Nine months before the next European Parliament elections on 6 - 9 June, President Ursula von der Leyen outlines her Commission’s priorities from now until the end of its mandate. She focuses on a stronger and more resilient European Union, on the EU’s continued support for Ukraine in its war against Russia’s aggression, on energy security and EU energy independence, the EU’s twin green and digital transitions, and on protecting core EU values. Following Russia’s unilateral decision in July to terminate the Black Sea Grain Initiative, which allowed agricultural products to be exported from Ukrainian ports, transit through the Solidarity Lanes established in states bordering Ukraine is expected to increase significantly (from three to five million tonnes of commodities per month). Almost all of the exported commodities via these corridors remain on the EU market due to the high transport costs for re-export. MEPs debate with the Commission the impact of Ukrainian grain exports on EU farmers after Russia’s withdrawal from the Black Sea Grain Initiative.

The Committees on Industry, Research and Energy (ITRE) and the Committee on Culture and Education (CULT) hold a joint public hearing with Ms Iliana IVANOVA, Commissioner-designate for innovation, research, culture, education and youth. They also discussed security and defence cooperation, the economic situation in the EU, as well as relations with China and the upcoming leaders’ meeting with Latin American and Caribbean states. MEPs discuss Poland’s revision of its electoral law as well as the new administrative body that threatens civil rights. MEPs had a first discussion during the May II plenary session on the Polish government’s so-called “State Commission for the examination of Russian interference in the internal security of Poland” from 2007-2022. This Commission, created in May 2023, raises serious concerns in terms of conformity with EU law, as it is an administrative body with the power to bar individuals from public office. Furthermore, MEPs focus on the recent judgement of the Court of Justice of the EU, which confirms that Polish justice reform of December 2019 that set up the Disciplinary Chamber for judges infringes EU law - a position that Parliament has repeatedly upheld. The International Criminal Court’s decision to issue an arrest warrant for Russian President Vladimir Putin and for Maria Lvova-Belova for war crimes of unlawfully deporting and transferring Ukrainian children from the occupied areas of Ukraine to the Russian Federation debated by MEPs. MEPs debate on the reform of Emissions Trading System including for aviation and the maritime sector, the Carbon Border Adjustment Mechanism and a new Social Climate fund. In particular, during the debate they discuss deals reached with EU countries in late 2022 on several key pieces of legislation that are part of the “Fit for 55 in 2030 package”. This is the EU’s plan to reduce greenhouse gas (GHG) emissions by at least 55% by 2030 compared to 1990 levels in line with the European Climate Law.
