Deepfake sadržaji (uvjerljivi krivotvoreni sadržaji) preplavljuju internet i mijenjaju stvarnost: utječu na percepciju nekih događaja ili izjava i umjetno stvorenim zabludama izazivaju napetosti. Već su korišteni i za počinjenje kaznenih djela. Kako je internet globalno dostupan, oni predstavljaju problem za lokalne, nacionalne i međunarodne pravne sustave. Stoga je potrebno i djelovanje na razini EU-a.

Deepfakes, czyli treści medialne wykonane lub zmodyfikowane przez sztuczną inteligencję, zalewają internet i zmieniają rzeczywistość. Wpływają one na sposób postrzegania pewnych wydarzeń lub wypowiedzi i generują napięcia, bowiem kreują błędne przekonania. Za pomocą tej techniki popełniano już przestępstwa. Ponieważ internet funkcjonuje na całym świecie, tego typu treści stwarzają wyzwania dla lokalnych, krajowych i ponadnarodowych systemów prawnych. Dlatego też konieczne jest podjęcie działań również na szczeblu unijnym.

Deepfakes (door AI gemanipuleerde media) overspoelen het internet en veranderen de realiteit. Ze beïnvloeden de manier waarop bepaalde gebeurtenissen of uitspraken worden waargenomen en veroorzaken spanningen door kunstmatig gecreëerde misvattingen. Deze technologie is al gebruikt om strafbare feiten te plegen. Aangezien het internet wereldwijd actief is, stelt dit lokale, nationale en supranationale rechtsstelsels voor uitdagingen. Daarom is er ook behoefte aan actie op EU-niveau.

Deepfake, čiže materiál účelovo upravený pomocou umelej inteligencie, zaplavuje internet a mení našu realitu. Ovplyvňuje to, ako vnímame určité udalosti alebo vyhlásenia, a umelým vytváraním falošných dojmov produkuje napätie. Ide o techniku, ktorá sa už využíva na páchanie trestných činov. Vzhľadom na to, že internet je celosvetovou sieťou, deepfake materiál prináša nové výzvy pre miestne, vnútroštátne i nadnárodné právne systémy. Je teda potrebné prijať primerané opatrenia aj na úrovni EÚ.

Internet zaplavila falešná videa, která zkreslují realitu. Říká se jim deepfakes a pracují pomocí umělé inteligence. Mají vliv na to, jak na internetu vnímáme určité události nebo výroky. Uměle vytvářejí falšený dojem pravosti a vyvolávají napětí. Jde o technologii, která se už používá k páchání trestné činnosti. Vzhledem k tomu, že internet je dostupný všude, představují deepfake materiály problémy pro místní, vnitrostátní i nadnárodní právní systémy. Proto je třeba jednat i na úrovni Evropské unie.

Deepfakes sind Videos und ähnliche Medien, die mithilfe künstlicher Intelligenz manipuliert worden sind. Sie überschwemmen zurzeit das Internet und verändern die Realität, indem sie Einfluss auf unsere Wahrnehmung bestimmter Ereignisse oder Aussagen nehmen. Außerdem sorgen sie durch künstlich erzeugte Missverständnisse für Spannungen. Es verwundert deshalb kaum, dass mit Deepfakes bereits Straftaten begangen wurden. Doch weil das Internet ein weltweites Netz ist, sind diese Straftaten für das lokale, nationale und übernationale Rechtswesen problematisch. Handlungsbedarf besteht auch auf EU-Ebene.

Además, esta técnica se ha utilizado para cometer delitos. Las ultrafalsificaciones plantean grandes retos para los sistemas jurídicos a escala local, nacional y supranacional, pues internet no conoce fronteras. Por ello, la Unión Europea también debe tomar cartas en el asunto.

A ban on "roaming" surcharges for using mobile phones abroad in the EU, to take effect from June 2017, and clear rules on the right to internet access, will become law when Parliament takes its final vote on the new telecoms package.
