MEPs debate new rules on land use, land use change and forestry, member states’ emission reductions and the revision of the Market Stability Reserve. Following a debate on Monday, Parliament will vote on Tuesday on the deals reached with EU countries in late 2022 on three pieces of legislation that are part of the “Fit for 55 in 2030 package”. This is the EU’s plan to reduce greenhouse gas (GHG) emissions by at least 55% by 2030 compared to 1990 levels in line with the European Climate Law.

MEPs discuss on a deal reached with the Council in December 2022. Under the agreement, member states applying to receive additional funds through an amended recovery and resilience plan will be required to include measures to save energy, produce clean energy and diversify energy supplies, as foreseen in the EU’s REPowerEU plan. MEPs and EU governments agreed to reform the Emissions Trading System to further reduce industrial emissions and invest more in climate friendly technologies. The EU Emissions Trading System (ETS), which enshrines the “polluter pays” principle, is at the core of European climate policy and key to achieving the objective of EU climate-neutrality. By putting a price on greenhouse gas (GHG) emissions, the ETS has triggered significant reductions in EU emissions, as industries have an incentive to reduce their emissions and invest in climate friendly technologies. Parliament assesses the results of the UN Climate Change Conference COP27, which took place in Sharm el Sheik from 6-19 November. MEPs evaluate the outcome of the meeting in Egypt in particular looking at progress towards the Paris agreement objective of limiting global warming to well below 2 degrees Celsius and aiming for 1.5 degrees.

Following a plenary debate on 7 June 2022, and the rejection of the report on the revision of the EU Emissions Trading System on 8 June 2022 at the Plenary session in Strasbourg, MEPs vote again on 22nd June on three draft laws, part of the Fit For 55 in 2030 package.
