The European Parliament’s delegations are official groups of MEPs that work to deepen relations with parliaments, regions and organisations outside the EU. They maintain and further develop Parliament’s international contacts and help to enhance the EU’s role and visibility around the world.

The role of the European Parliament’s delegations

Outside of the European Parliament’s plenary sessions, MEPs also sit on parliamentary committees. There are many of these committees and each one specialises in a particular field. But how do they work?

The role of parliamentary committees

Austria has been an EU Member since 1st January 1995. Austria is a federal parliamentary republic with a head of government - the chancellor - and a head of state - the president.

Austria ihas also been a member of the Euro area since 1 January 1999 and a member of Schengen since December 1997.

There are 19 members of the European Parliament from Austria. The country held the EU Presidency in 1998, 2006 and 2018.

Austria consists of 9 states (Bundesländer). Both regional and federal governments exercise executive power. The federal Parliament consists of 2 chambers: the Lower House (Nationalrat) - directly elected - and the Upper House (Bundesrat) - elected by regional parliaments.

On 24 February Russian troops invaded Ukraine. Shortly before&nbsp;Russian President Vladimir Putin recognized&nbsp;two breakaway regions in eastern Ukraine&nbsp; as independent.&nbsp;The Conference of Presidents of the EP condemned the Russian attack on Ukraine in the strongest possible terms. "Ukraine is an independent and sovereign nation and its territorial integrity is non-negotiable. The invasion is unjustified and illegal. It is a threat to European and regional stability, as well as to the rules-based world order. The attack targets our model of democratic society. It cannot go unanswered, " says declaration of the COP.

"The Russian invasion into Ukraine is part of President Putin’s destabilisation agenda. It is a path that will bring the Kremlin in direct confrontation with Europe and the rule-based world-order. It is a path that pits authoritarianism against democracy. It is a path that we cannot allow him to walk unchallenged," said EP President Roberta Metsola.

European Union leaders met for a special European Council in Brussels on 24 February&nbsp;and adopted a set of sanctions related to the the financial sector, the energy and transport sectors,dual-use goods, exports, Russian individuals etc.&nbsp;

Ukraine is a priority partner for the European Union (EU). The EU supports Ukraine in ensuring a stable, prosperous and democratic future for its citizens and is unwavering in its support for Ukraine’s independence, territorial integrity and sovereignty. The Association Agreement (AA), including its Deep and Comprehensive Free Trade Area (DCFTA) signed in 2014, is the main tool for bringing Ukraine and the EU closer together. Since 2014, the EU and the Financial Institutions have mobilised more than €15 billion in grants and loans to support the reform process in the country, with strong conditionality on continued progress.

As a result of the cooperation with Ukraine’s Verkhovna Rada in the field of democracy support, European Parliament launched on 11 March the website “<a href="https://ukraine.europarl.europa.eu/en/home.html" style="color:#0563c1; text-decoration:underline" target="_blank">The EU stands with Ukraine</a>” (in English and Ukrainian) provides the latest news, videos and podcasts, relevant legislation and resolutions to show how the EU is helping Ukraine. Content from the Ukrainian Parliament could also be shared on the site. Actively supporting EU efforts to promote democracy and human rights in the world is one of Parliament's core responsibilities.

On 24 February 2022,&nbsp;Russia&nbsp;began a&nbsp;military invasion&nbsp;of Ukraine, in a major escalation of the conflict that had begun in 2014. Shortly before, on 21 February, Russian President Vladimir Putin recognized the two breakaway regions in eastern Ukraine as independent.&nbsp;

Since then, the EU and its international allies have rallied firmly behind the Kyiv government. This support has resulted in unprecedented levels of financial aid, assistance, weapons deliveries to Ukraine, sweeping sanctions against Moscow, and the granting of EU candidate status to Ukraine and Moldova.

On 1&nbsp;March&nbsp;the European Parliament held an extraordinary plenary session in Brussels to assess Russia’s military assault on Ukraine. Ukrainian President Volodymyr Zelensky&nbsp;and the Speaker of the Ukrainian Verkhovna Rada (parliament) Ruslan Stefanchuk spoke live from Kiev.&nbsp;The European Parliament President Roberta Metsola was in Kyiv on 1 April&nbsp;to express the European Union´s support of&nbsp;the Ukrainian people and to condemn the Russian attack. On&nbsp;8 June&nbsp;Stefanchuk adressed Parliament in the Strasbourg hemicycle.

Following the atrocities carried out by Vladimir Putin’s regime against Ukrainian civilians, the European Parliament has&nbsp;recognised Russia as a state sponsor of terrorism in a resolution on November 2022.

On 9th February 2023, President of Ukraine Volodymyr Zelenskyy&nbsp;addressed the European Parliament during an extraordinary plenary session in Brussels.

In March 2024, &nbsp;MEPs voted to to amend the Commission’s proposal to suspend import duties and quotas on Ukrainian agricultural exports to the EU for another year, from 6 June 2024 to 5 June 2025.&nbsp;

Russian aggression against Ukraine

Ever since Russia launched an illegal full-scale invasion of Ukraine on 24&nbsp;February 2022, the EU and the Parliament have supported the country by condemning Russia’s aggression, sanctioning those responsible and providing financial and material aid. Parliament has also been supportive of Ukraine’s efforts to become an EU candidate country and has been calling on EU countries to launch accession talks.

The European Parliament President Roberta Metsola was in Kyiv on 1 April 2022 to express the European Union´s support to the Ukrainian people and to condemn the unjustified Russian attack.&nbsp; On 9 February 2023, the President of Ukraine Volodymyr Zelenskyy addressed the European Parliament during an extraordinary plenary session in Brussels.

The&nbsp; new EP reconfirmed in July 2024&nbsp; its view that the EU must continue to support Kyiv for as long as it takes until victory. The resolution, which sets out the newly-elected European Parliament’s first official position on Russia’s war of aggression against Ukraine, restates the continued support of MEPs for Ukraine’s independence, sovereignty, and territorial integrity within its internationally recognised borders. It calls on the EU to maintain and extend its sanctions policy against Russia and Belarus, monitor and review its effectiveness and impact, and systematically tackle the issue of sanctions circumvention by EU-based companies, third parties, and third countries.

Parliament held also and&nbsp;extraordinary plenary session on 19th November 2024 with Ukraine’s President Volodymyr Zelenskyy, marking 1000 days since Russia’s full-scale invasion.

Solidarity with Ukraine

The Russian aggression has brought destruction to Ukraine and its people, but also a wide range of economic and social consequences across Europe and the European Union. MEPs regularly debate on how to respond to the current cost of living crisis,&nbsp;bolstered by&nbsp;inflation and&nbsp;hikes in energy prices.

In the annual&nbsp;&nbsp;2022 report on the implementation of the Common Security and Defence Policy, MEPs called the EU and its member states need to increase their military, political and humanitarian assistance to Ukraine and strengthen their defence in countering Russian threats to European security.

Consequences of the war in Ukraine on the EU

Parliament&nbsp;established a Special Committee on the Housing Crisis, with a 12-month mandate, to propose solutions for decent, sustainable, and affordable housing for all European citizens. It has been tasked with mapping housing needs, analysing existing housing policies across the EU and contributing to the future implementation of the European affordable housing plan.

On 24 March 2025, Parliament’s Special Committee on the Housing Crisis hosted a conference with the Commission to discuss ways to ensure EU citizens can access affordable housing.

The conference launched&nbsp;the public debate on affordable housing and its findings will help inform a Parliament report on the topic, expected to be presented later this year.&nbsp;

The work of CONT committee&nbsp;involves controlling and monitoring the correct, targeted use of the budget (some EUR 166 billion in 2019). The main responsibility for budget management lies with the European Commission, which distributes the lion's share of the funds. Some 80% of the money goes to the Member States, around 13% is invested around the world, and roughly 7% is spent on administration.

The Committee on Budgetary Control is supported in its work by the European Court of Auditors (ECA) in Luxembourg. The remit also covers the European Anti-Fraud Office (OLAF) and the European Investment Bank (EIB). CONT is also involved in all legislative procedures concerning issues relating to the proper management of the budget and the safeguarding of the EU's financial interests. The Committee is also committed to having a robust European Public Prosecutor's Office.

The constitutive meetings of the European Parliament's standing committees and subcommittees take place in Brussels on 10 July 2019, following the appointment of their members in the plenary sitting of 3-4 July. During the meetings, each committee and subcommittee will elect its respective bureau, made up of a Chair and Vice-Chairs, for a two-and-a-half year mandate. The newly set up committees will then start holding their regular meetings during the week of 22 July.

The European budget supports citizens, farmers, researchers, businesses and regions across Europe and beyond. It has proven&nbsp;essential for improving the lives of Europeans. Together with NextGenerationEU, it helped overcome a pandemic and energy crisis, while saving millions of jobs during lockdowns and investing in our clean and digital future. The EU budget also provided unprecedented support to Ukraine and the security of Europe, in the face of Russia's war of aggression.<a name="_Hlk189216671"></a>

Next long-term budget&nbsp;will start in 2028. Parliament adopted a&nbsp;<a data-analytics-event-attached="true" href="https://www.europarl.europa.eu/doceo/document/TA-10-2025-0090_EN.html" rel="noopener" target="_blank">resolution</a>&nbsp;on the future MFF during its May 2025 plenary session, asking for a “significantly more ambitious” budget, and arguing that the current spending ceiling of 1% of the EU-27’s gross national income is not enough. MEPs also rejected the Commission’s idea of replicating the Recovery and Resilience Facility’s "one national plan per Member State" model in the EU’s new long-term budget. Instead, they demand a structure that ensures transparency and parliamentary accountability, and involves regional and local authorities.

The decision on the next long-term EU budget requires unanimous agreement among member states and must also be backed by Parliament, by a majority of its component members.&nbsp;

The progress of&nbsp;digital transformation&nbsp;has inevitably led to new cybersecurity threats.&nbsp;Also the COVID19 crisis has again exposed the cyber vulnerabilities of some critical sectors, in particular healthcare, while teleworking and social distance has increased our dependency on digital technologies and connectivity.

As&nbsp; a consequence, in December 2020 the European Commission launched a new EU Cybersecurity Strategy&nbsp;to make physical and digital critical entities more resilient.

The agreed text&nbsp;sets tighter cybersecurity obligations in terms of risk management, reporting obligations and information sharing. The requirements include incident response, supply chain security, encryption and vulnerability disclosure, among other provisions.

&nbsp;​​​At a critical time for Ukraine and European security, the EU is committed to becoming more responsible for its own defence and better equipped to act and deal autonomously with immediate and future challenges and threats, including Russia’s war and its repercussions on European security, which constitute an existential challenge for the EU. The common security and defence policy (CSDP) is an integral part of the EU’s common foreign and security policy (CFSP). The CSDP is the main policy framework through which Member States can develop a European strategic culture of security and defence, address conflicts and crises together, protect the Union and its citizens, and strengthen international peace and security. As a result of the tense geopolitical context, the CSDP has been one of the fastest developing policies over the last 10 years.

Priorities of the Danish Presidency

In two debates on Wednesday morning, MEPs assess the outcome of June’s EU summit with Presidents Costa and von der Leyen. On Tuesday morning, they will  and look ahead to the EU-China summit.

At their meeting in Brussels, EU heads of state or government focussed on ways to bolster EU competitiveness. They also discussed how the EU can continue supporting Kyiv against Russia’s aggression, with Ukrainian President Volodymyr Zelenskyy, how to strengthen the EU’s defence capabilities, and the EU’s response to the escalation in the Middle East. Leaders also discussed migration and the situation in the Western Balkans.

MEPs assess the latest developments in the Middle East, in particular in Iran, and what the EU can do to help restore peace.

Parliament reviews the latest events in the region, including the US airstrikes against Iranian nuclear facilities at the end of June 2025, and Israel’s earlier attacks on Iranian targets, which led to Iran launching missiles at Israeli cities. In a plenary debate on 16 June, the EU High Representative, Kaja Kallas, said that Iran, as the main source of regional instability, must never be allowed to acquire a nuclear weapon. She also defended diplomacy as the best way to address Iran's nuclear programme in the long run.

MEPs are also expected to repeat their calls for an end to the deplorable humanitarian situation in Gaza, for a new ceasefire between Israel and Hamas, and for a hostage release agreement.

On Tuesday, MEPs adopt their opinion on Bulgaria’s bid to become the newest member of the euro area from 1 January 2026.

The Economic and Monetary Affairs Committee adopted a favourable opinion on 24 June, with 46 votes in favour, 3 against and 5 abstentions. This opinion has now been tabled for a vote in plenary.

With Bulgaria joining the euro area, 21 of the EU’s 27 member countries will have the euro as their currency.

EU-China relations

In a debate with Council and Commission, MEPs outline their expectations for the upcoming EU-China summit, set to take place in China in July and which will mark 50 years of bilateral diplomatic relations. They will also discuss how to tackle China’s critical raw materials export restrictions. Plenary will vote on a resolution on the latter on Thursday.

Following the tabling of a motion of censure against the European Commission, plenary holds a debate and the subsequent vote on Thursday. 

According to Parliament’s Rules of Procedure, a motion of censure in respect of the Commission may be submitted to the President by one 10th of the component Members of Parliament, i.e. 72 MEPs.

President Metsola announced on Wednesday to the Conference of Presidents (a meeting of the European Parliament President and political group leaders) that an admissible motion had been filed, and asked group leaders to inform their members. The plenary debate - one round of political group speakers - is scheduled for Monday, and the vote, by roll call, will take place on Thursday. To be adopted, a motion must secure a two-thirds majority of the votes cast, representing a majority of the component Members of Parliament.

On Monday, Parliament President Roberta Metsola makes a statement on the 30th anniversary of the Srebrenica genocide, the  largest mass murder in Europe since World War II.

Her speech will be followed by interventions from a speaker from each political group.

The massacre in Srebrenica took place in July 1995, when around 8,000 Bosnian Muslims were murdered by the Bosnian-Serb army . The victims were mostly men, ranging from teenagers to the elderly. In 2007, the International Court of Justice ruled that the atrocities at Srebrenica constituted genocide. 

Bosnian-Serb army commander Ratko Mladić was given a life sentence after UN courts convicted him of genocide, crimes against humanity and war crimes in 2017.

Plenary preparations. Political groups will prepare for the 7 - 10 July plenary session, where MEPs will review the June European Council and look ahead at the upcoming EU-China summit. They will debate the priorities of the Danish Council Presidency which starts on 1 July with Prime Minister Mette Frederiksen. MEPs will also discuss the situation in the Middle East, in particular developments in Iran, the security of energy supply in the EU, as well as the EU’s preparedness in light of the upcoming wildfire season. They will debate and vote on the EU accession progress of Georgia, Albania, Bosnia and Hercegovina and North Macedonia. There will also be votes on Bulgaria’s adoption of the Euro on 1 January 2026, and on the human cost of Russia’s war against Ukraine and the urgent need to end Russian aggression.

The Marisa Bellisario Award, often called the "Oscar for Women" in Italy, is a prestigious Italian award presented annually to women who have excelled in various fields like management, science, the economy, and social life, both nationally and internationally. It was established in 1989 in memory of Marisa Bellisario, a pioneering female manager. The award ceremony takes place in Rome. 
The award is given by the Marisa Bellisario Foundation and Confindustria, and it recognizes women who have made significant contributions and achievements in their respective fields.

HOUS mission to Vienna

The European Commission is the executive body of the European Union. Under the Treaties, its tasks are to 'promote the general interest of the Union', without prejudice to individual Member States, to 'ensure the application of the Treaties' and measures adopted under them, for instance through taking infringement measures against Member States who do not correctly implement EU legislation, and to 'execute the budget'. It also holds a near monopoly on the right of legislative initiative, alone proposing virtually all EU legislation to the European Parliament and the Council of the EU. The College of Commissioners is currently composed of 27 individuals: the President, Ursula von der Leyen, 6 Executive Vice-Presidents and 20 Commissioners. The Executive Vice-Presidents have a dual role; they manage a specific portfolio and coordinate efforts across the main priorities of the Commission's political agenda. The other Commissioners are each responsible for a specific policy area, working under the guidance of the Executive Vice-Presidents. The table below shows for each Commissioner the Vice-President(s) guiding work on their portfolio (in certain cases, Commissioners work directly under the guidance of the President).

European Commission: Political make-up of the College of Commissioners

The Council of the European Union – often referred to as the Council of Ministers, or simply the Council – forms one part of the legislature and the budgetary authority of the Union. The Council and European Parliament together adopt much of the EU's legislation and the Union's annual budget, on the basis of proposals put forward by the executive, the European Commission. The Council also takes decisions on specific areas of EU action, in particular in common foreign and security policy (CFSP), where it seeks to coordinate Member States' positions, and concludes – subject to the consent of the Parliament – international agreements, usually negotiated by the Commission on the basis of a mandate from the Council. The Council of the EU is distinct from the European Council, which is a separate institution made up of the Heads of State or Government of the Member States. The European Council is responsible for defining the general political directions and priorities for the Union, but does not have formal legislative functions.

Rotating presidency of the Council of the European Union

As every year, two annual procedures are central to the budgetary work of the European Parliament and the other institutions – agreeing on the 2026 budget, and granting discharge for the implementation of the 2024 budget. In addition, in 2025, the process of agreeing the next multiannual financial framework (MFF) for the years from 2028 will also get under way. This timeline sets out the main steps in the three procedures up to end 2025.

Timeline for the three key EU budgetary procedures up to end 2025

The widespread use of military drones spans reconnaissance, strikes, logistics and naval operations, with both state and non-state players increasingly relying on unmanned systems. The European Union (EU) has prioritised drone development and countermeasures, funding and coordinating research and capability development through the European Defence Fund and Permanent Structured Cooperation. The EU is also fostering synergies between the civilian and the defence sectors, addressing strategic dependencies and collaborating with NATO. Meanwhile, drone regulation remains fragmented: civilian drones are subject to comprehensive EU rules, while military drone use falls under international law. The European Parliament has called for transparency, adherence to international law and a ban on LAWS, while supporting defence innovation and proposing an EU drone package to stimulate joint procurement and industry participation.

Enforcement of the Digital Markets Act is under way. The European Commission has launched formal proceedings against three major providers of core platform services. The Commission's preliminary findings suggest breaches of EU rules. To date, two of these preliminary findings have been confirmed, resulting in non-compliance decisions and fines for the companies in April 2025.

Pollination is a fundamental process for the survival of our ecosystems and ultimately, of our planet. Nearly 90 % of the world's wild flowering plant species depend on pollination, along with more than 75 % of the world's food crops and 35 % of global agricultural land. Without pollination, many interconnected species and processes functioning within the ecosystem would collapse.

EU competence does not extend to recognition of marital or family status. In this area, national regulations vary, with some Member States offering same-sex couples the right to marry, some allowing alternative forms of registration, and others not providing any legal status for same-sex couples. Same-sex couples may or may not have the right to adopt children and to access assisted reproduction. Combating discrimination has become part of EU internal and external policies, and is the subject of numerous resolutions of the European Parliament.

Russia's war on Ukraine has been a wake-up call for many EU Member States' defence budgets. Rising from €218 billion in 2021 to €326 billion in 2024, a further increase of at least €100 billion is projected by 2027. Despite these significant increases, most experts note that current geopolitical developments will require much more.

For the European Union to compete globally while continuing to ensure progress in environmental, social and fundamental rights, more strategic and collective action is imperative. EU businesses could harness the full potential of the single market and economic and monetary union and challenge competitors in fast-growing and future-oriented economic activities such as digital and clean energy production. This study finds that, compared to a situation where Member States act alone, a coordinated approach at EU level could bring an additional 0.9 % of GDP in 2035. A more ambitious integrated approach could be even more positive, with a benefit estimated at 2.6 % of additional GDP in 2035.

Cost of non-Europe in strategic innovation

Poverty has many dimensions. Following recent crises, not least the COVID-19 pandemic and the cost-of-living crisis, some of poverty's known dimensions have evolved while new forms have emerged. Addressing poverty remains mainly the responsibility of EU countries' governments acting in complex national social settings. The EU meanwhile seeks to coordinate Member States' efforts and offers support in the form of funding and data. The new European Commission is stepping up efforts to meet the EU's poverty reduction targets.

Rare diseases, though seldom recognised and frequently misdiagnosed, affect approximately 36 million people in the EU. Despite their significant collective prevalence, patients with rare diseases are often overlooked by healthcare systems, facing challenges in diagnosis, treatment, and access to advances in research. Researchers are increasingly using networks to share their findings and make better progress, giving new hope to patients.

Batteries are vital to the EU’s clean energy transition, industrial future, and strategic autonomy. While the sector benefits from strong R&D support, it faces challenges such as reliance on third countries, high costs, and competition from regions with lower environmental standards. Sustainable value chains and recycling could help, but uncertainty remains over the EU’s ability to meet future demand. Rising costs, market slowdowns, and gigafactory setbacks, including Northvolt’s collapse, raise concerns. To secure a resilient battery supply chain, the EU focuses on strategic coordination, regulatory frameworks, and funding, offering key lessons for industrial policy.

The digital information sphere has become the main space for public debate, shaping opinions and access to information. In the past decade, it has also become a geostrategic battleground, with authoritarian states manipulating public opinion to weaken democracies. At the same time, corporate rivalry over emerging technologies, particularly AI, has intensified. AI-driven disinformation poses growing risks to democratic information ecosystems. Strengthening information integrity is crucial to safeguarding human rights and freedom of expression. Multilateral efforts to enhance resilience align with the EU’s planned European Democracy Shield, building on existing measures and fostering new partnerships.

The European elections are the largest transnational elections in the world. There are some common rules that apply in all EU countries but many details vary by country.


Election days range from Thursday 6 June to Sunday 9 June and it is up to each country to decide when and how they organise the vote.


The number of MEPs elected varies between countries: bigger countries get more seats than smaller ones. Due to changes in the size of the population, some EU countries will get extra seats in the upcoming elections compared to the outgoing Parliament. In total 15 seats will be added.


There are also differences in other aspects of voting, for example regarding the minimum voting age or the rules about voting from abroad.
