Twelve COD LEX texts are scheduled to be signed on Thursday, 11 April 2024, by President Metsola and Ms Hadja LAHBIB, Minister of Foreign Affairs, European Affairs and Foreign Trade and the Federal Cultural Institutions, with the exception of two files which will be signed by Ms Valérie DE BUE , Minister for the Civil Service, Tourism, Heritage and Road Safety (Government of Federation Wallonia-Brussels), and Mr Benjamin DALLE, Minister for Brussels, Youth, Media and Poverty Reduction (Flemish Government), on behalf of the Belgian Presidency.

MEPs vote on the following topics: Lagodinsky (A9-0027/2024) - Request for waiver of the immunity of Ioannis Lagos; Dzhambazki (A9-0028/2024) - Request for waiver of the immunity of Georgios Kyrtsos; Cicurel (A9-0029/2024) - Request for waiver of the immunity of Eva Kaili; Vitanov (A9-0410/2023) - Execution of driving disqualifications with a Union-wide effect; Ernst (A9-0361/2023) - Amending Council Decision 2009/917/JHA, as regards its alignment with Union rules on the protection of personal data; Zalewska (A9-0311/2023) - Waste electrical and electronic equipment (WEEE), Ijabs (A9-0254/2023) - Measures for a high level of public sector interoperability across the Union (Interoperable Europe Act); Aguilera (A9-0301/2023) - International Commission for the Conservation of Atlantic Tunas (ICCAT): amendments to the management, conservation and control measures applicable in the Convention Area.

While international diplomatic efforts are underway to address the Gaza conflict and prevent it from escalating into a regional crisis, the Israeli government has expressed its determination to end Hamas' rule in Gaza. MEPs vote on the following subjects: Setting up of four interparliamentary delegations; Foodstuffs for human consumption: amending certain 'Breakfast' Directives; Fees and charges payable to the European Medicines Agency; Recognition of professional qualifications: nurses responsible for general care trained in Romania; Authorisation addressed to France to negotiate a bilateral agreement with Algeria on matters related to judicial cooperation in civil and commercial matters; Authorisation addressed to France to negotiate a bilateral agreement with Algeria on matters related to judicial cooperation concerning family law matters; Partial renewal of Members of the Court of Auditors; EC/Kiribati Fisheries Partnership Agreement (2023-2028); Minimum requirements on minimum breaks and daily and weekly rest periods in the occasional passenger transport sector; and other topics.

MEPs debate on their position on rules to protect journalists, activists, academics, artists and researchers against legal actions aimed at silencing them. The draft directive provides minimum standards of protection from lawsuits against public participation (SLAPP) in the EU through early dismissal of these cases, obliging the claimant to cover the costs of proceedings and not recognising third country judgements. The rules should apply in cross-border cases when the claimant and defendant are not based in the same country as the court or when the case is relevant to more than one member state and the disputed work can be accessed electronically. MEPs are also set to call on member states to ensure that SLAPP victims get legal, financial and psychological assistance.
