Greek reform list: will it hit the targets?

After a month of uncertainty, Greece  and the Eurogroup have finally agreed

on an extension of the bailout until June.  Reform commitments were made.

But can the proposed measures  be implemented?

Can Greece convince its creditors  and receive further assistance?

We asked Markus Ferber  from the European People's Party

and Dimitris Papadimoulis  from the European United Left

what they make of  the Greek government's list of reforms.

It's a list that allows us to  push ahead with reforms

and gives us time to change  some of the items

in the outgoing programme  which has failed miserably.

On the one hand  this list creates more expenditure

in areas that are problematic  for all EU Member States.

If the VAT problem was under control,  Germany, too, could get €1 billion more.

tobacco taxes in the European Union  would bring in billions more.

What will happen after the four months?  Will Greece end up where it started?

That's up to the Greek government. Can  they implement the planned tax legislation?

Will they really be able to collect VAT  and income tax from the self-employed?

Will they be able to fight smuggling in a way  that generates surpluses for the state?

And will they be able to create  an investment-friendly climate

We're obliged to carry out  reforms in all areas:

public administration, taxation, the fight  against bureaucracy and corruption.

How have the Greek citizens  benefited from the EU's support?

First of all, Greece has profited  from staying in the euro.

Had the EU and the Eurozone  not helped out,

Greece would have left the euro  already in 2012

and would be in much worse shape  than it is now.

So far Europe's banks have benefited from  the programme more than ordinary Greeks.

That's why our mandate is  to change this programme

and turn austerity into growth,  an unjust distribution of money into justice.

Is there still a danger of a Grexit,  a Greek exit from the Eurozone?

and people shouldn't change  the name of my country.

'Greece' must not  be linked to a Eurozone exit.

The new Greek government has to  turn into action the words

Vague formulations will have to be turned  into concrete policy measures.

Greece and Germany's relations  are very good.

That the number of tourists visiting Greece  was the highest ever last year

is also a result of many Germans  holidaying in Greece.

That our governments' views  are sometimes different

We are against one-sided austerity.  We want the policies to change.

We are against hostility  between nations and states.

The Commission forecasts that  Greece's unemployment rate

will remain above 20% in the coming years.

Of course not. The main priority  of the new Greek government

is to turn the one-sided  austerity policy into growth,

and its main goal is to reduce the  unemployment rate, Europe's highest.

Greece will have to find  opportunities for growth.

We need a banking system  that is able to lend to small enterprises,

and a business structure  that makes job creation possible.

The new government in Athens  still has a lot to do.
