Inclusion of the right to abortion in the EU Charter of Fundamental Rights: MEPs debate

Plans to reduce the energy consumption and greenhouse-gas emissions from the buildings sector is debated on Monday and voted on by plenary on Tuesday. The revision of the Energy Performance of Buildings Directive, agreed with the Council in December, aims to substantially reduce greenhouse gas (GHG) emissions and energy consumption in the EU building sector by 2030, and have it achieve climate neutrality by 2050. The new rules also mean more of the worst-performing buildings will undergo renovation, and information-sharing on energy performance will be improved. New buildings must be zero-emission as of 2030, and new buildings occupied or owned by public authorities must be zero-emission as of 2028. First part of MEPs debate.

Energy performance of buildings: MEPs debate (part 1)

Amidst significant geopolitical uncertainty and threats, MEPs are set to call for decisive action to strengthen and protect the international rules-based order. EP Plenary holds a joint debate on how to strengthen European security and defence with the Council and Commission. In the draft report on the implementation of the EU’s Common Foreign and Security Policy for 2023, MEPs urge the EU to develop robust strategic alliances, to accelerate EU enlargement and reform decision-making processes in response to a new geopolitical context. Parliament also assesses the implementation of the EU’s Common Security and Defence Policy report in the context of a rapidly deteriorating global security environment. Both reports will be put to a vote on Wednesday.

Following Hamas’ deadly attack against Israel on 7 October 2023, which claimed the lives of around 1,200 people and resulted in more than 200 people being taken hostage, Israel declared war against the terrorist group. It began striking the Gaza Strip from the air, later sending ground forces into the sealed-off coastal enclave. According to the Hamas-run health ministry, more than 11,000 Palestinians, including a large number of civilians, have so far been killed. MEPs take stock of the latest developments, and discuss the regional and global implications of the renewed hostilities as well as the prospects for peace and security in the Middle East.

Key debate - Humanitarian situation in Gaza: MEPs debate (part 2)

MEPs put forward draft changes to the EU’s core rules, following up on the Conference on the Future of Europe and reacting to unprecedented challenges. The text, prepared in the Committee on Constitutional Affairs by five co-rapporteurs representing a broad majority, includes a more bicameral system, as well as granting Parliament the full right to initiate legislation and the right to co-legislate on the EU’s long-term budget. It also calls for an increase in the number of decisions taken by qualified majority in the Council. Other proposals touch upon the election of the Commission President, citizens’ participation including EU-wide referendums, and more EU powers in areas such as environment and biodiversity, security and defense, civil protection, public health, energy, and cross-border-infrastructure.
