During the plenary session (9-10 October 2019) of the European Parlliament in Brussels, MEPs debate and vote on a resolution on the EU long-term budget for 2021-2027 and the reform of the EU’s own budgetary resources. In the draft resolution, MEPs say they want the new MFF to go beyond what was previously planned on climate action, to reflect the European Green Deal promised by Commission President-elect von der Leyen. MFF; Time to meet citizens' expectations: extracts from the debate

SOUNDBITE (English), Tytti TUPPURAINEN, Finnish Minister for European Affairs, We can see the positive results of these investments across the Union and they will continue to foster confidence and support transition towards a sustainable agriculture. Rural development funding plays a crucial role here. One of the great challenges of our time is the climate change. We already see its impact on our environment and it is set only to worsen if we do not step up our efforts.

SOUNDBITE (English), Tytti TUPPURAINEN, Finnish Minister for European Affairs, On climate, Member states seem to support the 25 percent mainstreaming target even if some see it as the maximum and others as the minimum. Further to use climate target and energy transition aiming for carbon neutrality as a residency we see the there is the need for a fund to facilitate fair transition towards carbon neutrality. The MFF will also better support innovation and research at a time when societies undergo massive changes due to digital transformation. 

SOUNDBITE (English), Tytti TUPPURAINEN, Finnish Minister for European Affairs, On new resources not recycled plastic packaging waste proposal seems to gain the strongest support and a positive approach from the majority of Member States. As far as new own resources are concerned we need to keep in mind that also here a consensus between all Member States is needed.

SOUNDBITE (English), Johannes HAHN, Commissioner-designate, Budget and Administration, In practice this would require mostly much higher targets within the Common Agricultural Policy. The European Regional Development Fund and Cohesion Fund because of the critical mass in the budget.

SOUNDBITE (Portuguese), Margarida MARQUES (S&amp;D, PT), We want the creation of a new mechanism to protect the EU budget whenever the rule of law is not respected. We are pleased to see the political commitments that Mrs. Von der Leyen has made in terms of additional initiatives. But we reiterate that if you have new initiatives we need new money.

SOUNDBITE (French), David CORMAND (Greens/EFA, FR), We call for the FTT, a carbon tax and kerosene tax. We cannot simply stay with the status quo. This is not business as usual. We need a new deal with the Member States. For every 2 Euros collected from those taxes that Member States are not securing, one Euro should go to the State coffers and the other should go into the EU budget to support green investments that we very much need.

SOUNDBITE (Polish), Bogdan RZO&#323;CA (ECR, PL), This resolution should allow us to move to negotiations as soon as possible. On the subject of own resources, I remind you that all new initiatives need to be in line with the Treaty on the Functioning of the European Union. Each new initiative should not hurt the beneficiaries retrospectively.
