SOUNDBITE (English), Jerzy Karol BUZEK, EP President, Let me say that timing for such a discussion is very appropriate.Timing-why?The Lisbon Treaty means: Importance of the EP and importance of community methods, represented by EP.We must know our responsibility if we talk about the single market. It means our responsibility because we are responsible for community methods, especially after the Lisbon Treaty.

SOUNDBITE (English), Jerzy Karol BUZEK, EP President, Let me only say that of course our single market during the first decade was a great achievement, they say some 877 Billion added in the European Union extra prosperity to end a half million jobs between 92 and 2003, its a great achievement.

SOUNDBITE (English), Mario MONTI, Professor of Bocconi University, In my consultations throughout Europe I have found as I was saying some minutes ago to president Busek that the single market is less popular than ever and at the same time it is more needed than ever. So obviously something has to be done. In front of this situation there are only two options open: one is what I call the defensive option in my report, witch would say: ok if the single market is becoming more and more unpopular lets try to be less bold, more understanding in the enforcement of the single market, so there will not be many critical reactions. And let us think twice before proposing new initiatives to complete the single market.

SOUNDBITE (English), Mario MONTI, Professor of Bocconi University, The option that I propose in my report is a proactive option witch says that we need more competition not less competition, we need more enforcement not less enforcement not less enforcement. But how can we achieve this concretely if there are widespread concerns on the single market? So we need - this is the essence of the political initiative in my view - we need to identify to understand each of the concerns and to either explain that they are not well founded - this may be the case on occasions - or to the extend that we come to the conclusion that they are not completely unfounded than we need to find policy solutions to this.
