A long-term budget wired for growth  and adaptable to big economic lurches.

This is what MEPs demand  of the EU's 2014-2020 budget.

It's known as the Multiannual  Financial Framework, or MFF,

Some Member States view the MFF  as an extravagance to be minimised.

The EU isn't allowed to raise  its own revenue

but some MEPs demand new means  to increase the budget.

Let's accept that national contributions  can't finance it,

but own resources are the way  to increase the budget.

It's a year since Ollanta Humala, former  senior army officer and failed coup leader,

He swung through Parliament  to address MEPs

at a time when they are demanding  the EU exert more pressure on Peru

to fix long-running problems:  corruption, violence and poverty.

In this case, preventive measures  should consist of more investment

We need to have more investment  in programmes to better protect the region.
