Parliament voted to back the fight against illegal immigration with dedicated extra millions in this year's EU budget. But will that be enough? We asked the rapporteur.

A budget boost for managing migration flows

As the tragedy goes on  in the Mediterranean,

the European Parliament has added  75 million euros to the 2015 budget

for the fight against illegal immigration.

Will the money be enough  to end these deaths?

Is Europe overcome  by challenges it cannot meet?

Mrs Gardiazabal, good morning.  -Good morning.

some MEPs thought 75 million  is not enough. What is your view?

It is not enough. But when the  European Commission made this proposal

we thought it would be better to have  75 million ready and approve it quickly.

And if we need more money later,  we'll do everything in our power to get it.

Among other things, the money  will be spent on creating hot spots

for receiving migrants and eventually  managing their return home.

Nothing is enough for this immigration crisis

and the pressures and wars  so close to Europe.

Refugees are fleeing death  and obviously the hot spots are not enough.

But this first package of measures  is an emergency package.

And then we need a proper immigration  and refugee plan for the long term,

What can be done  about the issue of relocation

The European Commission  made a proposal of 60,000 refugees.

It's not much, bearing in mind  the huge challenge the EU faces.

Unfortunately we haven't even managed  to make this mandatory. It will be voluntary.

The quotas were refused.  -Exactly. Mandatory quotas were refused.

European leaders  didn't manage to rise to the occasion

but let's hope that  with their voluntary intake

they'll demonstrate the solidarity  that Europe is always proclaiming.

At the last summit, Europe engaged  to conclude trade agreements

in exchange for developing  readmission policies.

Is this possible with so-called governments  like the one in Libya?

Europe may try and help these countries  to develop, and that's our main goal,

but many governments, if they can be  called that, are not prepared to cooperate.

Some states have practically disappeared

and this makes the job  even more difficult for the EU -

helping these countries develop,  ending the wars

and eliminatíng people's need  to jump into the sea

and risk their lives  trying to reach a safer zone.

So the intentions are good  but things won't change overnight.

But these emergency measures  are necessary. This is a humanitarian crisis.

And then we will need to  work with these countries in the long term.

Speaking of crises, lately  Europe has been facing huge challenges

like immigration, Brexit,  the Greek crisis, terrorist threats...

Is Europe beginning to be overcome  by challenges it is unable to rise to?

It's true that these are difficult times  and Europe faces many challenges

but I hope Europe and its leaders are able  to prove their greatness and respond.

We left the World War II behind by making  agreements. That's how the EU was born.

And I refuse to believe we won't be able  to rise to the occasion this time.

I know things don't look  too promising right now,

but I trust that in the end we will  find a way for Britain to fit in

And of course to sort out the Greek crisis

which is now an Achilles´ heel for Europe.

And immigration.  These are the main challenges.
