Preventing radicalisation leading to violent extremism and terrorism: extracts from the debate

SOUNDBITE (English), Bert KOENDERS, Minister of Foreign Affairs of the Netherlands, More of this atrocities were executed by citizens who grew up in our own cities, among ourselves, among us, sometimes in a process of self-radicalization. We are faced with individuals who turned their back on our society and our universal values of individual, equality and free speech. It is not just talking about foreign terrorist fighters, foreign is now also in our own society and if we truly want to stop terrorism in its tracks, we need to show persons on the brink of radicalization that their society, our society, offers better alternatives.

SOUNDBITE (English), Tibor NAVRACSICS, Member of the EC in charge of Education, Culture, Youth and Sport, Prevention has to be our first priority, our security approach needs to be reinforced at the same time, we need to enhance capability to disturb terrorist activity, stand the flow of finance, prevent access to weapons and disturb terrorist travel. Those returning to Europe from conflict areas are of particular concern, that is why we will purpose a review of the Schengen information system and why we have proposed systematic checks at the external boarders for everyone entering and exiting the EU whether they are EU or non EU citizens.

SOUNDBITE (English), Tibor NAVRACSICS, Member of the EC in charge of Education, Culture, Youth and Sport, Police officers, youth counsellors, prisons and probation staff and teachers are the practitioners best place to identify the early warning signs of radicalization but they are also brought together to European Level trough the radicalization awareness of center of excellence. Through this network of networks more than 2400 local practitioners from all over Europe are working together. We committed a budget of 25 million euros for the next 4 years to help the network fulfil its mission. While under our internal security funds over 314 million euros is available for anti-radicalization projects for the period 2014-2020.

SOUNDBITE (German), Monika HOHLMEIER (EPP, DE), There is a whole propaganda machine of which we have to tackle and to present and we need to have penalties for these people, placing this propaganda and offering help for people who have end these networks and also need to be brought down form the internet. Some of these people are offered the prospect of becoming heroes, they are easy targets so we need to put an end to this.

SOUNDBITE (Portuguese), Ana GOMES (S&amp;D, PT), Thy are actually European citizens, people who are brought up in Europe and radicalizing within our prisons and our societies and they are being used as justification to attract other people's evoking the name of Daesh.

SOUNDBITE (Spanish), Maite PAGAZAURTUND&#218;A RUIZ (ALDE, ES), The ideology behind the requirements of fanatics generates another form of hate so it is going to be essential to find against this form of hate and it is not easy, young people need ideas which will pretend this legalization of violence against others, they need avoiding this temptation of having hate for other groups of human beings.

SOUNDBITE (Italian), Barbara SPINELLI (GUE/NGL, IT), We think about why this is happening without focusing on individual triggers, internet, prisons, schools, and what is even worse is to respond with greater surveillance on democracy with greater xenophobia and the proxy wars that targeting individual groups.

SOUNDBITE (German), Ulrike LUNACEK (Greens/EFA, AT), How can people nature such hate which leads to knife or shoot people who have different values or diversity- equal rights for migrants where they come from, what is the colour of their skin colour or sexuality.
