EPTV visits Sheffield, a UK city sharing its wealth of experience in resettling refugees who have fled persecution, violence and conflict across the globe.

The most vulnerable refugees  in their country of origin

benefit from specific treatment  defined by the United Nations.

We focus on those known as  resettled people.

Today certain cities and regions of the EU

are sharing their experience  of refugee resettlement.

In Sheffield, UK,  the practice has existed for 10 years.

Pierre is originally from  the Democratic Republic of Congo.

Resettled in Sheffield at the age of 34,  he spent six years in a refugee camp.

I want to stay here  because I want to learn English.

After that I want  to go to university to study.

Because afterwards  I want to look for work

so I can earn money  for my family to live on.

My name's Fatuma Yussuf Yassin.  My age is 22.

I was born in Dadaab at Camp Ifo  in Kenya, a refugee camp.

I came to this country at the end of 2010.  I stayed 19 years in the camp.

When you wake up, there's nowhere  to go. You have to stay in the camp.

You can't go to Nairobi  or Garissa or anywhere,

You wake up, get breakfast.  If you go to school, you go to school.

If not, you stay home.  It's a difficult life in there.

Like over 700 refugees in nine years,  Fatuma and her family

benefited from Sheffield's  resettlement programme.

the city offers accommodation,  medical care, English lessons,

Fatuma has found a job  caring for elderly people.

Today her social worker is visiting her  as she's also studying.

When we came to this country  I didn't know how to go to the bus stop,

I didn't know where to go,  if I should go up the stairs,

They came with us, walking around  and explaining things.

If you want to go back to your house,  you go this way.

If you need the job centre,  this bus will drop you there.

If you want to go to the hospital,  this bus will drop you. This is your GP.

What they did for us was really helpful.

This personalised approach  isn't possible for all refugees.

In order to be resettled,  they must be victims of torture,

or have specific legal or medical needs.

In 2010, 4,700 refugees were resettled  in Member States of the Union,

Since January 2013 a special fund  has existed for the European Union.

It pays 4-6,000 euros per refugee  resettled in the host Member State.

We have to modulate the way  in which we give cash to countries.

Some countries have a long tradition  of resettlement

and what we want is for new countries  to join that tradition.

When we started this work,  only ten countries out of 27

were doing resettlement of refugees.  Now it's 13 countries but we want more.

Back to Sheffield. City officials are taking  part in the European SHARE programme.

As a former industrial city,  Sheffield is traditionally Labour.

from Munich and some  surrounding cities back in October

and we've got visits planned every month  through till September.

So we'll be receiving delegates and  showing them how we do resettlement

and letting them focus on their interests.

In the German delegation, they were keen  on education and our education model.

In Sheffield, the welcome seems efficient.

But its practices  aren't necessarily suited

to all European cities,  especially in a time of crisis.

The help given only covers  25-50% of the resettlement costs.
