, the EU and its member states have provided nearly €135 billion in support for Ukraine and its people, including €48.7 billion to support the Ukrainian armed forces.

ECB President Christine Lagarde will brief MEPs on the state of European and global economic affairs and the European Central Bank’s activities, followed by a debate with MEPs. On Tuesday, MEPs will adopt their annual set of recommendations for the ECB on which issues it should prioritise.

On Thursday MEPs debate how droughts and extreme weather events pose significant threats to local communities and EU agriculture amid climate change. Increasingly frequent and severe droughts are straining water resources, impacting crop yields, and threatening food security across Europe. Extreme weather events, such as heatwaves and heavy rainfall, further exacerbate these challenges by causing crop failures, soil erosion, and damage to infrastructure.

Addressing these issues is essential not only for protecting the livelihoods of communities dependent on farming and rural economies but also for safeguarding agricultural productivity.

Fast fashion is the constant provision of new styles at very low prices.

To tackle the impact on the environment, the EU wants to reduce textile waste and increase the life cycle and recycling of textiles. This is part of the plan to achieve a circular economy by 2050.

The impact of textile production and waste on the environment

Every year 2.2 billion tonnes of waste are generated in the EU. More than a quarter of it (27%) is municipal waste: everyday waste collected and treated by municipalities, which is mainly generated by households. Data shows that the amount of waste and the way it is managed varies a lot across EU countries, but there has been a shift to more recycling and less landfilling.

To reduce waste and its impact on the environment, the EU has adopted ambitious targets on recycling and landfill and is working on packaging waste. The goal is to promote the shift towards a more sustainable model known as the circular economy.
