Parliament hold urgent debates on human rights, judicial independence and rule of law topics, in particular on the case of Dr Gubad Ibadoghlu, imprisoned in Azerbaijan. Mr Ibadoghlu was arrested on 23 July 2023 on counterfeiting charges and remains in detention, reportedly with limited access to food and vitally needed medication, subject to humiliating treatment and strict limitations of contacts with his family and lawyer, in violation of his fundamental rights.

Arrested by the morality police on 13 September 2022 for allegedly ignoring Iran’s strict veiling laws, Jina Mahsa Amini died in a Tehran hospital three days later following physical abuse while in custody. Her death sparked protests that spread around the country with at least 500 people killed after the Iranian authorities clamped down on the demonstrations with brutal force. The Parlamentarians discuss the strengthening of EU cooperation with Tunisia on migration. Following an increase in arrivals of migrants by boat from Tunisia via the Central Mediterranean route, MEPs will with the Spanish Council Presidency and the Commission the recent memorandum of understanding between the EU and Tunisia. MEPs are expected to raise questions about the scope of the cooperation and its legal status. They are also interested in the measures to fight smuggling and to improve cooperation on search and rescue at sea.

MEPs debate on new rules to incentivise EU countries to jointly procure defence products and support the EU’s defence industry. The new regulation, already agreed with member states, establishes a short-term instrument to boost the European defence industry through common procurement (EDIRPA) through to 2025. The tool should help member states address their most urgent and critical defence needs, especially those which have been exacerbated by the transfer of defence products to Ukraine, in a voluntary and collaborative way.

MEPs debate the 2022 Report on Bosnia and Herzegovina (BiH) m by the Committee on Foreign Affairs (AFET). The report welcomes the European Council's decision to grant candidate status to BiH in the context of a changed geopolitical reality, on the understanding that a number of steps are taken to strengthen the country’s readiness for accession negotiations; reiterates its clear support for BiH’s EU integration, grounded in unity, sovereignty, and territorial integrity. The report also recognises the importance of the Western Balkans in the EU’s enlargement policy, and urges the EU to accelerate the accession process for BiH, based on its own merits. MEPs debate
