Rising prices, the cost of living and the economic situation were the main topics that motivated more than 4 out of 10 EU citizens to vote in the last European elections. A third of voters said that the international situation was a topic which encouraged them to vote, while a similar proportion gave defending democracy and the rule of law as a motivating factor. Once they are elected, MEPs can take on various roles. They can serve as the President or as Vice-President of the European Parliament, join committees, or even become an observer, which, despite being a less discussed position, is still an equally important role within Parliament.
In this episode, we will take a closer look at what it means to be an observer in order to better understand who can become one, what their duties are and how they operate.

Jargon Jungle: the role of Observers

The Euroscola programme in Strasbourg brings together pupils aged 14 and over from the 27 EU Member States, candidate countries and former Member States to simulate the work of the European Parliament by debating, taking sides, negotiating, amending and voting on real European issues. Pupils get an opportunity to exchange views with Members of the European Parliament and experts from this institution, to familiarise themselves with the workings of the European Union, to discuss democracy, fundamental rights, European values and to express their personal opinions on the decisions taken at the European Union level.

From 1 July to 31 December 2025 Denmark will hold the Presidency of the Council of the European Union.&nbsp;Under the slogan ‘A strong Europe in a changing world’, the Danish Presidency will work for a secure Europe as well as a competitive and green Europe.

The EU is facing a new international order marked by uncertainty, global strategic and economic competition, and rising levels of conflict. That is why the EU must be able to act in its own right. The EU’s strength lies in European unity, a solid economic foundation, stable democracies, and socially balanced societies, among other things. This strength must be developed further and used to promote and defend both European interests and the international legal order. The Danish EU Presidency will work for a strong and resolute EU that takes responsibility for its own security and for strengthening its competitiveness. This calls for the EU to match words with action and deliver on the challenges it faces. The green transition is essential to building a more secure and competitive Europe. &nbsp;

The Conference of Presidents, political group leaders as well as President of the European Parliament Roberta Metsola, were in Copenhagen on 3 June&nbsp;to discuss priorities ahead of the Danish Presidency of the Council.

On 24 February Russian troops invaded Ukraine. Shortly before&nbsp;Russian President Vladimir Putin recognized&nbsp;two breakaway regions in eastern Ukraine&nbsp; as independent.&nbsp;The Conference of Presidents of the EP condemned the Russian attack on Ukraine in the strongest possible terms. "Ukraine is an independent and sovereign nation and its territorial integrity is non-negotiable. The invasion is unjustified and illegal. It is a threat to European and regional stability, as well as to the rules-based world order. The attack targets our model of democratic society. It cannot go unanswered, " says declaration of the COP.

"The Russian invasion into Ukraine is part of President Putin’s destabilisation agenda. It is a path that will bring the Kremlin in direct confrontation with Europe and the rule-based world-order. It is a path that pits authoritarianism against democracy. It is a path that we cannot allow him to walk unchallenged," said EP President Roberta Metsola.

European Union leaders met for a special European Council in Brussels on 24 February&nbsp;and adopted a set of sanctions related to the the financial sector, the energy and transport sectors,dual-use goods, exports, Russian individuals etc.&nbsp;

Ukraine is a priority partner for the European Union (EU). The EU supports Ukraine in ensuring a stable, prosperous and democratic future for its citizens and is unwavering in its support for Ukraine’s independence, territorial integrity and sovereignty. The Association Agreement (AA), including its Deep and Comprehensive Free Trade Area (DCFTA) signed in 2014, is the main tool for bringing Ukraine and the EU closer together. Since 2014, the EU and the Financial Institutions have mobilised more than €15 billion in grants and loans to support the reform process in the country, with strong conditionality on continued progress.

As a result of the cooperation with Ukraine’s Verkhovna Rada in the field of democracy support, European Parliament launched on 11 March the website “<a href="https://ukraine.europarl.europa.eu/en/home.html" style="color:#0563c1; text-decoration:underline" target="_blank">The EU stands with Ukraine</a>” (in English and Ukrainian) provides the latest news, videos and podcasts, relevant legislation and resolutions to show how the EU is helping Ukraine. Content from the Ukrainian Parliament could also be shared on the site. Actively supporting EU efforts to promote democracy and human rights in the world is one of Parliament's core responsibilities.

In September 2018, the Article 7(1) TEU procedure was triggered. In this case, the European Parliament voted a resolution calling the Council to determine the existence of a clear risk of a serious breach of EU values in relation to Hungary. This resolution was preceded by numerous others adopted by the Parliament between March 2011 and May 2017, and it made reference to concerns related mainly to judicial independence, freedom of expression, corruption, rights of minorities, and the situation of migrants and refugees in Hungary.

Under Article 2 TEU, the EU is founded on the shared values of democracy, the rule of law and respect for fundamental rights (DRF). Article 7 TEU establishes two mechanisms (preventive and sanctions) to enforce EU values in cases of systemic violations and to sanction Member States departing from them.

Rule of law in Hungary (2019-2020)

Equality and non-discrimination are core EU values and fundamental rights, enshrined in the Treaties and in the Charter of Fundamental Rights. However, research by the EU's Fundamental Rights Agency (FRA) shows that discrimination against lesbian, gay, bisexual, trans, non-binary, intersex and queer (LGBTIQ) people persists across the EU.

The Commission presented the 'LGBTIQ Equality Strategy 2020-2025' on 12 November 2020. This was&nbsp;the first ever full EU strategy in this area and is intended to build on the lessons learned from the European Commission's previous actions to advance LGBTI equality from 2015-2019.

In recent years, social acceptance of LGBTIQ people has declined in some Member States. Gaps remain in the EU's legislative framework for combating discrimination based on sexual orientation, gender identity and sex characteristics. Combating discrimination has become part of EU internal and external policies, and is the subject of numerous resolutions of the European Parliament. In response to the backsliding of LGBTIQ rights in some EU countries, notably Poland and Hungary, MEPs&nbsp;declared the EU an “LGBTIQ Freedom Zone”.

In 2021 Parliament “condemned&nbsp;in the strongest possible terms” the anti-LGBTIQ legislation and denounced&nbsp;the dismantling of democracy and the rule of law in Hungary.&nbsp;In a resolution&nbsp;MEPs described the Hungarian law as being in clear breach of fundamental rights enshrined in the EU Charter of fundamental rights, the Treaties and EU internal market legislation.

LGBTIQ freedom in the EU

The European Union’s relations with South Africa focus mainly on respect for human rights, freedom, equality, justice, democracy and the rule of law.

A range of dialogues between the EU and South Africa allow us to share experiences in areas of common interest, or where we face common challenges. In addition to the areas of cooperation mentioned in the following sections, the following are also covered by these dialogues: Peace and Security, Human Rights, Good Governance, Migration, Social Cohesion, Energy, Innovation.

EU - South Africa

The EYE 2025 will take place on the 13 and 14 of June in Strasbourg. The EYE (European Youth Event) brings together thousands of young people from across the European Union and beyond, right at the heart of European democracy. The event is a unique opportunity for 16- to 30-year-olds to inspire and get inspired, to debate directly with Members of the European Parliament and other European decision-makers, and to exchange views with experts, activists, and content creators.

EYE2025

With 401 votes in favour, the European Parliament elected Ursula von der Leyen as President of the European Commission in a secret ballot on 18 July.

This will be Ursula von der Leyen’s second term as Commission President. She was first elected by MEPs in July 2019.

Parliament is currently composed of 719 MEPs, so the necessary majority was 360 votes. The vote was held by secret paper ballot. 401 MEPs voted in favour, 284 against, and 22 cast blank or invalid votes.

Ursula von der Leyen outlined her priorities ahead of the vote.&nbsp;Ursula von der Leyen put forward her vision for a stronger and more prosperous Europe. Key initiatives include a new Clean Industrial Deal to drive decarbonisation and industrial growth, and a European Competitiveness Fund to boost innovation.

She announced that she would boost security by doubling Europol’s staff and tripling the number of European Border and Coast Guards to 30 000. She proposed a European Democracy Shield for countering foreign information manipulation and interference, and a European Affordable Housing Plan.

Ms von der Leyen also suggested a plan for agriculture to address the need to adapt to climate change and a Roadmap for Women’s Rights. Saying that “we must enable young people to make the most of Europe’s freedoms”, she highlighted the importance of the Erasmus+ programme, mental health, and tackling issues related to screen time and social media, including addictive practices. She put significant focus on defence, proposing to create a new post of Commissioner for Defence to drive the European Defence Union and calling for a comprehensive aerial defence system – a European Air Shield – to protect EU airspace and “as a strong symbol of European unity in defence matters”.

Election of the 2024-2029 European Commission President

The EU and Jordan have a strong partnership across many sectors and have been linked through an Association Agreement since 2002. Furthermore, Jordan was the first Mediterranean partner country to conclude technical negotiations leading to an "Advanced Status" with the EU in 2010.

The European Union (EU) stands by the Jordanian people in their ongoing efforts to achieve democracy, respect for human rights, social justice, security and socio-economic development.

Candidate countries include Montenegro, Albania, Serbia and the former Yugoslav Republic of Macedonia. Kosovo and Bosnia and Herzegovina are considered potential candidates.

In order to apply for EU membership a country has to be European and respect the EU’s democratic values. It also needs stable institutions guaranteeing democracy and the rule of law; a functioning market economy; and the ability to take on and carry out the obligations of EU membership.

EU Enlargement - Western Balkans (2019-2020)

The EU has developed a policy to support the gradual integration of the Western Balkan countries with the Union. The EU aims to promote peace, stability and economic development in the region&nbsp;and open up the prospect of EU integration.

In order to apply for EU membership a country has to be European and respect the EU’s democratic values. It also needs stable institutions guaranteeing democracy and the rule of law; a functioning market economy; and the ability to take on and carry out the obligations of EU membership.

Parliament is fully involved in the Stabilisation and Association Process &nbsp;and must also consent to any new accession to the EU. In addition, through its budgetary powers, it has direct influence over the amounts allocated to the Instrument for Pre-accession Assistance. Parliament’s Committee on Foreign Affairs appoints standing rapporteurs for all candidate and potential candidate countries. Parliament expresses its positions on enlargement in the form of annual resolutions responding to the Commission’s latest annual country reports.

On 1&nbsp;July&nbsp;2013, Croatia became the first of the seven countries to join, and Montenegro, Serbia, the Republic of North Macedonia and Albania are official candidates. Accession negotiations and chapters have been opened with Montenegro and Serbia, and Bosnia and Herzegovina and Kosovo are potential candidate countries.

On Sunday 4 May, the European Parliament &nbsp;kicked off the celebration of Europe Day (9 May) in Strasbourg, with citizens invited to a series of events to celebrate European democracy. Events will also take place in Luxembourg and Brussels on 9 and 10 May.

EP President Metsola made&nbsp;a statement at the opening of the February session, followed by a full debate on the emergency humanitarian aid the EU can provide to Türkiye and Syria after the catastrophic earthquake, which cost the lives of more than 30 000&nbsp;people and destroyed tens of thousands of buildings, leaving hundreds of thousands homeless.

Turkey has been candidate for EU membership since 1999. Accession negotiations started in 2005. In recent years the EU is often criticizing the backsliding of the country in certain areas. As a major emerging economy and a member of NATO and G20, Türkiye&nbsp;is recognised as an active regional foreign policy player, with a strategic location, including for the EU's energy security. Turkey is a key strategic partner of the EU on issues such as migration, security, counter-terrorism, and the economy, but according to the EU has been backsliding in the areas of democracy, rule of law and fundamental right.

The problem of disinformation is globally recognised as disruptive to the normal functioning of democratic societies, economies and political systems. In recent years, ‘fake news’ and coordinated disinformation campaigns have an instrument of geopolitical influence.

They have afflicted elections in both established and new democracies, and undermined social and political solidarity in response to global challenges. It is with these and other instances in mind that the European Union (EU) identified ‘the exposure of citizens to large scale disinformation’ as ‘a major challenge for Europe’ in 2018, undertaking an increasingly ambitious programme of action to counter this evolving threat since. The outbreak of the coronavirus has led to disinformation that hampers efforts to contain the pandemic.

The World Health Organization (WHO) said false claims “are spreading faster than the virus” and has already termed it an “infodemic of planetary proportions”. The Russian aggression against Ukraine is also a source of many disinformation.&nbsp;

Fight against disinformation

During the plenary sessions MEPs hold debates on foreign affairs and security policy to discuss European Union (EU) action beyond its borders. The EU Treaties differentiate between common foreign and security policy (CFSP), common security and defence policy (CSDP), external action, and the external dimension of internal policies. To address new challenges such as climate change, rising insecurity or new migration patterns, the EU has put forward concrete solutions to shape synergy between the actors, in order to use shared expertise more effectively, and to find new sources of funding. The new foreign policy framework (EU global strategy) is intended to map the tools and resources best designed to help society as awhole, in the EU and partner countries, to withstand natural and manmade shocks more effectively. In the years to come, global instability is expected to rise; the challenge for the EU will be to ensure security while upholding the core values of the Treaties – human rights, democracy and the fight against poverty – as its primary objectives on the global stage.

Ahead of the 17-18 February European Union-African Union summit in Brussels, plenary discussed with Josep Borrell, the EU’s High Representative for Foreign Affairs and Security Policy, about how to work together with African partners for a more strategic and results-oriented partnership. The discussion focused on the common challenges facing both continents, including the recovery from the COVID-19 pandemic, boosting vaccination and stimulating investments.

President Metsola opened the 10-13 February 2025 session with a minute’s silence for the victims of shooting in Örebro - the worst in Sweden’s history. Calling on MEPs to observe a minute’s silence for the victims of the mass shooting at Risbergska school in Örebro on Tuesday 4 February 2025, President Metsola called the tragedy “a senseless act of violence that claimed innocent lives, shattering families, and scarring communities. Europe mourns those who have been lost, and our thoughts are with their loved ones, with all those who have been injured, and with the people of Sweden in this moment of profound sorrow.” She added that “hatred and violence have no place in Europe. T

he values that unite us - peace, democracy, and the dignity of human life - will always prevail.”

For many years, Sweden had chosen to remain outside the European construction. It was in the 1990s that the idea of membership was born, being in the interest of the country to participate in the decisions that affect Sweden due to its geographical and economic situation.&nbsp;The official application for membership happened in July 1991. Extensive negotiations were undertaken and after a referendum that gave a majority in favour of the accession, Sweden joined the EU in 1995. Sweden has 20 seats in the European Parliament and 10 votes in the EU Council.

A delegation of the European Parliament’s Committee on Civil Liberties, Justice and Home Affairs (LIBE) visits Bratislava, Slovakia, from 2-3 of June in order to discuss and gain insight into the latest developments as regards the situation of democracy, rule of law and fundamental rights in Slovakia. This is a follow up on two sessions which the Democracy, Rule of Law and Fundamental Rights Monitoring Group (DRFMG) of the LIBE Committee held recently on the situation in Slovakia. The delegation is composed of five political groups in the European Parliament. The LIBE delegation aims to hold meetings with representatives from the Slovak Government, representatives of the Slovak National Assembly, representatives of the judiciary and of other relevant authorities, organisations and stakeholders.

The open day in Brussels takes place on Saturday 10 May from 10:00 until 18:00 (last entrance is at 17:30). Visitors can see the plenary chamber, participate in talks about the work of the Parliament, check out information stands and take part in a variety of other activities.

On 9 May, Europeans celebrate Europe Day as 2025 marks the 75th anniversary of the Schuman Declaration.

The Schuman Declaration laid the foundations for the European Union and paved the way for an unprecedented era of prosperity, peace, democracy, solidarity and cooperation in Europe.

A ceremony in plenary to commemorate the end of World War II in Europe take place on Wednesday at 11:30. 

Four war veterans, from Belgium, France and Poland, address Parliament. European Parliament’s President Roberta Metsola will open the ceremony. A musical interpretation of the European anthem will close the event.  In a separate debate on Thursday morning, MEPs discuss the legacy of the end of World War II: 80 years of freedom, democracy and security in Europe.

A delegation of the Civil Liberties Committee travels to Budapest to look into developments in Hungary around EU values, judicial independence, media and academic freedom, transparency and anti-corruption measures, the situation of civil society, and the rights of LGBTIQ persons, since the committee’s last visit to the country in October 2021. MEPs meet with members of parliament (MPs) and representatives from the government, the judiciary, and local authorities, as well as from civil society across all areas of concern. LIBE delegation in Budapest

Parliament, Council, and Commission  discuss Hungary’s restrictions on the right of assembly and the announced ban on the Budapest Pride march.

On Wednesday, the European Parliament assesses the state of fundamental rights in Hungary after the pro-government majority changed the law on public assemblies in March 2025, enabling authorities to classify pro-LGBTIQ+ gatherings as violations of the Child Protection Act and consequently ban the Budapest Pride march. MEPs are set to argue that this limitation of the rights of assembly and expression is a direct violation of the basic human and civil rights enshrined in the Charter of Fundamental Rights of the EU and the core values of the Union.

In 1997, Budapest became the first capital of a former Communist bloc country to host a Pride march, a landmark moment for equality and freedom. However, Hungary’s government has been taking regressive steps for many years, dismantling institutions, the rule of law, and freedom of expression, to the point where Parliament can no longer consider the country a full democracy. In January 2024, MEPs once more urged the Council to unblock the process to assess Hungary’s “serious and persistent breaches of EU values”.

New committee on democracy shield. The new special Committee on the European Democracy Shield holds its constitutive meeting to elect their chair and vice-chair and launch their activities. It will deal with the so-called “Democracy Shield” initiative, included in the Commission’s 2024-2029 political guidelines, and other initiatives designed to counter malicious interference in democratic processes (Monday).

MEPs discuss the need to enforce the Digital Services Act (DSA) to safeguard democracy from foreign interference and algorithmic manipulation. 
The debate with Council and Commission representatives will focus on the compliance of major social media companies with the DSA, which sets clear obligations for digital service providers to tackle the spread of illegal content, online disinformation, and other societal risks. 
MEPs are expected to express concerns about the lack of transparency and accountability of platforms’ recommender systems and their failure to tackle risks, like disinformation and foreign interference. This follows a plenary debate on 17 December 2024, which addressed the issue of online disinformation in European elections. During that discussion, many MEPs urged the Commission to actively enforce the DSA and impose sanctions on platforms that violate EU rules.  
MEPs are also likely to bring up the future of the transatlantic partnership on technology, particularly in the context of the inauguration of president-elect Donald Trump on 20 January, Elon Musk’s involvement in the US government and Meta’s recent decision to end its fact-checking programme. 
Background 
While the DSA does not regulate personal views or opinions, it introduces measures to tackle illegal content - such as terrorist material and child sexual abuse - in full compliance with the principles of freedom of expression and information. The legislation ensures users have a right to challenge unlawful or arbitrary content moderation decisions by online platforms. At the same time, online platforms are required to be more transparent about their operations, including about their “recommender systems”.

Debate on the need to enforce DSA to protect democracy

During an extraordinary meeting of the Foreign Affairs Committee, Kaja Kallas, the High Representative for Foreign Affairs and Security Policy, addresses the situation in Syria following the fall of Bashar al-Assad's regime. The High Representative for Foreign Affairs and Security Policy emphasizes that this moment marks a historic opportunity for the Syrian people to rebuild their nation based on dignity, freedom, and justice, and for a Syrian-led and inclusive dialogue to ensure a peaceful transition, in line with UN Security Council Resolution 2254.

Since the invasion began in February 2022, the EU has strongly condemned Russian aggression, implemented robust sanctions, and provided extensive humanitarian, military, and financial aid. Parliament remains a key advocate for Ukraine’s EU membership and calls for the use of frozen Russian assets to compensate for the destruction caused by the war.  

The Parliament has adopted more than 40 resolutions since 2021, emphasizing its ongoing support for Ukraine, including temporary trade liberalization, sanctions enforcement, and preparations for EU accession talks. This extraordinary session reinforces the EU’s solidarity with Ukraine and its dedication to achieving a just and lasting peace.

The president of the European Parliament, Roberta Metsola, is in Rome to celebrate the anniversary of Alcide De Gasperi’s passing. In honour of the noble father of Christian Democracy, the foundation that bears his name is organizing a series of events to be attended by Italian and foreign institutional guests.

The 2024 was decreed “De Gasperi year” by the De Gasperi Foundation, established in 1982 to gather the legacy of the Italian statesman. On the 70th anniversary of his death, a commemorative event has been organized at the Chamber of Deputies in Rome to be attended by, among others, the President of the Republic Sergio Mattarella.

Named after Soviet physicist and political dissident Andrei Sakharov, who agreed to his name being used, the Sakharov Prize for Freedom of Thought is the EU’s highest human rights award.

Seven years after the assassination of Maltese journalist Daphne Caruana Galizia, the European Parliament discusses the state of the rule of law in Malta. MEPs assess the country's recent developments in upholding European values, focusing on media freedom and anti-corruption efforts. Daphne Caruana Galizia, who exposed corruption, money laundering, and organized crime, was murdered in a car bomb attack in 2017, sparking outrage and political upheaval, leading to the resignation of Prime Minister Joseph Muscat.

In the same session, the winner of the Daphne Caruana Galizia Prize for Journalism will be announced, honoring her legacy in the fight for transparency and justice. The prize, endorsed by the European Parliament in 2020, rewards journalism that upholds the EU’s core values, including democracy, rule of law, and human rights. The €20,000 prize is open to professional journalists from any EU country, and the winner will be chosen by an independent jury.

This debate underscores the EU’s commitment to promoting democracy and the rule of law, both within its borders and in candidate countries, as part of the 2024 Rule of Law Report.

According to Parliament, the situation has worsened since the activation of the Article 7(1) procedure - to the point that Hungary can no longer be considered a full democracy.

The digital information sphere has become the main space for public debate, shaping opinions and access to information. In the past decade, it has also become a geostrategic battleground, with authoritarian states manipulating public opinion to weaken democracies. At the same time, corporate rivalry over emerging technologies, particularly AI, has intensified. AI-driven disinformation poses growing risks to democratic information ecosystems. Strengthening information integrity is crucial to safeguarding human rights and freedom of expression. Multilateral efforts to enhance resilience align with the EU’s planned European Democracy Shield, building on existing measures and fostering new partnerships.

Information Manipulation and the EU response

With war having returned to the European continent, measuring the level of threats to peace, security and democracy around the world – as the 'Normandy Index' does – is more important than ever. The annual Index was presented for the first time at the Normandy Peace Forum in June 2019, as a result of a partnership between the European Parliament and the Region of Normandy. The Index has been designed and prepared by the European Parliamentary Research Service (EPRS), in conjunction with and on the basis of data provided by the Institute for Economics and Peace. This paper sets out the findings of the 2023 exercise, which draws on data compiled in 2022, and explains how the Index can be used to compare peace – defined on the basis of a given country's performance against a range of predetermined threats – across countries and regions.
