SOUNDBITE (English), Mar&#237;a DAMAN&#193;KI, Commissioner for Maritime Affaires and Fisheries, The idea of regional bodies covering different sea basis has been widely endorsed. The form they take has yet to become clear. One thing that is clear in my mind however is that they must deliver the results we expect. We must not create new structures just for the sake of it. They must really make the difference. Our regionalisation plans should be organised around member states and involve industry, civil society, science and others, so as to adapt them as much as possible to the local reality. That is why we need the regional advice in councils with there unique axis to the expertise of fishermen and the views of civil society fully on board.

This is why I believe we need to find ways to involve the industry as an active partner in policy development and I am here to welcome your opinions about this procedure.

Instead we should have a simple storage mechanism to help fishermen get better prices for their products and to help regulate the markets.

SOUNDBITE (Portuguese), Maria do C&#233;u PATR&#195;O NEVES (EPP, PT), I would highlight, there needs to be an enhanced process of regional consultation there needs to be more participation of the regions in decisions. There need to be more representative and there needs to be a proper use of funding to insure that the powers of the regions can be fully implemented. Another point was the distinction between industrial and artisanal or small scale fishing fleets.

SOUNDBITE (Portuguese), Maria do C&#233;u PATR&#195;O NEVES (EPP, PT), When the commission referred now to the redefinition of two types of fleet, it has referred to three criteria, the definition of the vessel the number of the crew and the method of proportion. So than theses are traditional criteria and really don't any longer reflect the diversity of the European fishing fleet they are outdated. There are things like the level of technological equipment on board the vessel or the type of fishing that is undertaken. That's more relevant to the challenges that fishermen face. And at the moment there is no mention of things like that in theses criteria. So I fear, we cant expect that to be truly reforming spirit, witch at the same time we all think is necessary.

SOUNDBITE (Danish), Member of Danish Parliament, This kind of arrangements could be accompanied by changed control systems that guarantees a sufficient recording of catches on board of the vessels and in that connection we have to make certain that we link up satellite controls and the supervision of catches on board and our committee also finds that catch regulations ought to concentrate on quotas and the double regulation that exists today and that covers quotas and effort to kilo should be changed to just be quotas and gear.
