SOUNDBITE (French), Jean-Claude JUNCKER, President of the Eurogroup, I would like that to be a reversed qualified majority so the Council would reject the qualified majority on a Commission proposal rather than the Council having to approve a Commission decision with a qualified majority which changes everything in terms of blocking minorities.

SOUNDBITE (French), Jean-Claude JUNCKER, President of the Eurogroup, But if it is enough for a samll blocking minority produced by a few large countries to decide that despite the quality of the debate there is no binding decision which can be made I don't care about the debate, I want a debate which leads to sanctions if there are to be sanctions , so that there is a real chance, we want to discuss the Slovenian deficit differently from the French deficit, so I want the rule to change.

SOUNDBITE (English), Jean-Claude JUNCKER, President of the Eurogroup, I am not in favor of the proposal of the Commissionor the ECB saying that these sanctions should be automatic in a way that the Council of Ministers should have no say at all. I don't agree that exclusively the Commission or exclusively a kind of partisan body could decide on sanctions, that is not feasible. Governments have their say and the Parliament of course has its say.

SOUNDBITE (French), Jean-Claude JUNCKER, President of the Eurogroup, We can not write or say that the crisis resolution mechanism as its implemented follwing a EU Council decision this year will be applied to Greece because with Greece we have a mechanism which will run in 2013 and no changes will be introduced to that mechanism.

SOUNDBITE (French), Jean-Claude JUNCKER, President of the Eurogroup, Let's not start talking about a revsion of the Treaties in an unlimited fashion, That does not help us in any way; it only leads to the road of non ratification , But for all of those who don't like the Lisbon Treaty will then have the opportunity to voice their concerns that they had from the outset. So small change of Treaty will give a big reward.

SOUNDBITE (French), Jean-Claude JUNCKER, President of the Eurogroup, On Eurobonds ,I think we will have to think it over and think about setting up this mechanism it could add to or replace or make less necessary the aspects of a permanent crisis solution mechanism as I mentioned at the moment and when France and Germany say that finally the right sanction would be to withdraw voting rights from a Member State, and when you think the unthinkable I think you also got to think about more ordinary conflict solution mechanisms.

SOUNDBITE (French), Jean-Claude JUNCKER, President of the Eurogroup, As for saying that the Eurozone is the only monetary area in the world where ex-ante , a priori, and in principle, the private sector should make a contribution I think it requires a closer look, Mr Trichet said this and he is independent, normally if I don't agree with him, but France and Germany are saying the opposite to Mr Trichet and the independence of his judgment has no more value. I would like us to listen to him carefully because he knows more about the financial markets than you and me , so I would like us to lend an ear to what he has to say.
