Every September, the President of the European Commission comes to the European Parliament to discuss with MEPs what the Commission has done over the past year, what it intends to do in the coming year and its vision for the future in the State of the European Union debate. Nine months before the next European Parliament elections on 6 - 9 June, President Ursula von der Leyen outlines her Commission’s priorities from now until the end of its mandate. She focuses on a stronger and more resilient European Union, on the EU’s continued support for Ukraine in its war against Russia’s aggression, on energy security and EU energy independence, the EU’s twin green and digital transitions, and on protecting core EU values. Following Russia’s unilateral decision in July to terminate the Black Sea Grain Initiative, which allowed agricultural products to be exported from Ukrainian ports, transit through the Solidarity Lanes established in states bordering Ukraine is expected to increase significantly (from three to five million tonnes of commodities per month). Almost all of the exported commodities via these corridors remain on the EU market due to the high transport costs for re-export. MEPs debate with the Commission the impact of Ukrainian grain exports on EU farmers after Russia’s withdrawal from the Black Sea Grain Initiative.

MEPs debate the EU’s international commitments and the risks of compromising the EU’s green transition. The European Green Deal was presented by the EC in 2019. Its purpose is to transform the EU into a modern, resource-efficient and competitive economy, ensuring zero net emissions of greenhouse gases by 2050, economic growth decoupled from resource consumption, and with no one and nowhere left behind. Parliament debates the risks of compromising the EU’s green transition and the EU’s international commitments including those under the Paris Agreement on climate change and the UN Biodiversity Agreement, the latter of which seeks to protect 30% of the earth’s lands, oceans, coastal areas and inland waters. MEPs call on the EU to boost its food security and strategic autonomy. In the light of the Russian war of aggression against Ukraine and the impact of the COVID-19 pandemic, the draft text calls for the use of the EU’s strategic food stocks, a protein and feed strategy to allow farmers to become less reliant on third countries, new breeding techniques to decrease the use of synthetic fertilisers and pesticides, and investments in digital technologies in agriculture. It also demands a dedicated EU programme for water management, the reduction of food waste and reciprocity in trade of agricultural products with third countries. Ensuring food security and the long-term resilience of EU agriculture: MEPs debate

The joint debate will address various topics, focusing on the recent destruction of the Nova Kakhovka dam. This dam was located in an area of southern Ukraine controlled by Russian forces and Kyiv and Moscow have been blaming each other for the destruction. Due to the dam collapse and subsequent massive flooding, thousands of people from nearby communities have been evacuated. High-level UN officials have warned of the grave and far-reaching humanitarian and ecological consequences. MEPs will also outline their view on how to sustainably reconstruct Ukraine and integrate it into the Euro-Atlantic community. Second part of the debate.
