The Parliament must now have its own conclusion following this decision of the Heads of States and Governments. The important points as the External Action Service, the 2020 Agenda, and so own, we can not make more with less money. We have to have concrete proposals and we we have to see what we have to reduce, but there is silence so far.

SOUNDBITE (French), Martin SCHULZ (S&amp;D, DE), On the financial markets the rules must be the same for all, not only in the EU. The EU is ready to make the first steps making rules in Europe, but the others like the Americans, the Canadians, the Australians and other world regions will have to do the same and associates with us. For example the USA have to understand for instance that the money price loan given by the federal reserve its too cheap, and the other American banks make speculations on it. This kind of situation must come to and end. So the first message is that we have to solve out together the financial markets. Secondly the Earth needs solidarity to reduce CO2 emissions. This is a common project, and in Cancun we need to have an agreement.

SOUNDBITE (English), Rebecca HARMS (Greens/EFA, DE), I&rsquo;m not surprised that the Council is playing now this game. We have to organize a lot of savings for the Europe to spend less, but I would recommend some better ways to deal with problems on making savings on the European budget. Our Green's proposals are for example to go against the Council&rsquo;s decision on nuclear fusion. They could really make a big savings, billions of savings, if they will stop this big and unsustainable research project.

SOUNDBITE (English), Rebecca HARMS (Greens/EFA, DE), on Cancun conference, My impression about the European climate policies is that they have fallen asleep some time ago and they haven&rsquo;t been weaken up so far. Therefore is high time to increase the European climate targets, there is no way to avoid the 30% target because, if not, we will fail the targets we want to achieve globally. At the same time it's also necessary to agree in Europe, before we go to Cancun, on the prolongation of Kyoto, so the next period of Kyoto.

SOUNDBITE (English), Rebecca HARMS (Greens/EFA, DE), I understood that late last night the Heads of States agreed on the target to make the crises mechanisms permanent, and that they also agreed that this requires a treaty change. So we will check the details. I agree on the targets, I agree also that there is a kind of need for automatisms to prevent crises development in the member states. But my Green group it's still close to the proposal of Oli Rehn. We will like to se the Commission in a responsible role to discuss tight about when and how the automatism is going to work. And not the European Council and the member states in the leading position because we have the experience that they are often very too opportunistic to do these decisions.
