Ahead of the autumn 2024 Commissioners-designate hearings, Parliament has adapted the rules for the process, which will apply for the members of the second von der Leyen College. Since the 2004 investiture, Parliament has used its role in appointing the Commission to replace certain controversial candidates and force adjustments to certain portfolios, although according to the Treaties Parliament can only reject or accept the College as a whole. Confirmation hearings have become critical for Parliament to hold the Commission accountable, and have gained prominence as a tool for Parliament to take a greater role in EU agenda-setting.

The rights of the child are part of human rights: rights that the EU and its Member States must respect, protect and fulfil. The Treaty on European Union establishes the objective for the EU to promote protection of the rights of the child. The Charter of Fundamental Rights of the EU guarantees the protection of the rights of the child by the EU institutions and by EU countries when they implement EU law. Over the years the European Parliament has been instrumental in pushing children's rights to the core of European policies, particularly through its Intergroup on Children's Rights.

On 14 November 2023, the Civil Liberties Committee adopted its position on new measures to protect children online by preventing and stopping child sexual abuse. The draft Parliament position was adopted by the Committee on Civil Liberties, Justice and Home Affairs with 51 votes in favour, 2 against, and 1 abstaining. Inter-institutional negotiations were authorised with 48 in favour, 2 against, and 4 abstaining.

To protect children online, the new rules would mandate internet providers to assess whether there is a significant risk of their services being misused for online child sexual abuse and to solicit children, and to take measures to mitigate these risks. MEPs want mitigation measures to be targeted, proportionate and effective, and providers should be able to decide which ones to use.

They also want to ensure that pornographic sites have adequate age verification systems, flagging mechanisms for child sexual abuse material (CSAM) and human content moderation to process these reports. To stop minors being solicited online, MEPs propose that services targeting children should require by default user consent for unsolicited messages, have blocking and muting options, and boost parental control.

The constitutive meetings of the European Parliament's standing committees and subcommittees take place in Brussels on 10 July 2019, following the appointment of their members in the plenary sitting of 3-4 July. During the meetings, each committee and subcommittee will elect its respective bureau, made up of a Chair and Vice-Chairs, for a two-and-a-half year mandate. The newly set up committees will then start holding their regular meetings during the week of 22 July.

The Digital Services Act (DSA) and the Digital Markets Act (DMA) have two main goals: to create a safer digital space in which the fundamental rights of all users of digital services are protected and to establish a level playing field to foster innovation, growth, and competitiveness, both in the European Single Market and globally.

The&nbsp;Digital Services Act (DSA)&nbsp;aims to create a safer digital space in which users rights are protected, including rules to tackle illegal content online, enhance the accountability and transparency of algorithms, and dealing with content moderation and targeted advertising.

Digital Markets Act&nbsp; (DMA) sets rules on what big online platforms will be allowed to do and not do in the EU. It&nbsp;blacklists certain practices of large platforms acting as “gatekeepers” and enables the Commission to carry out market investigations and sanction non-compliant behaviour.

The historic partnership between the European Union (EU) and the Kingdom of Morocco, underpinned by a number of political and economic agreements, has given Morocco a new momentum for its modernisation and democratic transition process.

With the signing of an association agreement in 1996, coming into force in 2000, the cooperation between the Kingdom of Morocco and the EU has expanded to include politics and security. This Euro-Mediterranean Association Agreement aims to provide an appropriate framework for political dialogue between the EU and its partners in the Mediterranean Basin. The principle behind this is to work for the development of this region in a climate of peace, security and stability, in accordance with democratic principles and fundamental rights.

On Wednesday 10 July, the Committe on Development (DEVE) met for the first time in its new composition and elected as its Chair Swedish MEP Tomas TOBÉ (EPP). The Committee also elected four Vice Chairs: Pierrette HERZBERGER-FOFANA (Greens/EFA), Norbert NEUSER (S&amp;D), Chrysoula ZACHAROPOULOU (Renew Europe), Erik MARQUARDT (Greens/EFA). The next meeting of the Committee will take place in the morning of 24 July and is set to discuss the state of play of development cooperation, the 2020 budget and the future partnership with ACP countries. The Finish EU Council Presidency will set out its priorities, in particular in humanitarian aid.

The EU and Latin America and the Caribbean have enjoyed privileged relations since the first bi-regional Summit, held in Rio de Janeiro (Brazil) in 1999, which established a strategic partnership. They are natural partners linked by strong historical, cultural and economic ties. The EU is the leading investor in the region and its third external trade partner.

The European Parliament has a range of supervisory and control powers. These allow it to exercise oversight over other institutions, to monitor the proper use of the EU budget and to ensure the correct implementation of EU law.

Interinstitutional relations

Following a debate with Ursula von der Leyen on her new team and programme, MEPs elected the College of Commissioners as a whole by roll-call vote. 370 MEPs voted in favour, 282 against, and 36 abstained.&nbsp;

To be confirmed, the College of Commissioners needed a majority of the votes cast (rule 129.7 of the EP Rules of Procedure).

This will be Ursula von der Leyen’s second term as Commission President, following the approval of her&nbsp;first Commission by MEPs in November 2019.

Ahead of the vote, Ursula von der Leyen presented&nbsp;her team and programme, wherein she confirmed the portfolio changes requested by MEPs&nbsp;in the course of Parliament’s evaluation&nbsp;process. “We are ready to get to work immediately,” she said, stressing that her Commission will always be devoted to fighting for freedom, sovereignty, security and prosperity.

After its formal appointment by the European Council via a qualified majority, the new European Commission is expected to take up its duties on 1 December 2024.

Election of the 2024-2029 Commission

Every year the European Central Bank publishes an annual report on how it has carried out its supervisory responsibilities, it describes the tasks and activities of the European System of Central Banks (ESCB) and reports on the Eurosystem’s monetary policy. The report is usually published in April of the following year. The Chair of the Supervisory Board of the ECB presents the report to the European Parliament at a public hearing and then during a debate in plenary.

Climate change and environmental degradation are an existential threat to Europe and the world. Therefore in December 2019 the Commission presented a communication on a European Green Deal that sets out a detailed vision to make Europe the first climate-neutral continent by 2050, safeguard biodiversity, establish a circular economy and eliminate pollution, while boosting the competitiveness of European industry and ensuring a just transition for the regions and workers affected.

Parliament has played an important role in pushing for more ambitious EU climate legislation and declared a climate emergency on 28 November 2019.&nbsp; The European Climate Law writes&nbsp;into law the goal to become climate neutral by 2050 and attain the intermediate target of reducing net greenhouse gas emissions by at least 55% by 2030 (compared to 1990 levels).&nbsp;After 2050 the EU will aim for negative emissions. In July&nbsp;2021 the European Commission presented its “Fit for 55 in 2030” package-the legislative tool to deliver on the targets agreed in the European Climate law.

The EP adopted the new Nature restoration law during its February plenary. The new law sets a target for the EU to restore at least 20% of the EU’s land and sea areas by 2030 and all ecosystems in need of restoration by 2050. The EU nature restoration law, agreed with member states, will restore degraded ecosystems in all member states, help achieve the EU’s climate and biodiversity objectives and enhance food security.

To reach the overall EU targets, member states must restore at least 30% of habitats covered by the new law (from forests, grasslands and wetlands to rivers, lakes and coral beds) from a poor to a good condition by 2030, increasing to 60% by 2040, and 90% by 2050. In line with Parliament’s position, EU countries should give priority to&nbsp;Natura 2000 areas&nbsp;until 2030. Once in a good condition, EU countries shall ensure an area does not significantly deteriorate. Member states will also have to adopt national restoration plans detailing how they intend to achieve these targets.

European Green Deal

As co-legislator, Parliament has long been supportive of EU biodiversity protection and climate change policies.

The EU has played an important international role in seeking solutions to biodiversity loss, deforestation and climate change. The 2015 Paris Agreement on climate change notes the importance of ensuring the integrity of all ecosystems and the protection of biodiversity. As part of the European Green Deal, the Commission has proposed a new biodiversity strategy that aims to put Europe’s biodiversity on the path to recovery by 2030, for the benefit of people, the climate and the planet.

EU - Venezuela

The policies of the EU on climate and energy are described, as well as the challenges that must be faced in order to achieve the Paris Agreement target of keeping the increase in global temperature well below 2°C and to pursue efforts to achieve 1.5°C.

The EU faces major challenges from the increased threats of climate change, with serious consequences in the energy sector, where urgent issues are arising concerning the national production mix of each Member State. The renewable energy share needs to be increased, and energy efficiency needs to be improved.

The president of the European Parliament, Roberta Metsola, is in Rome to celebrate the anniversary of Alcide De Gasperi’s passing. In honour of the noble father of Christian Democracy, the foundation that bears his name is organizing a series of events to be attended by Italian and foreign institutional guests.

The 2024 was decreed “De Gasperi year” by the De Gasperi Foundation, established in 1982 to gather the legacy of the Italian statesman. On the 70th anniversary of his death, a commemorative event has been organized at the Chamber of Deputies in Rome to be attended by, among others, the President of the Republic Sergio Mattarella.

European Parliament President Roberta Metsola announces the winner of this year’s Sakharov Prize 2024 for Freedom of Thought in the hemicycle. The laureate is María Corina Machado as the leader of the democratic forces in Venezuela and President-elect Edmundo González Urrutia, representing all Venezuelans fighting for the reinstitution of freedom and democracy from both inside and outside the country;

Named after Soviet physicist and political dissident Andrei Sakharov, who agreed to his name being used, the Sakharov Prize for Freedom of Thought is the EU’s highest human rights award.

On Thursday, the Conference of Presidents (EP President Metsola and political group leaders) will decide on the winner of the 2024 Sakharov Prize for Freedom of Thought. The three shortlisted candidates are:  María Corina Machado, as leader of the democratic forces in Venezuela and President-elect Edmundo González Urrutia; Dr Gubad Ibadoghlu, academic and anti-corruption activist in Azerbaijan; (Alternative: Elon Musk, USA); and "Women Wage Peace" and "Women of the Sun", Israel/Palestine.

Seven years after the assassination of Maltese journalist Daphne Caruana Galizia, the European Parliament discusses the state of the rule of law in Malta. MEPs assess the country's recent developments in upholding European values, focusing on media freedom and anti-corruption efforts. Daphne Caruana Galizia, who exposed corruption, money laundering, and organized crime, was murdered in a car bomb attack in 2017, sparking outrage and political upheaval, leading to the resignation of Prime Minister Joseph Muscat.

In the same session, the winner of the Daphne Caruana Galizia Prize for Journalism will be announced, honoring her legacy in the fight for transparency and justice. The prize, endorsed by the European Parliament in 2020, rewards journalism that upholds the EU’s core values, including democracy, rule of law, and human rights. The €20,000 prize is open to professional journalists from any EU country, and the winner will be chosen by an independent jury.

This debate underscores the EU’s commitment to promoting democracy and the rule of law, both within its borders and in candidate countries, as part of the 2024 Rule of Law Report.

MEPs discuss with the European Commission potential changes to EU legislation on the return of third-country nationals with no legal right to stay in Europe. European Commission President Ursula von der Leyen calls for a common approach to returns and stresses the importance of cooperation with third countries on readmitting their nationals. As the EU prepares to implement the new Pact on Migration and Asylum, the debate focuses on securing external borders, strengthening screening processes, and improving return procedures. Poland’s proposal to temporarily suspend asylum requests and Italy’s plan to process asylum seekers in Albania are also discussed.

MEPs and the Commission discuss Iran’s state-sponsored terrorism in light of recent attacks in Europe.

The debate follows recent reports by European security services that Iran may have been involved in the explosions and shootings that took place near the Israeli embassies in Stockholm and Copenhagen, by using local criminal gangs. European officials have also warned of an increase in assassination attempts by Iranian intelligence targeting Jews and regime critics on European soil.

The European Parliament has long been a vocal critic of the Iranian clerical regime for its brutal suppression of the democratic aspirations of its own citizens, as well as its support for Russia’s war of aggression against Ukraine. MEPs have also called for the country’s Islamic Revolutionary Guard Corps to be placed on the EU terrorist list.

The Parliament discusses China’s military provocations close to Taiwan, and vote on a resolution. China’s military exercises around Taiwan have become increasingly frequent in recent years. MEPs criticise the recent manoeuvres in the Taiwan Strait and express their solidarity with Taiwan as a regular victim of foreign information manipulation and interference by China. 

In a resolution adopted in December 2023, MEPs said the EU’s ‘One China policy’ has not changed and that any attempt to unilaterally change the status quo in the Taiwan Strait, particularly by means of force or coercion, is not acceptable. They also opposed China’s constant distortion of UN Resolution 2758 by demanding that Taiwanese passport holders, including journalists, NGO workers and political activists be barred from accessing tours and events in the UN. Resolution 2758 was adopted by the 26th U.N. General Assembly in 1971 to address the issue of China's representation at the UN.

MEPs debate the situation of  European journalists reporting on Russia’s war of aggression against Ukraine. According to the Council of Europe, at least sixteen journalists and media workers have been killed since February 2022 in the line of duty or because of their work, and at least forty have been injured.

MEPs call for an urgent ceasefire in Lebanon and for the UN mission in the country to be protected, after several recent attacks. The European Union has expressed its grave concern about the recent escalation along the Blue Line separating Israel and Lebanon, particularly regarding attacks by the Israeli Defence Forces against the United Nations Interim Force in Lebanon (UNIFIL), which left several peacekeepers wounded. Israeli authorities accuse Hezbollah of using UN peacekeepers as “human shields” and consider that the UN’s refusal to evacuate UNIFIL soldiers has turned them into “hostages of Hezbollah”. UNIFIL was established in 1978 after the Israeli invasion of southern Lebanon to monitor the situation there.

Parliament approves the EU’s €35 billion contribution to the G7 plan to provide Ukraine with financial assistance of up to €45 billion. Parliament debates and votes on the new Macro-Financial Assistance (MFA) loan, which seeks to support Ukraine with up to €35 billion in the face of Russia’s brutal war of aggression. The MFA loan is the EU’s contribution to the G7 initiative, agreed last June, to provide Ukraine with up to $50 billion (approximately €45 billion). The extraordinary revenues generated from immobilised Russian Central Bank assets, facilitated by the newly established Ukraine Loan Cooperation Mechanism, will ensure this exceptional MFA loan is repaid, as well as loans from other G7 countries.

I juni deltog millioner af europæere i verdens største transnationale valg. Nu, hvor stemmerne er talt op, og de nye MEP´ere er valgt, så lad os se, hvordan det nye Europa-Parlament ser ud.

I juli 2024 bekræftede Europa-Parlamentet Ursula von der Leyen i endnu en periode som kommissionsformand. Hun skal lede et team af kommissærer – en fra hvert EU-land – som skal foreslå og overvåge implementeringen af EU-lovgivning i de næste fem år.    
 
At vælge formanden for EU-Kommissionen er en af Parlamentets første opgaver efter EU-valget. 
    
EU-landenes ledere udpeger en kandidat til posten som kommissionsformand under hensyntagen til resultaterne af EU-valget.    
   
Kandidaten skal godkendes af Parlamentet med støtte fra et flertal af dets siddende medlemmer plus én stemme i en hemmelig afstemning.   
   
Hvis kandidaten ikke får det nødvendige flertal, skal Det Europæiske Råd foreslå en anden kandidat inden for en måned.

Europa-Parlamentet genvælger von der Leyen som kommissionsformand

Hvem er Roberta Metsola, formanden for Europa-Parlamentet, som blev valgt for anden gang i juli 2024? Hvordan blev hun valgt, og hvad er hendes rolle? 
 
Hvert to og et halvt år vælger Europa-Parlamentet en person, som skal repræsentere det i samarbejdet med andre EU-institutioner og resten af verden. Parlamentets formand vælges ved en hemmelig afstemning, som finder sted på det første plenarmøde efter valget.
 
Den kandidat, der får det absolutte flertal af de afgivne stemmer, får stillingen. 
 
Formanden leder også Parlamentets aktiviteter, er formand for plenarforsamlingerne og erklærer EU-budgettet for endeligt vedtaget. Rollen omfatter også at fremlægge Parlamentets synspunkter ved starten af hvert møde i Det Europæiske Råd.

Roberta Metsola: mød formanden for Europa-Parlamentet

I 1995 fortalte den irske præsident Mary Robinson Europa-Parlamentet, at Europa var nøglen til at skabe varig fred på øen Irland. 

Den irske republiks første kvindelige præsident sagde, at EU skal fortsætte med at bruge sin indflydelse til at bidrage til at afslutte konflikter, hæve levestandarden for alle europæere og afhjælpe fattigdom i verden.

Malala Yousafzais tale om uddannelse | Europa-Parlamentet

Liberias leder, Ellen Johnson Sirleaf, opfordrede til international hjælp for at forhindre en tilbagevenden til vold efter 14 års borgerkrig i hendes land. Den første kvinde, der er valgt til præsident for et afrikansk land, talte til Europa-Parlamentet i september 2006, blot otte måneder efter sin tiltræden. Hun sagde, at liberianerne var fast besluttet på at lægge konflikten – som sluttede i 2003 – bag sig. Ellen Johnson Sirleafs tale om Liberia | Europa-Parlamentet

Pave Johannes-Paul den Anden sagde, at Vatikanet stærkt støttede den igangværende opbygning af Europa, en fredelig proces, der bringer mennesker sammen og udgør et fyrtårn for verden. Han opfordrede til tolerance blandt folk og trosretninger og beskyttelse af miljøet. Paven talte om kristendommens betydning i Europas fortid og fremtid. Pave Johannes-Paul den Andens tale om opbygningen af Europa ⎢Europa-Parlamentet

Den tjekkiske præsident Václav Havel om at føle sig som europæer, fire år før hans land blev medlem af EU. Václav Havel var både den sidste præsident i Tjekkoslovakiet og den første demokratisk valgte præsident i landet efter kommunismens fald samt den første i Den Tjekkiske Republik, efter at den blev oprettet. Tale af Václav Havel om europæisk identitet | Europa-Parlamentet

Modtageren af Nobels Fredspris, Denis Mukwege, taler mod brugen af voldtægt og vold mod kvinder som et krigsvåben. Han er grundlæggeren af Panzi Hospital i Bukavu, Den Demokratiske Republik Congo. Som gynækolog hjalp han tusindvis af kvinder, der havde været ofre for seksuel og kønsbaseret vold i sit land. I 2014 tildelte Europa-Parlamentet ham Sakharov-prisen for tankefrihed for hans arbejde. Fire år senere modtog han Nobels Fredspris. Dr. Denis Mukweges tale om seksuel vold i Congo | Europa-Parlamentet

For Simone Veil, der overlevede Holocaust, er oprettelsen af Den Europæiske Union den vigtigste begivenhed i de sidste 50 år. I 1995, i 50-året for Holocaust, fortalte Veil Europa-Parlamentet, hvordan tragedierne i hendes fortid formede hendes tro på det europæiske projekt. Hun sagde, at det var vigtigt at minde den yngre generation om EU's centrale rolle i forbindelse med fremme af fred og enhed, især når EU blev kritiseret Veil, der blev født i Frankrig i 1927, overlevede de nazistiske koncentrationslejre og spillede derefter en central rolle i europæisk feminisme og politik. Den sydafrikanske leder Nelson Mandela opfordrede til en hurtig afslutning på apartheidsystemet og prædikede forsoning. Det var i juli 1990. Blot fire måneder tidligere var han blevet løsladt efter 27 års fængsel. På det tidspunkt var Sydafrika stadig styret af en hvid mindretalsregering. Den tidligere sovjetleder og medstifter af Green Cross International (GCI) har længe været involveret i miljøbeskyttelse. EU havde at gøre med en hidtil uset migrationsbølge det år, hvor hundredtusindvis af mennesker kom ind i EU gennem irregulære kanaler, hvoraf mange flygtede fra krigen i Syrien. De fleste af dem tog til Tyskland og en håndfuld andre lande. Merkel og Hollande taler om migrationskrisen | Europa-Parlamentet

Menneskerettighedsforkæmperen Nadia Murad fortalte i 2016 Europa-Parlamentet, at kampen mod terrorisme og racisme går hånd i hånd. Hendes tale blev holdt, da hun modtog Sakharov-prisen for Tankefrihed 2016 sammen med Lamiya Aji Bashar. Parret, der kommer fra Iraks yazidiske samfund, blev i 2014 solgt til sexslaveri af terrorgruppen Islamisk Stat. Det lykkedes Murad at undslippe, og hun begyndte at forsvare ofre for seksuel vold og menneskehandel.
