Following up on the 22 May meeting between Facebook founder Mark Zuckerberg and Parliament’s political leadership, MEPs hold a second public hearing with Facebook representatives (the first was on 4 June) to look into ensuring data protection and preventing illegal use of data in the European Parliament in Brussels. Civil Liberties Committee Chair Claude Moraes (S&D, UK) said: "Following a request from the Chairs of the four Parliamentary Committees concerned, which had been adopted and defined by all political groups in the European Parliament, we had expected to hear from other speakers. It is with reluctance, therefore, that we will now hear from public policy team members proposed by Facebook. It will be up to Members to see if Facebook's answers will be sufficient, convincing and trustworthy."

Facebook/Cambridge Analytica case - Use of Facebook users' data by Cambridge Analytica and impact on data protection: extracts from the hearing

We recognise that the GDPR is a law that was created by Europeans and its reflects the unique history and culture of Europe , we also recognise that there are countries outside of Europe they have emerging day protection frameworks as well , and their law reflect their unique histories and cultures and we want to be responsive to those as well.

We think that we do a lot to ensure that there is transparency around the adds we run and that people had control.

During the 2016 US election foreign actors took advantage of open online platforms like Facebook to divide people and to spread fear, uncertainty and doubt. At Facebook we were too slow to respond to this threat, focus instead on traditional tags like fishing in malware . While we cannot turn back the clock, we can make sure that the same kind of attack does not happen again and we are taking his responsibilities very seriously.

Facebook has the information that would enable us to judge this, but so far it has refused to hand over material relating to this to the UK Parliament. There is evidence that the data stolen from Facebook was used to create profiles of modern voters who were then bombarded by propaganda adverts funded by both "Vote Leave" and 'BeLeave'.

As I said would we continue to cooperate and provide as much information as we can to help the Parliamentary committee and its enquiry.

SOUNDBITE (English), Max SCHREMS , Austrian lawyer, privacy activist , campaigns against Facebook for privacy violation, Facebook has sent data as Facebook Ireland to an app that was at the time to my understanding in the UK. So the sending out by Facebook is relevant for GDPR for the directive before. There was no consent and there was no weight of Facebook to ever control of this app does with the date. That was exactly the two points that later turned out in Cambridge Analytica to be exactly the problem.

At the time there 20 million installs per day according to Facebook , so the debate about the fact that there was just one app and it didn&rsquo;t use European data is simply wrong. There were 20 million installs and some other data sets will have done that. To give you an example we programmed an app to sue Facebook in a class section. I've got 25,000 dataset from Facebook - never did anything illegal with it - but they are on my computer and I could&rsquo;ve done something else with it, no one ever asked me at Facebook site what I did with that data.

They came and spent a lot of time in our office in response to Max's complaint - a humble Austrian law students put in complaints and they were taken very seriously - and the detection commission spend a huge amount of time with us and we put hundreds of people on working on these issues. They suggested some changes they weren&rsquo;t sufficient they came back and suggested more . So that was the process backwards and forwards.
