Exterior view of Vehicle Emissions Laboratory (VELA)<br />VELA comprises seven sophisticated testing facilities and several Portable Equipment Measurement Systems (PEMS) allowing the measurement of emissions on a variety of vehicles, in the lab and on the road: from motorbikes to passenger cars and even large heavy-duty engines. Its findings have been vital in developing new emissions measurement techniques and procedures. In the future, it will be able to support national type approval authorities and carry out ex-post verification testing of type approved cars
