You're a French MEP with the Socialists  and Democrats Group in the Parliament.

You know a lot about disability issues.  We'll come back to that.

The European Disability Forum is meeting  this week in the European Parliament.

But we have a rule in this programme.  One minute of questions and answers

where you must answer Yes or No.  Off we go.

was at the European Parliament  on Monday. That's a first.

France is criticised by the rating agencies.  Is that serious?

A lot is expected of France  in terms of reforms.

In your questions there was a lot  about austerity and difficulties.

There's a very important issue  to do with the budget

and that's solidarity among Member States.

Right. Before we start  our conversation about disability,

we'll watch the summary of the news  prepared this week by Caroline Grasso.

Visits by finance ministers  are continuing at the EP.

On Monday the French and German  Finance Ministers,

Pierre Moscovici and Wolfgang Schäuble,

and the future budget total of the EU  which is problematic.

MEPs also took the opportunity  to question the two ministers

on their respective  national economic policies.

led by Matthias Groote,  Chair of the Environment Committee,

went to Doha on Monday to take part in  the 18th UN Climate Change Conference.

It's a crucial meeting, since  the Kyoto Protocol, signed in 1997,

For the EU it's important to implement  the commitments made in Durban last year.

We must go further. So, more Kyoto  or not? We'll find out next week.

The crisis isn't sparing Europeans with  disabilities. There are 80 million in the EU.

On Wednesday,  the EP President Martin Schulz

opened the 'European Parliament  of Persons with Disabilities'.

MEPs and representatives campaigning  for the rights of disabled people

debated the challenges  of the coming decade

There's a big focus on the crisis  which continues to strike the weakest,

particularly people with a disability,  as we know.

An estimated 80 million people  are said to be concerned in Europe.

That's huge. There were protests  recently in Portugal

condemning the cuts in social programmes  particularly affecting people with disabilities.

You're an MEP, but you're also  Deputy Mayor of Lyon,

and you've looked after disability issues,  so you know the subject very well.

With this big conference  in the Parliament on disability,

As you said, several million people  are concerned,

and the harsher the austerity policies are,

the greater the impact on social services,  and on the most vulnerable.

because they have less access  to extended education,

My assessment is that  Europe must take action

and give the necessary and sufficient  guidelines, the analyses,

so that Member States act to ensure  that this fundamental freedom for people

of access to work and the ability  to live the life they wish is guaranteed

by social services and access  to health services in particular.

A year ago the Parliament and the Council,  the European institutions,

adopted a European Disability Strategy  for the period 2010-2020,

One year on, of course  it's too early to pass judgment.

But in the context of austerity  and budget restraints,

are you worried about the next budget  at European level?

Of course. Even though the European  Social Fund isn't directly linked

to the issue of people with disabilities,  there are...

You regret that?  -Yes, but you can't divide up policies.

I think we need a more generic view  of combating exclusion

which includes vulnerable people,  and among them people with disabilities.

But there's a risk. If the ESF...  -The ESF, let's explain.

The European Social Fund, which supports  policies of access to work and training,

some of which are intended  for disabled people.

If this social funding is cut,  there's clearly a risk for these people,

who have already had training problems,  that they won't get into a good job

and they won't have  the necessary resources

The challenges that were listed in this  European strategy for 2010-2020 are huge.

It talks about accessibility,  equality, employment...

Are there currently any practical ways  to make progress in these areas

at European level? Is that the best level?
