SOUNDBITE (Spanish), Juan Fernando L&#211;PEZ AGUILAR (S&amp;D, ES), The Charter is for the future legislative work of this Pareliament jointly with the COuncil of Ministers following the entry into force of the Treaty of Lisbon, it is fundamezntal for the European edifice , the protection of Human Rights , fundamental rights as guaranteed by the Judicial power of the EU, the Eu Court of justice, but also by the Member States own judicial powers in an interactive dialogue among the different judicial systems of the EU.

SOUNDBITE (English), Viviane REDING, European Commissioner for Justice, Fundamental Rights and Citizenship, The key objectives here, is to render as effective as possible the rights enshrined in the Charter for the benfit of all the people living in the EU.

SOUNDBITE (English), Viviane REDING, European Commissioner for Justice, Fundamental Rights and Citizenship, My first priority is to ensure that the EU is beyond all reproach when making legislation and this should start at the very begining of EU law making when the Commission prepares a propoposal.

SOUNDBITE (English), Viviane REDING, European Commissioner for Justice, Fundamental Rights and Citizenship, I intend to reinforce the fundamental rights dimension of the impact assessment so impact assessment should identify which fundamental rights could be affected and assess systematically the impact on these rights of each envisaged policy option.

SOUNDBITE (English), Viviane REDING, European Commissioner for Justice, Fundamental Rights and Citizenship, When I say that I mean it should not only happen at the Commission it should also happen on the Council when for instance in criminal law the Council wants to make a proposal , normally there is no impact assesment of any sort for the time being , well I think the EP should insist that there will be too, one normal use impact assemssment and the second one on the Fundamental Rights.

SOUNDBITE (English), Viviane REDING, European Commissioner for Justice, Fundamental Rights and Citizenship, We have to ensure compromises in the Council and in the EP are checked oif there are in conformity . This also has been highlighted by the EU Council in Stockholm programme, so we need to see at interinstitutional level how this can be achieved , how the amendments can be probably assessed and how complex compromises are not reached with diregard to fundamental rights.

SOUNDBITE (English), Viviane REDING, European Commissioner for Justice, Fundamental Rights and Citizenship, The Commission will use all the tools available under the Treaty to ensuree compliance with the Charter of the Naitonal legislation that transposes EU law and as I have already told you diruing the hearing I will not shy away from starting infringement procedures whenever necessary.
